Tweaks needed in existing laws to regulate AI, says minister

IPOH: Some existing laws may need to be amended to keep pace with advanced technology and abuse of artificial intelligence (AI), says Chang Lih Kang.
The Science, Technology and Innovation Minister said while these laws can still be used to address abuse and misuse of technology and AI to commit cybercrimes, some tweaks are needed.
"Currently, we still have existing laws that can be used, including the Malaysia Communications and Multimedia Act and the Penal Code.
"These might need some amendment here and there so that we can keep pace... technology is too advance and fast, so we need to try and catch up," he said in a press conference after attending the Perak Ignite Entrepreneur Summit 2025 at SMJK Yuk Choy on Saturday (May 3).
Chang said the country is still a long way behind in enacting a law to regulate AI.
He said the National Guidelines on AI Governance and Ethics (AIGE) was only launched last year and would take some time to enact a law for AI.
"We've consulted with various industry players, they agree that AIGE is something that should be enacted but it will take time.
"This is the same in other parts of the world, as many do not have such laws, except in the European Union," he said, adding that the AIGE would be used to regulate the AI industry.
"This (AI) is still a new area whereby we are unsure whether some things are right or wrong, and we need to explore it together.
"There is no clear time frame yet (for an AI law) but that is our eventual goal, for a law that can be enforced," he added.

KOTA BHARU: The government is open to accepting applications for new, urgent projects from Kelantan, despite allocation for major projects has been listed in the 13th Malaysia Plan (13MP), said Prime Minister Datuk Seri Anwar Ibrahim. He said the new application will be studied by the government if there is a priority, especially if they have an urgency such as flood mitigation, water supply, energy supply, and eradication of hardcore poverty. "We have started engaging on the national budget, which will certainly take into account the 13MP, so we will review what can be added and prioritised," he said when officiating the closing ceremony of the Kelantan 2025 Madani Rakyat Program at the grounds of Sultan Muhammad IV Stadium here on Saturday (Aug 9). Also present were Science, Technology and Innovation Minister Chang Lih Kang; Home Minister Datuk Seri Saifuddin Nasution Ismail, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Kelantan Menteri Besar Datuk Mohd Nassuruddin Daud. Anwar, who is also the Finance Minister, said compared to before, engagement sessions have been simplified by taking into account input from the state government. "Every time we visit a state, there is a special session that gives the state government an opportunity to provide input, in addition to monitoring ongoing projects. "Sometimes, projects we announce have a large budget, but their implementation is stalled, which is why we continue these discussions with the aim of more effective implementation," he said. On the Kelantan 2025 Madani Rakyat Program, Anwar said it was the best opportunity for the government to get closer and convey information directly to the people. "Hopefully, through this, the government close in on issues of the people and elevate programs that needed attention," he said. The Kelantan 2025 Madani Rakyat Program, led by the Science, Technology and Innovation Ministry, was a three-day event that began last Thursday (Aug 7). The program offered over 100 direct services to the public, an exhibition of the latest technology, and various community-reaching initiatives through the comprehensive approach of the Madani Government. — Bernama

IPOH, August 7 — Muslims should not view artificial intelligence (AI) as a threat but as an opportunity, provided it is guided by divine revelation and aligned with Islamic principles, said Perak Menteri Besar Datuk Seri Saarani Mohamad. Speaking at the launch of a national symposium on AI challenges, Saarani said that technological progress must be aligned with the principles of Maqasid Syariah, which prioritise the preservation of religion, life, intellect, lineage, and property. 'In line with this awareness, various digitalisation initiatives and the integration of AI are being actively strengthened at the national level. 'Efforts to enhance digital technology in the governance of religious affairs are now being vigorously implemented across the country,' he said at the event held at the Perak Royal Golf Club. Saarani highlighted several digital initiatives already implemented at the state level that integrate technology with Islamic administrative affairs. Through a collaboration between the state government and the Perak Islamic Religious Department (JAIPk), the Perak Digital 2.0 Portal now offers an e-donation feature with dedicated QR codes, enabling Muslims to contribute to mosques safely and transparently. He said JAIPk has also initiated early exposure to AI technology among its personnel to explore its potential in enhancing religious services. This includes developing a Shariah-based virtual assistant to answer basic fiqh (Islamic jurisprudence) questions and assisting in filtering deviant social media content. Further embracing modern technology, the Perak Islamic Religious and Malay Customs Council (MAIPk) has launched the MAIPk Bestari application, which allows for the digital payment of zakat fitrah, enhancing efficiency and convenience for payers. In addition, Saarani noted that the Perak Digital application, specifically designed for state mosques, was upgraded in 2024 with new modules and enhanced security systems for managing data, activities, e-donations, and administration. The Perak Mufti Department is also strengthening its staff's digital communication skills through comprehensive ICT training.
