Digital University Kerala comes under scanner over suspicion of financial irregularities; V-C urges Chancellor to initiate audit

Digital University Kerala (DUK) Vice-Chancellor in-charge Ciza Thomas has written to Governor Rajendra Vishwanath Arlekar raising concerns of misuse of government funds, unauthorised private ventures by faculty, and irregularities in high-profile projects, particularly the flagship 'Graphene-Aurora programme.' The ₹94.85-crore project is jointly funded by the Ministry of Electronics and Information Technology (MeitY) and the State government.
In her report to the Governor, who is also the Chancellor of DUK, Dr. Thomas flagged instances of conflict of interest among faculty with external business interests. She pointed out that several senior faculty members owned and operated private companies without formal permission from the university. Besides, university infrastructure, including office space, staff and research scholars were being utilised to run these entities. Moreover, government-funded projects were being routed through some of these companies without appropriate scrutiny.
The Vice-Chancellor has raised several doubts in the case of the Graphene Aurora programme and the involvement of I-GEIC, a private entity. While the Bengaluru-headquartered firm was initially listed as the projects' implementing agency, MeitY later issued a corrigendum to identify the university as the implementing agency. Despite the correction, the university transferred ₹3.94 crore of the project funds received in 2024-25 to the company.
Onus on varsity
It is alleged that the memorandums of understanding signed by the DUK with I-GEIC and MeitY places full responsibility on the university for project implementation, while shielding the private firm from operational accountability. The agreements are allegedly skewed against the university's interests.
The report also highlights the purported misuse of university space and funds. The university's facility at Kabani building in Technopark, refurbished at ₹2.9 crore, is apparently being used to house the staff of I-GEIC and other private firms. The rent and maintenance for the space are being borne by the DUK.
Insisting that such instances are not not isolated, Dr. Thomas stated similar cases were followed in other projects too. While the university had initiated steps to facilitate an audit by the Accountant General, the Vice-Chancellor has recommended an independent audit to unearth any financial mismanagement and misuse of public resources.

He claimed that the Metro Rail project was started by former Congress Chief Minister late S M Krishna when late Atal Bihari Vajpayee was the Prime Minister of the country. "Let them (BJP leaders) release their statistics to show how much money did they give for the metro project and I will also reveal our data," he said. The ruling Congress and opposition BJP in Karnataka have locked horns over the Metro Yellow line. Congress is claiming that the state government made the project happen, while the BJP said the Centre has contributed to the Metro Line.

Bengaluru: Bengaluru had a major transport upgrade today as Prime Minister Narendra Modi inaugurated the long-awaited Yellow Line of Namma Metro, which links RV Road in South Bengaluru to Bommasandra in the east. The 19.15-km corridor, built at Rs 7,160 crore, features 16 elevated stations and is expected to serve up to eight lakh commuters every day. The new line will boost connectivity to major hubs such as Silk Board Junction, BTM Layout, Electronic City, and Bommasandra Industrial Area, areas that house major employers like Infosys, Biocon, and TCS. By directly linking residential neighbourhoods with tech parks and manufacturing zones, the corridor is expected to significantly decongest notorious traffic choke points, especially the Silk Board junction, and save commuters considerable travel time. Authorities call the Yellow Line a "game-changer" for Bengaluru's southern transport network. Metro Timings And Operations Commercial services will begin on Monday, August 11. Initially, three driverless trains will operate every 25 minutes between 5:00 am and 11:00 pm, with frequency expected to improve to 20 minutes as more trains are added later this month. Metro Fare Structure One-way fares will range from Rs 10 to Rs 90, consistent with the existing Namma Metro pricing. For example, travel from RV Road to Jayadeva will cost Rs 10, while the longest stretch, Whitefield (Purple Line) to Bommasandra (Yellow Line), will be Rs 90. Phase 3 Expansion The inauguration also saw PM Modi flag off the Bengaluru-Belagavi Vande Bharat Express and lay the foundation stone for Phase 3 of Namma Metro, a 44.65-km expansion worth Rs 15,610 crore, projected to benefit 25 lakh residents in southern Bengaluru. The public function was held at the International Institute of Information Technology, Bengaluru campus in Electronics City.
