Responding to allegations that the question paper for the Mains exam for recruitment of Gazetted Probationers held on Monday could have been leaked as a question paper bundle had opened even before it reached an exam centre in Bengaluru, the Karnataka Public Service Commission (KPSC) has emphatically denied the allegations on Tuesday. 'No question paper was leaked during the Essay paper exam of the main examination. There was no other kind of lapse except for the possibility that the packing cover of the question paper was mechanically torn,' it said in a statement issued on Tuesday.
'A thorough investigation has been conducted on this matter and detailed reports have been obtained from the supervisors of the examination sub-centres and the invigilators appointed by the Commission,' it said.
In its statement, KPSC claimed that the cover that was opened before the question paper bundle reached the centre in this particular case is a 'water-proof plastic cover used to protect the question papers from damage during transportation', which are 'only for the purpose of protecting them from liquids and are not tamper evident covers'.
Further the KPSC said that all the security seals on the boxes, trunks and tamper-evident covers containing the question papers distributed to the said examination sub-centre were found to be intact. This was confirmed by the candidates, sub-centre supervisors, local invigilators and room inspectors.
'Therefore, it is possible that the plastic covers that were packed to protect the liquids inside the tamper-evident envelopes in room-2 of the said sub-center may have been mechanically torn during packing or transportation, and there are no other shortcomings. Furthermore, no such reports have been received from any other examination sub-centers conducted by the Commission,' KPSC further said.
It further assured aspirants that the commission was not only taking care in maintaining the confidentiality, safety and security of the examination materials, but was also acting in the most transparent manner and appealed to aspirants not to be discouraged by baseless claims on social media.

Following the incident, Afnan informed the insurance company and sought compensation. On February 1, 2024, as per court orders, the vehicle was released and taken to a garage in Shivamogga for repairs, which were estimated at Rs 6,01,482. Afnan requested the insurer to treat the claim as a total loss, as the repair cost exceeded 75 percent of the IDV. However, the insurer declined, stating the claim had been closed due to delayed submission of documents. Afnan also stated that the second respondent, IndusInd Bank Ltd, had repossessed the vehicle as he failed to pay EMIs following the accident. He approached the consumer commission, alleging that the insurer had failed to process the claim despite having all necessary documents and had thereby caused a deficiency in service. After reviewing the evidence and arguments from all parties, the Commission observed that the second and third respondents -- IndusInd Bank's Chennai and Shivamogga branches -- had only provided the vehicle loan and bore no responsibility in processing the insurance claim. The Commission ruled that the insurance company had wrongfully denied the claim despite proper documentation and deemed it a service deficiency. The bench comprising commission president T Shivanna and member B D Yogananda Bhandya issued the final order recently. The commission directed that within 45 days from the date of the order, the second and third respondents must hand over the vehicle to the insurer, and the insurer must pay Rs 7,30,550 to the complainant at 9 percent annual interest from May 8, 2024, until the full amount is paid. If delayed, the interest rate will increase to 10 per cent until settlement. The commission further instructed the complainant to cooperate with the insurer in transferring the vehicle records at the relevant authority as and when required.

The one-man inquiry commission constituted by the Karnataka government under retired High Court judge John Michael Cunha to inquire into the June 4 stampede that killed 11 people, has been asked to identify the persons responsible for the omissions or deficiencies that led to this incident. As per the terms of reference to the commission from the government, it has also suggested precautionary measures that can be taken to prevent recurrence of such incidents in the future, among others. Chief Minister Siddaramaiah on June 5 announced that a one-man commission would be formed under Cunha to look into the procedural lapses in the issue, and the commission has been asked to give the report in 30 days. The stampede occurred on June 4 evening in front of the Chinnaswamy stadium here, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident. "...the Government, in exercise of the powers conferred under sub-rule (1) of rule 3 of the Commission of Inquiry Act, 1952, has constituted a one-man inquiry commission under the chairmanship of John Michael Cunha, retired Judge of the Karnataka High Court, to conduct an inquiry into the incident," the official notification dated June 5 said. "The inquiry commission shall have all the powers to conduct inquiries under the provisions of the Commissions of Inquiry Act, 1952 and Code of Civil Procedure, and the government expects the investigation to be completed and a report submitted within one month," it said. The terms of reference in the notification include, to find -- whether the necessary permissions, rules and procedures were followed while organising the RCB team's victory felicitation ceremony at Chinnaswamy Stadium; the causes/causers of the rush and stampede that took place; the causes/causers of the incident that led to the death of 11 people and injury to more than 50 people based on the chain of events and circumstances. Also, to inquire into the measures taken as a precaution regarding the incident and the omissions/deficiencies that may have occurred in this regard and to identify those responsible for this incident; and to inquire regarding other relevant aspects related to this incident. As per the notification, the Director General and Inspector General of Police, Commissioner of Police - Bengaluru, and Deputy Commissioner - Bengaluru Urban district shall provide all the files/documents/etc that the Commission may require from time to time for the inquiry and shall be present during the inquiry and fully cooperate with the Commission. This inquiry commission is separate from the magisterial inquiry that has been ordered, and shall conduct a parallel and comprehensive inquiry, it clarified. The Chairman of the inquiry commission, if necessary, may take steps to obtain the services of one retired IPS officer and one retired IAS officer for technical and legal assistance. The salary/allowance expenses of the concerned officers shall be borne by the government. The Director General and Inspector General of Police, shall provide the necessary staff, materials, vehicles and office and furniture/telephone etc required for the commission of inquiry.

AHMEDABAD: In a game-changing decision, the Gujarat State Information Commission has slammed the Criminal Investigation Department (CID) (Crime) for hiding behind a 19-year-old RTI exemption to deny critical information to cyber fraud victims. The Commission has now recommended the state government revoke the special immunity granted to CID Crime regarding cyber fraud cases—delivering a major win for transparency and the rights of hundreds of duped citizens. The exemption, in effect since October 25, 2005, under a Home Department notification, placed CID Crime beyond the purview of the Right to Information Act for crime-related investigations. However, the recent judgment has pierced this shield in the context of cybercrime, which the Commission argued is no longer a conventional 'sensitive crime' but a rapidly escalating public menace impacting citizens daily. The ruling stemmed from a plea by Rakesh Kumar Prajapati, a Gandhinagar resident who lost Rs 4.5 lakh to cyber fraud. After filing a complaint with the Cyber Crime Cell, Prajapati sought the FIR copy and related documents under the RTI Act. CID Crime rejected his request, citing the 2005 exemption. Unwilling to accept silence in the face of theft, Prajapati took the matter to the State Information Commission.
