"Double-engine govt in Bihar has all but given up on proposed 65 per cent reservation": Congress' Jairam Ramesh
New Delhi [India], June 20 (ANI): Ahead of Prime Minister Narendra Modi's visit to Bihar, Congress MP Jairam Ramesh on Friday alleged that the Nitish Kumar-led NDA government in the state has almost 'given up' on the proposed 65 per cent reservation for scheduled castes, scheduled tribes, Other Backward Classes (OBCs), and Extremely Backward Classes (EBCs).
Ramesh, who is the Congress General Secretary in charge of Communications in a post on X, said he proposed three ways out that will make the 65 Per cent reservations in government jobs and educational institutions a reality.
'The PM is in Bihar today. On the basis of the caste survey conducted by the erstwhile INDIA bloc Government in Bihar, the Bihar Government had proposed 65% reservation for scheduled castes, scheduled tribes, OBCs, and EBCs. This is under challenge in the Courts. The double-engine Govt in Bihar has all but given up,' he said on X.
The Rajya Sabha MP in his first step asked to make the Bihar reservations law a part of the Ninth Schedule of the Constitution and amend the Constitution to overcome the 50 per cent ceiling for reservations for scheduled castes, scheduled tribes, OBCs, and EBCs.
'But there are three ways out that the INC has been demanding for long that will make the 65% reservations a reality. 1. Make the Bihar reservations law a part of the Ninth Schedule of the Constitution. This was done by the Narasimha Rao government in 1994 for protecting 69% reservations in Tamil Nadu. 2. Amend the Constitution to overcome the 50% ceiling for reservations for scheduled castes, scheduled tribes, OBCs, and EBCs. This ceiling has only been imposed because of various Supreme Court judgements over the past six decades,' the Congress Rajya Sabha MP said.
He further proposed to implement Article 15(5), which enables reservations for scheduled castes, scheduled tribes, OBCs, and EBCs in private educational institutions also.
'Article 15(5) enables reservations for scheduled castes, scheduled tribes, OBCs, and EBCs in PRIVATE educational institutions also. This has been unimplemented in the past 11 years after the Supreme Court upheld the Constitutional amendment that was introduced by Dr Mannohan Singh's government in 2006. Most definitely the INC will take up these three issues of fundamental importance to social justice and empowerment in the Monsoon session of Parliament that begins on July 21, 2025,' he added.

This comes ahead of Prime Minister Narendra Modi's visit to Bihar, where he will lay the foundation stone and inaugurate multiple development projects at Siwan. Assembly polls in the state are due in October this year.
After the government decided to include caste enumeration in the upcoming decadal census, Congress has ramped up its demand for the immediate implementation of the legislation, alongside Article 15(5) to extend reservation to OBCs, Dalits, and Adivasis in private educational institutions. (ANI)

Furthermore, the Rajiv Arogya Sri scheme now offers up to Rs. 10 lakhs in health coverage, and farmers growing sorghum are receiving a bonus of Rs. 500. Additionally, Venkataswamy revealed that sorghum is being distributed to the needy through ration cards. The government is dedicated to constructing homes for every poor individual on plots of 600 yards. The Congress claimed on Friday (June 20, 2025) that the Centre and the Bihar government have not fulfilled their promise of cleaning the Ganga and said in the last 11 years, the exercise of ridding the river of pollutants has become just an "election jumla". The Congress accused the BJP-led Centre and the JD(U)-BJP government in Bihar of not fulfilling their promise of purifying the Ganga and claimed that the condition of the river is such that its water is neither drinkable nor suitable for bathing. Addressing a press conference, party MP Manoj Kumar cited a report to claim that of the 13 STPs built for the Ganga and its tributaries in Bihar, only seven are working. He said the promise made to purify the Ganga water under the "Namami Gange" project has turned out to be false. "Narendra Modi and (Bihar Chief Minister) Nitish Kumar together neither took any step towards flood control nor made the Ganga water drinkable. Even the NGT imposed a fine of Rs 50,000 on the Bihar government," he claimed. Mr. Kumar said that due to the high amount of faecal coliform (FC) bacteria, the NGT has stated that the river's water is neither fit for drinking nor for bathing.

‘English is not barrier, but bridge': Opposition criticises Amit Shah for remarks on languages
Several Opposition leaders on Friday criticised Union Home Minister Amit Shah for saying those who speak English in India will soon feel ashamed. Congress leader Rahul Gandhi remarked that English is 'not a barrier, but a bridge', and said that the language provides employment and boosts people's self-confidence. He alleged that the Bharatiya Janata Party and its ideological parent, the Rashtriya Swayamsevak Sangh, did not want poor children to learn English 'because they don't want you to ask questions, move ahead, and assert equality'. Kerala Education Minister and Communist Party of India (Marxist) leader V Sivankutty remarked that no language was higher or lower, PTI reported. 'Each language has its own importance,' Sivankutty said. 'English, as an international language, is an important means of knowledge and communication. It can only help in the progress of the country.' Communist Party of India (Marxist) MP John Brittas accused the mainstream media of suppressing and underreporting Shah's statement. He speculated that this was 'likely due to external pressures and direction that came as an afterthought, as the remark could have triggered significant backlash'. Shah's remarks In a video shared by news channels on Thursday, Shah was quoted as saying the creation of a society in which those who speak English in India would feel ashamed was not far away. 'A complete India cannot be imagined with aadhi-adhuri [incomplete] foreign languages, that can only happen with Indianness, with Indian languages,' Shah reportedly said at a book launch event in New Delhi. He also called Indian languages 'jewels of our culture', adding that without them, 'we cease to be Indians'. The home minister's comments on Thursday come against the backdrop of several state governments and regional parties accusing the Centre of imposing Hindi through the National Education Policy's three-language formula. On Tuesday, the Maharashtra government issued an order making Hindi a 'generally' taught third language for students from Class 1 to Class 5 in Marathi and English medium schools. The Opposition in the state has accused the BJP-led government of trying to erase Marathi identity through the move. Tamil Nadu too has repeatedly opposed the three-language formula in the National Education Policy. The state government said it would not change its decades-old two-language policy of teaching students Tamil and English.
