PUTRAJAYA, Aug 7 — The Malaysian Communications and Multimedia Commission (MCMC) views seriously the call by the Inspector-General of Police and the Attorney-General's Chambers (AGC) for the public to stop spreading unverified information regarding the death of 13-year-old Zara Qairina Mahathir.
In a statement today, MCMC stressed that the spread of unverified photos, videos or any information not only can hurt the feelings of the girl's family members, but also contradicts ethical values and potentially violates existing laws.
'MCMC also reiterates the reminder given by Minister of Communications, Datuk Fahmi Fadzil, to all parties to respect the ongoing investigation by the authorities and not to make any speculation that causes confusion among the public,' the statement read.
The commission emphasised that the dissemination of false information is an offence under Section 233 of the Communications and Multimedia Act 1998 [Act 588], which carries a maximum fine of RM500,000, imprisonment of up to two years, or both upon conviction.
Zara Qairina was rushed to the Queen Elizabeth I Hospital in Kota Kinabalu, Sabah, after being found unconscious and critically injured in a drain near her school dormitory in Papar at 4am on July 16. She was pronounced dead the following day and was buried that night without a post-mortem.
Last Tuesday, the AGC returned the preliminary investigation report into the girl's death to the police for further investigation and completion. — Bernama

Opposition MPs call for detailed explanation of discrepancies in Zara's case procedures

KUALA LUMPUR: Opposition MPs demand that the authorities provide a detailed explanation for why a post-mortem examination was not carried out immediately in the case of 13-year-old Zara Qairina Mahathir's death. Perikatan Nasional chief whip Datuk Seri Takiyuddin Hassan (PN-Kota Baru) questioned the police's procedure in the case. 'I want to ask the police, according to procedures... Whenever a person dies, a burial permit is required (before the body can be buried). "However, in a mysterious tragedy such as this, the police permitted the body to be buried without any post-mortem," he said, while debating the 13th Malaysia Plan, in the Dewan Rakyat on Tuesday (Aug 12). "I wish to emphasise that a post-mortem should be conducted without any request from any party, as this is standard procedure in sudden death or sudden death report cases," added the PAS MP. Takiyuddin said that the decision made by the Attorney-General's Chambers to return police investigation papers with instructions for them to complete the probe indicates that their investigation was incomplete. The PAS secretary-general then called for the Home and Education ministers to present a detailed report on the case to the Dewan Rakyat. On Aug 8, the Attorney General's Chambers (AGC) instructed the police to immediately exhume and conduct a post-mortem on the late Zara Qairina. This follows the completion of the analysis of the full preliminary report. On Aug 11, a federal police task force comprising nine personnel from the Bukit Aman Criminal Investigation Department would take over the investigation into the death of Zara Qairina. The team, comprising both officers and rank-and-file personnel, has been deployed to Sabah. Datuk Seri Saifuddin Abdullah (PN-Indera Mahkota) questioned whether there should be a separate probe on the weaknesses before the takeover by the Bukit Aman. "There must be a conclusive probe to identify who is involved or has given orders, either directly or indirectly, to the police, and the type of punishment if there are any mistakes made," said Saifuddin. Datuk Seri Ronald Kiandee (PN-Beluran) also agreed, saying that there was a blatant disregard for the process and procedures involved in the case. "This has created a perception as if there is a cover-up. "The outcry made by the public must be considered," he said. Zara Qairina was pronounced dead at a hospital in Sabah on July 17, a day after she reportedly fell from the third floor of her school dormitory. Her tragic death went viral and sparked mass reactions on social media, which included widespread allegations that she was a victim of bullying.

Public universities logged 31 bullying cases from 2014 to 2025, Zambry tells Dewan Rakyat

KUALA LUMPUR, Aug 12— A total of 31 bullying cases were reported at public universities from 2014 to 2025, Higher Education Minister Datuk Seri Zambry Abd Kadir said. He said the cases involved physical and cyberbullying, which could stem from social, psychological and campus environmental factors, social media influence and lack of parental supervision. Zambry said the Higher Education Ministry (MoHE) has taken several measures to address bullying and enhance the safety and well-being of students at all public universities, including instilling a zero-tolerance culture towards bullying. 'This includes a bullying case reporting mechanism, improving campus security systems through wider installation of closed-circuit television (CCTV) cameras and implementing bullying awareness and education programmes,' he said during Minister's Question Time in the Dewan Rakyat today. He was responding to a question from Afnan Hamimi Taib Azamudden (PN-Alor Setar) on measures taken by MOHE to curb bullying incidents in public and private higher education institutions. On a supplementary question from Afnan regarding the death of Universiti Teknologi Malaysia (UTM) Reserve Officer Training Unit (PALAPES) cadet officer Syamsul Haris Shamsudin, Zambry said the case is under investigation. 'Coincidentally, yesterday I visited the late Syamsul Haris' family and heard directly from his mother about her son's condition. She has officially requested that the investigation be reopened,' he said. At the same time, Zambry said the Defence Ministry has set up a special committee involving the Home Ministry and the Health Ministry to ensure a complete report is prepared as soon as possible. Syamsul Haris, 22, was reported to have died while undergoing PALAPES UTM training at the Army Combat Training Centre (PULADA) in Ulu Tiram, Johor on July 28. Meanwhile, Zambry stressed there is no discrimination against any individual, including persons with disabilities (PWDs), who meet the requirements to pursue higher education. He said the ministry's policy is clear in safeguarding the rights of PWDs to further their studies, including providing basic facilities required at higher education institutions. Zambry was responding to a supplementary question from Khoo Poay Tiong (PH-Kota Melaka) on a PWD student who was allegedly denied entry into a public university despite applying through the Central University Admission Unit (UPU). — Bernama
