PHOTOS: San Diego commuters hit with heavy morning rain, flooding
SAN DIEGO (FOX 5/KUSI) — Morning commuters were met with a soggy start to their day Thursday as heavy rain poured down across the region, requiring some drivers to navigate flooded roads and dodge water pockets.
A Flood Advisory was issued by the National Weather Service (NWS) at 6:19 a.m. from the Riverside/San Diego County line south to the Mexican border, particularly the coastal areas and valleys. This came as radar indicated heavy onset precipitation, between 0.25 and 0.5 inches. An additional 0.5 to 1 inch area expected, with NWS noting that rainfall rates of 0.3 to 0.6 inches per hour are expected.
Swift water rescue teams prepare for Thursday's storm
Meteorologists warned of flooding in low-lying and poor drainage areas. Some locations that are expected to flood, according to NWS, include El Cajon, Poway, Ramona, Alpine, Valley Center, Fallbrook, Escondido, San Diego Country Estates, Highway 78 between Ramona and Santa Ysabel, as well as Lakeside.
NWS encouraged motorists to turn around if they encounter flooded roadways, also pointing out that most flood deaths occur in vehicles.

The heavy rain, combined with already saturated ground from recent storms, could cause creeks or ditches to overflow. Commuters are advised to stay alert and plan for additional delays as the storm system, an atmospheric river, moves through the area.
The Flood Advisory will remain in place until 8:17 a.m. Thursday, according to NWS.

Evacuations ordered as crews respond to brush fire on edge of Carlsbad
CARLSBAD, Calif. (FOX 5/KUSI) — Fire crews are battling a brush fire in Carlsbad that broke out Thursday afternoon. The fire, dubbed the 'Claro Fire,' was reported around 2:44 p.m. in the area of Corte Claro and Paseo Encino, sending a large plume of smoke into the air, as captured by one nearby resident. As of 4 p.m., flames have burned through 40 acres in a canyon behind homes on the edge of the city and neighboring San Marcos, according to Cal Fire. Crews on the ground say it is moving at a moderate rate of spread, although it is currently considered an immediate threat to life and property, per the county's emergency alert system. Two other neighborhoods in the area of San Elijo Hills have also been placed under evacuation warnings. The warning is bounded by SD Aqueduct Service Road in the east, San Elijo Road in the south and Rancho Santa Fe Road in the west. A map of the impacted area from the Claro Fire can be found below. A temporary evacuation point has been established at Stagecoach Park, located at 3420 Camino De Los Coches. The Carlsbad Police Department is urging people to avoid the area where fire crews are responding. The cause of the fire has yet to be determined. Rain and thunderstorms are forecast for Saturday in the nation's capital, where a day of festivities and a military parade are scheduled to celebrate the U.S. Army's 250th birthday — which happens to coincide with President Trump's 79th birthday. The daylong festivities in Washington will take place mostly on the National Mall, where a fitness event will be held at 9:30 a.m. and a festival will kick off at 11 a.m. The festival will include meet-and-greet opportunities with soldiers, Army astronauts, NFL representatives and Medal of Honor recipients. The festival will also feature military demonstrators, equipment displays, a cake-cutting ceremony and other activities. And from 2-5 p.m., NWS forecasts 'a chance of showers and thunderstorms.' The NWS says throughout the day, the sky will be 'mostly cloudy' and the high will near 84 degrees.
