Seasoned art scholar You Hong-jun appointed director general of National Museum of Korea
You Hong-jun, a chair professor of art history at Myongji University in Seoul and a prominent advocate for Korean cultural heritage, has been appointed director general of the National Museum of Korea, the presidential office announced Sunday.
The appointment came as President Lee Jae Myung named four vice ministerial-level officials, including You.
Presidential spokesperson Kang Yu-jung highlighted You's long-standing efforts to foster public interest in Korea's cultural legacy, citing his widely read book, 'My Exploration of Cultural Heritage,' as a key contribution. The book traces Korea's layered history through personal storytelling and vivid depictions of cultural sites and historic neighborhoods.
'He is well-suited to further elevate Korea's global standing by encouraging public engagement and offering fresh interpretations of traditional heritage,' Kang said in a written briefing.
A seasoned scholar and educator, You has taught art history at Yeungnam University in North Gyeongsang Province and later at Myongji University.
In September 2004, he began his first government post as the third head of the Cultural Heritage Administration — now known as the Korea Heritage Service — where he led initiatives to protect and broaden public access to significant cultural properties.

New foreign minister puts peace on Korean Peninsula first
South Korea's new Foreign Minister Cho Hyun has set the pursuit of peace on the Korean Peninsula — through the resumption of inter-Korean dialogue in close coordination with the United States — as the Foreign Ministry's foremost objective in a turbulent geopolitical climate. The first top diplomat in the Lee Jae Myung administration also began his term with a public apology for the Foreign Ministry's role under the previous Yoon Suk Yeol government, dismissing its diplomacy as driven by 'domestic political purposes' and marked by 'binary approaches.' 'We must coolheadedly assess the rapidly shifting realities of international politics and implement pragmatic diplomacy centered on the national interest,' Cho said Monday in his inauguration speech delivered in Korean. 'First and foremost, in this time of deepening geopolitical instability and tension, establishing peace on the Korean Peninsula is the top priority.' Cho underscored, 'South Korea must ease tensions on the Korean Peninsula and create a path for dialogue with North Korea in close coordination with the US to that end.' 'Through a phased and pragmatic approach, we must make substantive progress in achieving peace on the Korean Peninsula and resolving the North Korean nuclear issue,' Cho added. Cho opened his inauguration speech with a pointed critique of the Yoon administration's diplomacy, after emphasizing the growing weight of the foreign minister's role amid Seoul's increasingly fraught diplomatic and security environment and a rapidly transforming international order. 'We must pursue strategic and pragmatic diplomacy, placing the national interest at the center and grounding it in rationality, moderation and efficiency — all the more in times like these. Bipartisan support from the National Assembly is also essential,' Cho said. Cho remarked that diplomacy was at times not guided by pragmatism or the national interest in recent years. "Diplomatic issues were used for domestic political purposes, and there were many binary approaches in areas of diplomacy that should have been led by pragmatism and the national interest." In his inauguration speech, Cho listed examples of diplomatic missteps under the Yoon administration. "There were also inappropriate remarks made about foreign countries. Even when the chance of success in the Expo bid had become slim, we went all-in until the very end," Cho said. "The Foreign Ministry's lawsuit against MBC was clearly wrong. On behalf of the Foreign Ministry, I offer an apology to MBC," Cho added. The Foreign Ministry filed a lawsuit against local broadcaster MBC in December 2022 over its broadcast of a hot mic moment of then-President Yoon, with subtitles suggesting he used abusive language to criticize the US Congress during the UN General Assembly in September that year. Cho also criticized Yoon for declaring martial law on December 3, 2024, 'in an attempt to subvert democracy not long after hosting the Summit for Democracy' in March of the same year. 'On behalf of the Foreign Ministry, I sincerely apologize to the public for the Foreign Ministry's failure to meet the expectations of the people throughout this entire process,' Cho said. Win-win, not zero sum with US Before the inauguration ceremony, Cho commented on pending issues, including tariff negotiations with Washington, during a doorstep interview at the Foreign Ministry building in Seoul. Asked about his plans to visit the US, Cho responded, 'We are comprehensively coordinating with the US side to determine the most appropriate timing.' 'It hasn't been decided yet. I've heard that ministers from other ministries who have been directly involved in other negotiations may also go,' he added, suggesting the need for interministry coordination. Cho was sworn into office less than two weeks before the Aug. 1 deadline for US 'reciprocal' tariffs on countries including South Korea, imposed by US President Donald Trump. National security adviser Wi Sung-lac departed for the US again on Sunday, just 11 days after returning from a trip to Washington on July 9, in an effort to strike a comprehensive package deal with the US covering issues from tariffs to security. On the Foreign Ministry's role in the comprehensive package deal, Cho said the ministry should find a 'win-win solution with the US side.' 'The Foreign Ministry, which needs to look at the Korea–US alliance in a broader context from a diplomatic perspective and work to develop the future of the alliance, should take a more macrolevel view in examining all such package deals and also offer its input,' Cho said. 'Based on my experience with negotiations, a non-zero-sum, win-win proposal always emerges. The Foreign Ministry can make that happen.'

Ex-President Yoon, former first lady summoned for questioning
A special counsel team announced Monday that it has summoned both former President Yoon Suk Yeol and ex-first lady Kim Keon Hee for questioning scheduled to take place in the following weeks, over their alleged roles in election interference and other scandals. The team led by prosecutor Min Joong-ki team ordered Yoon and Kim to each appear as suspects for separate questioning sessions scheduled on the mornings of July 29 and Aug. 6, respectively, assistant special counsel Moon Hong-ju said to a press briefing. The team, one of the three special counsel teams launched last month, is focused on investigating several allegations surrounding Kim. Yoon and Kim were both summoned their alleged meddling in the People Power Party's candidate nomination process for the 2022 by-elections. Kim, in addition, is accused of interfering in the main opposition party's candidate selection process for the 2024 general election. Besides her alleged meddling in elections, Kim is projected to be questioned about her alleged roles in two separate stock manipulation scandals, as well as acceptance of luxury gifts from a shaman in return for favors for the Unification Church. But it is uncertain whether Kim and Yoon will comply with the summon. Yoon, who is currently held at Seoul Detention Center, has already refused summonses to appear for questioning over alleged insurrection and treason from a separate special counsel team. Meanwhile, the team led by prosecutor Min made search and seizure operations at the Finance Ministry and the Export-Import Bank of Korea headquarters in the morning, over suspicions of tampering with a loan aid program to benefit the Unification Church. A high-ranking Unification Church official surnamed Jeon is accused of gifting a diamond necklace and a luxury bag to Kim, through a shaman, in 2022 in exchange for several favors from the Yoon administration. The Yoon administration allegedly funneled money to a Unification Church-led project in Cambodia through the Economic Development Cooperation Fund. The fund was established by the Korean government in 1987 to support developing countries and is managed by the Eximbank.

Korea kicks off W14tr coupon program to spur spending
Who's eligible, how to apply, where to use — key details of the stimulus coupon explained South Korea launched its stimulus coupon program on Monday, opening applications for the cash grants aimed at boosting domestic spending and reviving the sluggish economy. The Ministry of the Interior and Safety opened the first round of applications for the so-called "consumption coupon(s) for livelihood recovery," the total budget for which weighs in at roughly 14 trillion won ($10 billion). In the first phase, every individual — regardless of income or assets — will receive vouchers worth at least 150,000 won. Those in the second-lowest income bracket and single-parent families will receive 300,000 won, while recipients of the national basic living stipend will receive 400,000 won each. Applications will be open for eight weeks until Sep.12. The second round of applications is slated to take place between Sept. 22 and Oct. 31. During this phase, an additional 100,000 won will be provided per person, excluding those in the top 10 percent income bracket. President Lee Jae Myung expressed confidence that the government's stimulus coupon initiative would prove effective. 'Economy is heavily driven by sentiment,' Lee said at a press conference held earlier this month to commemorate his first 30 days in the office. 'The number of people who believe the economy will improve next year is the highest in eight years. If we give just a little initial nudge, a virtuous cycle could begin.' The coupon initiative costs 13.9 trillion won. The central government funds 90 percent of the budget, while the remaining 10 percent is covered by regional governments. However, there are concerns that the coupon program could add strain to the government's fiscal health, which has already been put to the test. On July 5, the National Assembly approved a supplementary budget of 31.8 trillion won to implement domestic stimulus measures, including the coupon distribution program. With the extra budget, the country's national debt is projected to reach 1,301.9 trillion won by the end of this year, equivalent to 49.1 percent of the country's gross domestic product. How can one apply to receive the funds? In the first week, applications are scheduled by the last digit of one's birth year through both online and offline channels: 1 & 6 on Monday; 2 & 7 on Tuesday; 3 & 8 on Wednesday; 4 & 9 on Thursday and 5 & 0 on Friday. From the following week onwards, applications will be open to everyone regardless of birth year. Individuals can choose to receive the cash handouts in a preferred form: as a credit or debit card recharge, prepaid card, or a regional voucher. Credit and debit card users can receive their coupons the day after applying. Regional vouchers may be issued either on the same day or the day after the application. Foreign nationals who are registered with Korean family members in resident registration records can receive the coupons. This includes permanent residents (F-5), marriage migrants (F-6) and recognized refugees (F-2-4) who are covered by the national health insurance system or receive medical aid. Where can the coupons be used? The coupons can be used at small retailers with annual sales under 3 billion won, including traditional markets, local grocery stores, restaurants and franchise stores operated by individual owners. The coupons can only be used within specific cities or regions, depending on where they were issued. For example, an individual residing in Gyeonggi Province cannot use the coupon at a restaurant in Seoul. If the coupon is issued in areas outside a metropolitan city, it can be used within cities and counties in the province where the issuing agency is located. The coupons cannot be used on public transportation, including buses or subways. Both rounds of coupons are set to expire on Nov. 30, except for regional vouchers issued in paper form. The paper vouchers remain valid until their individual expiration dates. Unused funds will be reclaimed by the government.
