DU issues guidelines to curb defacement ahead of DUSU polls
New Delhi, Aug 8 (PTI): Ahead of the Delhi University Students' Union (DUSU) elections, the University of Delhi has issued guidelines to prevent the defacement of public property, requiring a bond of Rs 1 lakh upon submitting nominations.
The advisory was issued by DU Registrar Vikas Gupta, calling for strict compliance from students, colleges, and university departments. It is based on various legal provisions, court orders, and the recommendations of the Lyngdoh Committee.
To discourage defacement, the University has mandated that every contesting candidate submit a bond of Rs 1 lakh while filing nominations. This amount will be liable for forfeiture if the candidate or their supporters are found violating defacement norms, it added.
In a bid to sensitise students early on, the University has proposed the introduction of an 'anti-defacement affidavit," similar to the anti-ragging affidavit, to be submitted at the time of admission.
According to the guidelines, colleges and departments have been directed to conduct awareness programmes to encourage students to maintain decorum on campus during the election season.
Colleges should promote and organise debates for the candidates contesting the student elections, which may be uploaded on the respective websites, the guidelines read.
Colleges have also been asked to increase the size of the 'walls of democracy" at two locations dedicated for putting up poll-related material, it stated.
Outside of these designated areas, the use of posters, wall writing, rallies, loudspeakers, and roadshows has been strictly prohibited, the guidelines added. PTI SHB HIG

Chennai: AIADMK leader Edappadi K Palaniswami (EPS) has launched a huge attack on the DMK government in Tamil Nadu led by MK Stalin over the state government's alleged ill-treatment of sanitation workers. At least 900 sanitation workers who had been on a strike for the last 13 days were detained in Chennai. They have objected to the state government outsourcing conservancy services in two city zones. "At the gates of the Ripon Building, in the middle of the night, your administration unleashed oppression - brutally beating and removing sanitation workers who, even during Covid, cleaned up our garbage and kept the city tidy - and detained them at various locations," EPS, who is also Leader of Opposition in the assembly, said in a post on X. SC criticises ‘completely vague' petitions against Gujarat's Vantara animal rescue centre
The Supreme Court on Thursday criticised two petitions alleging irregularities in animal rescue centre Vantara and the transfer of an ailing elephant from there, describing the pleas as 'completely vague', Live Law reported. However, the bench of Justices Pankaj Mithal and PB Varela allowed the petitioners to amend their submissions, and scheduled the next hearing for August 25. The first petition demanded that a monitoring committee be set up to look into alleged irregularities at the Reliance Foundation-run Vantara, all captive elephants be returned to their owners and all wild animals at the facility be released back to the wild. The petitioner also questioned the transfer of an ailing elephant named Madhuri or Madhavi from the Kolhapur district to Vantara in Gujarat's Jamnagar. A bench of Justices Pankaj Mithal and PB Varale, however, questioned how the petitioner could make allegations against the animal rescue centre without even making it a party to the plea. 'You implead them [as respondents] and then come back to us we will see,' the court said, according to PTI. In the second petition, the counsel for the petitioners said that Vantara had already been impleaded in the matter. Mithal, however, asked whether the petitioner had approached the Central Zoo Authority before approaching the Supreme Court. 'Don't file such vague petitions,' the court said, according to Live Law. 'We can't even understand the relief you are seeking.' For over 30 years, the elephant Madhuri had been at a Jain monastery, named the Swastishri Jinsen Bhattarak Pattacharya Mahaswami Sansthan Mutt, in Kolhapur's Nandani village. In July, the Bombay High Court ordered Madhuri's rehabilitation to Vantara, and the Supreme Court subsequently upheld the order. The elephant was moved to the Reliance Foundation-run centre in Gujarat on July 30, sparking protests in Kolhapur. On August 5, Maharashtra Chief Minister Devendra Fadnavis said that the state government will file a review petition in the Supreme Court seeking Madhuri's return to Kolhapur.

PM Modi asked to give representation on Bengaluru Tunnel Road Project: Dy CM Shivakumar
BENGALURU: Deputy Chief Minister DK Shivakumar informed the Legislative Council on Thursday that Prime Minister Narendra Modi, during his recent visit to Bengaluru, directed the state government to submit a formal proposal for the ambitious Tunnel Road Project. The PM's instruction came after he expressed admiration for the Ragigudda Double Decker Project and encouraged its expansion into a 44-km double-decker corridor for the city. Shivakumar was responding to BJP MLC CT Ravi's queries regarding the Tunnel Road Project's feasibility and alleged discrepancies in its Detailed Project Report (DPR). The DCM stated, "The PM said India is seen through Bengaluru and echoed what former PM Vajpayee has told. Hence we asked him to fund the Tunnel Road Project to which he replied saying give a representation and he shall look into it." He added that the Bruhat Bengaluru Mahanagara Palike (BBMP) and Bangalore Metro Rail Corporation Limited (BMRCL) would share the project cost equally. Highlighting Bengaluru's rapid urbanization, Shivakumar noted that the city's population has doubled from 70 lakh to 1.4 crore in 25 years, while vehicle numbers have surged to 1.23 crore. "The city has 25 lakh software engineers compared to 13 lakh in California," he said, emphasizing the need for infrastructure upgrades like the Tunnel Road, Double Decker corridors, and buffer zone roads to ease congestion. The DCM revealed that Union Road Transport Minister Nitin Gadkari had advised studying Mumbai's tunnel projects before finalizing plans. After a 1.6-year review, the government decided to proceed. Defending the higher cost compared to metro projects, Shivakumar clarified, "The DPR cost for Tunnel Road was more compared to Metro was due to increase in diameter and length and present-day situation." He detailed that the 14-meter-wide tunnel would accommodate three lanes plus an emergency lane, becoming India's longest upon completion at Rs 770 crore per km. The Build-Operate-Transfer (BOT) model will see the state contributing 40% and private agencies 60%, with Rs 800 crore allocated for land acquisition.
