Katol Bypass Work Pushed to 2028 Amid Wildlife Clearance Hurdles

Nagpur: The long-pending four-laning of National Highway-353J between Nagpur, Fetri, and Katol continues to face major delays. The National Highways Authority of India (NHAI) informed the Nagpur bench of Bombay high court on Wednesday that critical portions of the project — including the Katol bypass and Tiger Corridor — are now expected to be completed only by 2027 and 2028 respectively.
NHAI divisional manager Chandrakant Sinha, in a submission before the bench of justices Nitin Sambre and Sachin Deshmukh, stated that a 28.20km stretch of the road would be completed by December 2025. However, due to the requirement of National Board for Wildlife (NBWL) clearance for animal-movement-friendly structures, two key segments — Tiger Corridor-I (8.10 km) and Katol bypass (11.90 km) — have been excluded from the original scope of work as of May 30, 2025.
As per the revised schedule, construction on Tiger Corridor-I is now expected to begin only by January 2026, after obtaining central clearance and completing the tender process. It is anticipated to finish by June 2027, with an estimated cost of Rs500 crore. Meanwhile, the Katol bypass project, which also requires fresh acquisition of 3 km of land, is slated to commence in March 2026 and wrap up by March 2028, taking into account the construction of a railway overbridge and other infrastructure.

The delay was discussed during the hearing of two pending PILs — one by Dinesh Sheshrao Thakre and Sumit Ajay Babuta on the incomplete highway, and another by advocate Arun Patil on the overall poor condition of highways in Vidarbha. Senior counsel Firdos Mirza, advocates Mahesh Dhatrak and Anish Kathane represented the petitioners and NHAI, while govt pleader Deven Chauhan and additional govt pleader Deepak Thakare appeared for the state.
The court was informed that the detailed project report for the Katol bypass will be sent for approval by June-end, and land acquisition is expected to conclude by December 2025. The project was restructured due to ecological constraints, Sinha clarified during the hearing, which highlights the poor condition of several roads in the region, including the Amravati-Akola-Jalgaon and Wardha-Sindkhed Raja roads.

Bengaluru: The Bike Taxi Welfare Association argued on Wednesday that bike taxis are not a luxury, but a necessity in easing traffic congestion. The state govt's decision to ban the services affected 6.5 lakh bike taxis and 6 lakh dependent families. Senior advocate Shashank Garg, appearing on behalf of the association, submitted that the drivers had taken loans and there are no alternative employment opportunities. They put hard-earned money into buying vehicles. He suggested some interim arrangement could be made to enable the vehicles to ply by imposing conditions for the safety of drivers and passengers. Dwelling upon the ban, Garg submitted that there is a complete policy vacuum and pointed out that the E-bike rules of 2021 completely debunk the expert committee report of 2019, relied on by the state govt to ban bike taxis, as the E-taxi policy clearly spells out last-mile connectivity. He added the expert committee only considered and confined itself to Bengaluru city before making their recommendation for imposing a ban. Bengaluru: Can electricity supply companies (Escoms) charge you for electricity you never used? As strange as it sounds, that's exactly what happened in Karnataka for 15 years! Between 2003 and 2018, the state govt levied a tax on power merely delivered to consumers' doorsteps, even if it wasn't consumed. While most quietly paid up, the Karnataka Textile Mills Association (KTMA) and the Federation of Karnataka Chambers of Commerce and Industry took the fight to court. After a 17-year legal battle, the high court has ruled the tax unconstitutional, handing a major victory to the industry bodies and a blow to the state's energy department. The state govt way back in 2003 amended the Karnataka Electricity (Taxation and Consumption) Act-1959 by introducing the levying of tax (not exceeding 12 paise/unit) on the 'units of energy consumed every month'. Besides, the state govt also amended section 3 (1) of the same Act to levy ad-valorem tax at 5% on the 'electricity charges' payable by all consumers barring irrigation pump (IP) sets up to 10 HP, Bhagya Jyoti, and Kutira Jyoti categories. However, pertaining to the petition filed by FKCCI, the bench said: "The association has absorbed the tax burden imposed under the law, which has now been declared unconstitutional. The relief of refund of tax granted to FKCCI is only on the tax on electricity charges paid by the petitioner from Jan 15, 2009 (the date of the petition) till July 18, 2018 (withdrawal of amendment by the govt).
