Karnataka HC issues notice to NHAI, Centre over ‘illegal' toll collection at Nagasandra flyover

BENGALURU: The Karnataka High Court has issued notice to the National Highways Authority of India (NHAI) and the Ministry of Road Transport and Highways in response to a public interest litigation filed by a city-based advocate, alleging that toll is being collected at Nagasandra illegally. A division bench of Chief Justice Vibhu Bakhru and Justice CM Joshi issued the notice after hearing the petition filed by AV Amarnathan. The petitioner stated that he has to cross the flyover at Nagasandra to reach the city from his house on Huskur Road in Dasanapura hobli of Nelamangala taluk. Though the flyover is within the city limits, Rs 40 is being deducted by NHAI as toll fee, which is illegal. When he visited the office of NHAI, officials there refused to give any clarification. They also refused to reply to his application filed under the Right to Information Act, Amarnathan alleged.

Lucknow: The Lucknow Outer Ring Road, also known as Kisan Path, is getting a high-tech Traffic Monitoring Camera System (TMCS) to enhance security measures and monitor speed and movement The installation is being done by the National Highways Authority of India. NHAI is expediting the project to improve traffic management and law enforcement on the busy stretch. The system will allow the surveillance of speed and movement of about 30,000 vehicles that use the Ring Road daily. Officials said a modern control room, proposed near the Ring Road, will be integrated with the police control room. This setup will provide real-time monitoring of hit-and-run incidents, and other activities, enabling the police to respond and take action quickly. Installation of the camera cables and optical fibre is underway and the project is expected to be completed by Mar 2026. The agency responsible for building the Outer Ring Road will also handle its maintenance and repair for the next five years. Officials said the hi-tech vigil will encourage responsible driving and reduce the number of road accidents, especially those caused by speeding heavy vehicles. Currently, the speed limit on Kisan Path is 60 km/h for heavy vehicles and 80 km/h for light vehicles. However, speeding violations have been frequently reported. Once operational, the system will automatically capture details of speeding vehicles, and challan will be sent directly to the registered address of the vehicle owner. Repeat offenders may also face legal action.

Bhubaneswar: Commuters here have complained of malfunctioning of street lights across several key stretches, including parts of National Highway-16, Bomikhal Road overbridge (ROB), Sainik School Road, Apollo Hospital Road and Infocity Road. The issue, which has persisted ever since monsoon intensified, was attributed to an alleged lack of repair and maintenance by the responsible authorities, including the National Highways Authority of India and Bhubaneswar Municipal Corporation (BMC). The situation is particularly dire along NH-16 where street lights are malfunctioning not only on the main carriageway but also on service lanes. This has left motorists and pedestrians navigating dark stretches, posing significant safety risks. "The street lights on NH-16 have been functioning irregularly recently. They are sometimes working on the flyovers and at other times, on the service lanes. It might be okay for motorists to navigate, it is a highly risky situation for the pedestrians and cyclists," said Kamalakanta Mishra, a resident of Acharya Vihar. Similar issues have been reported on other major roads, such as the Bomikhal ROB, a road frequently used by the nearby residents, and Sainik School Road, where the movement of BMC's 'Safa Vehicles' is frequent due to nearby waste processing facilities. The High Court of Karnataka on Tuesday ordered issue of notice to the National Highways Authority of India (NHAI) on a PIL petition complaining that collection toll at the Nagasandra toll plaza is illegal as the period for collection of toll expired in 2021. A Division Bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi passed the order on the petition filed by A.V. Amaranathan, a city-based advocate. Alleging that crores of rupees has been collected as toll since 2021, the petitioner has sought a direction from the court to the NHAI to submit the details of the toll collected since 2021. The petitioner has also claimed that the plaza is situated inside Bengaluru city and hence the collection of toll is illegal, besides contending that for travelling about 5 km, from Guruguntepalya till Nagasandra where the plaza is located, commuters will have to pay ₹40. It has also been complained in the petition that the NHAI has not provided him the response to the applications filed under the RTI seeking various details on toll collection and contract period.

Advt Advt Revenue and land reforms department has started preparations for land acquisition across six districts — Vaishali Darbhanga , Saharsa, Madhepura and Purnia — for the Patna-Purnia Greenfield Expressway project after receiving necessary clearances. Landowners will be compensated at market rates to ensure smooth acquisition and avoid potential and land reforms department's additional chief secretary Deepak Kumar Singh has written to all six district magistrates (DMs), instructing them to proceed with preliminary notifications after obtaining approval from the Central Valuation directive came following a high-level meeting chaired by chief secretary Amrit Lal Meena recently, according to the officials of the National Highways Authority of India (NHAI).An NHAI official said Singh, in his letter to the DMs, told them to conduct a revised valuation of land based on the prevailing market price in the area, as per Section 26 (3) of the Land Acquisition Act, 2013, before initiating the process. "In this context, prohibition, excise and registration department has been granted the authority for special revision of MVR (minimum value registered) under Sub-rule 7 of the Bihar Stamp (Amendment) Rules, 2013, in light of the notification," said the added the 90m-wide greenfield expressway will be built with an estimated cost of ₹18,042 crore till Chandbhatti village on Purnia-Kishanganj NH-27. The Patna-Purnia expressway will also intersect with Amas-Darbhanga road in Vaishali and connect with Patna Ring Road at Dighwara "A total of 21 big and 140 small bridges, 11 ROBs, 21 interchanges and 322 underpasses will be built under the project. At the request of the state govt, spurs will be constructed to connect the cities of Samastipur, Saharsa and Madhepura to this project. The designated speed limit on this route will be 120km per hour. The state govt has appointed a competent authority for land acquisition," the official project will also provide connectivity to Bihta Airport through a bridge between Dighwara and Sherpur, and eventually link to Darbhanga and Purnia completed, the expressway will reduce travel time between Patna and Purnia by half from at least seven hours to three-four hours.
