Preliminary Findings Of Audit Of Recruitment Standards

Police can today confirm preliminary findings of an audit into the application of recruitment standards for police officers.
The audit followed the discovery in April that discretion had been applied to some applicants who failed the Physical Appraisal Test (PAT) but were accepted into training at the Royal New Zealand Police College (RNZPC).
We looked at 1022 recruits from 14 wings which started training between January 2024 and April 2025.
There were eight individuals who did not meet all the requirements of the PAT and were allowed to begin training at the RNZPC. A further nine passed individual components of the PAT on different dates, in breach of the policy, and were progressed. The policy requires all components be passed during one testing session.
All subsequently passed the Physical Competency Test (PCT) which is required before a recruit can graduate.
In the interests of transparency and to assess the full extent to which discretion was being used, the audit was expanded to include all other pre-employment testing over the same time period.
This included the psychometric test, the English literacy testing and typing.
Police must be proficient in English. Literacy testing is only required of applicants who do not have level 2 NCEA English or higher or comparable international qualifications.
Of the 1022 recruits, 267 were required to do the test and 128 did not pass.
All applicants passed psychometric testing before beginning at RNZPC but 36 that initially failed were allowed to re-sit without a six-month stand down period between tests.
This stand down period is considered good practice by the provider Police uses to administer this test.
One person did not pass the typing test, which requires a typing speed of 25 words a minute.
All recruits who were given discretion and have since graduated did pass all mandatory tests required to graduate.
In response to the findings, the Commissioner has made it clear that the use of discretion falls short of his expectations and standards.
He has instructed there is to be no further use of discretion to allow people to enter RNZPC without first meeting all mandatory recruitment standards.
There will be no exemptions and no circumstances where discretion is applied.
The findings also raised concerns about inconsistencies and confusion around the criteria and application of discretion in some cases.
While discretion has long been used in exceptional cases, the audit makes it apparent it has increasingly been accepted as common practise over recent years.
Any suggestion a tolerance had developed for accepting lower standards than those set for recruitment is of concern to the Commissioner.
The Police recruitment process is designed to be thorough and robust and there are good reasons for the standards required.
The literacy assessment is designed to be relevant to the work required of police staff.
The ability to communicate well under pressure is critical for an officer's own safety and those of their colleagues, as well as the public.

NZ Police officers are proud of the standards that are required to join.
We have many staff who have English as a second language.
These people add immense value to our organisation and to the communities they work in.
That is why ESOL support is available at RNZPC for recruits who need it, as well as other learning support for recruits.
However, all recruits must meet the required standard before they begin training with us.
Policing is a very rewarding career.
The findings from this audit will support our ongoing work to recruit and train world-class police officers.

Shaw's lawyer, Minda Thorward, told local media at the time that she had a temporary immigration document that allowed her to travel and re-enter the US, but had been an "administrative error" with it. Shaw and her son shared a room with four other families, and were among the only detainees who spoke English. Seattle media site KING5 said Shaw immigrated to the United States three and a half years ago with her then-husband as her sponsor. They subsequently divorced and while this can jeopardise a green card application, Shaw was able to reapply independently under guidelines for survivors of domestic abuse, KING5 said. Shaw had been working at a juvenile care facility run by Washington State. Her detainment came as immigration officials in the US ramped up their efforts under President Donald Trump's immigration crackdown. This had led to people being detained who were typically not under previous administrations.

Neighbours question fatal police shooting that left woman dead, partner critically injured

"What the f**k have you done?" The distressed scream of the woman rang out across the tight-knit Christchurch neighbourhood. Then a gunshot followed. On Friday morning, neighbours recounted the harrowing scenes and sounds of a late-night police shooting in Bryndwr that left the woman dead and her partner critically injured. Officers were called to the Kāinga Ora property about 11pm on Wednesday after a report of family harm. A caller to 111 reported a man at the Clyde Road house had a knife and was threatening his partner and himself. The person making the call was not at the address. Soon after, police fired at the man and then the woman, who they say ignored an appeal to put down the hunting knife. Sarah Thompson, who lives nearby, told RNZ she was struggling to understand how someone who was the apparent victim of family harm could end up killed by the very police officers called to help her. "She was distressed," she said. "After that first shot, she was distressed. It was 'what the f**k have you done' and then boom - another shot." Thompson had many unanswered questions. "She came running out of the house - she is a victim - who do you ring when you've got domestic violence going on?" Thompson also questioned the lack of support for people who were traumatised by the tragedy. "I can't believe that not one of them [police] have come to support any of us as neighbours," she said. "Those gunshots were loud as f**k. Her screams were loud as f**k. After all that chaos, their dogs for ages were uncontrollably barking. That's all I can hear - the boom, her screaming, then the other boom and then the dogs going crazy. No-one has been over to us." Kino Hunt, another neighbour, laid flowers on Friday morning at the driveway to the home. Hunt had spent time with the woman who was killed and frequently saw the couple walking their dogs. She was angry more was not done to de-escalate the situation. "They're going in with guns, that's not right. Just ring me, I'll come and de-escalate it. At least she would have lived," Hunt said. She too was concerned the shooting could discourage family violence victims from calling police, as they would fear a similar response. Wayne Hood lived right next door to the couple. "When we moved in she helped us get our power on at our house," he said. "It's all pretty upsetting. They were just a normal couple, just having problems like every other normal couple. They were good neighbours." The couple's problems were known around the neighbourhood, where people reported regular and loud fighting. On Thursday, friends told RNZ there were issues with addiction and mental health. Police said the man was in a critical but stable condition in hospital after surgery. Canterbury district commander superintendent Tony Hill said police were still examining the scene. "In the coming days, a post-mortem is expected to be carried out on the woman who died at the scene," he said. "Cordons and a scene guard will remain in place at the property while the scene examination is completed. Incidents such as this are complex and a range of investigations are already underway. As such, we are limited in the detail we can provide at this stage." RNZ has asked police whether the armed offenders squad or negotiations team were requested or deployed, along with a detailed timeline of how the shooting unfolded on Wednesday. Police were called to the Kāinga Ora property on Clyde Road in the suburb of Bryndwr on Wednesday night. The woman's partner was wounded by police and remains in a critical but stable condition in hospital. Police say the man came out of the house with a hunting knife and was shot after which the woman picked up the knife and began approaching police.
