New York state lawmakers voted to stop the NYPD's attempt to block its radio communications from the public Thursday, with the bill expected to head to Gov. Kathy Hochul's desk.
The 'Keep Police Radio Public Act' passed both the state Senate and state Assembly, with a sponsor of the legislation arguing the proposal strikes the 'proper balance' in the battle between transparency and sensitive information.

'Preserving access to police radio is critical for a free press and to preserve the freedoms and protections afforded by the public availability of this information,' state Sen. Michael Gianaris (D-Queens) said in a statement.
'As encrypted radio usage grows, my proposal strikes the proper balance between legitimate law enforcement needs and the rights and interests of New Yorkers.'
The bill, which was sponsored in the Assembly by lawmaker Karines Reyes (D-Bronx), is meant to make real-time police radio communications accessible to emergency services organizations and reporters.

'Sensitive information' would still be kept private, according to the legislation.
The NYPD began a plan in late 2023 to fully encrypt its radio broadcasts as part of a massive system upgrade that quickly led to outcry from press advocates and local officials.

The move has made it more difficult for journalists to cover breaking news — and led to less information flowing to the public.

But the NYPD, which has now shielded most radio communications, has argued that making the network go dark was necessary — a point the department repeated Thursday.
'Encrypting police radio communications is necessary for both the safety of law enforcement, as well as to protect the privacy interests of victims and witnesses,' an NYPD spokesperson said in an email.
'Requiring the NYPD to provide real-time access could jeopardize officer safety and victim privacy.'

Hochul's office didn't provide much insight into the state leader's thinking on the bill.
'The governor will review all legislation that passes both houses of the legislature,' a spokesperson said Thursday.
The proposal would cover police agencies across the Empire State.

3 bodies found in NYC East River in one day — including girl, 15, swept away by fast-moving current: cops
The body of a 15-year-old girl who vanished in the East River last week was recovered, police said. Grace Ilogene was spotted floating in the fast-moving river just before 12:27 p.m. Friday, about a week after she was swept away by the current after telling a friend she was going for a dip — even though she couldn't swim, police and sources said. Ilogene was brought by the NYPD's Harbor Unit to Erie Basin in Brooklyn, where she was pronounced dead, cops said. The girl lived with her mother, a neighbor on the Upper East Side told The Post, calling them 'very close.' 'They were very quiet. It's sad,' Edward Davis said, referring to Ilogene's death. 'The mother never spoke, and the girl was always on her phone, listening to her headphones. She was always working with her mom, she didn't have much friends. It's very sad. She was very young, and not much experience in life,' said another neighbor, who declined to give her name. 'This is an awful thing to happen to a family,' she added. The missing teen, who had been wearing a floral bathing suit, disappeared around 12:15 p.m. on May 30, sources previously told The Post. Even though her friend warned her to 'get out of the water, you know you can't swim,' the current had already carried her away, the sources said. The desperate friend called 911, prompting a days-long search. Her body was one of three discovered floating in the East River Friday, according to cops. Police responded to a 911 call about an unconscious man in the water just after 6 a.m. near the Brooklyn Bridge, cops said. The man, who had yet to be identified, was pronounced dead at the scene. The body of another man, who had also yet to be identified, was spotted by a 911 caller floating in the water near 34th Street and FDR Drive just before 7 p.m. He was taken to Pier 16 and pronounced dead, police said. All three incidents remain under investigation while the Medical Examiner's Office works to determine each victim's cause of death, cops said.

State of Crypto: How Crypto Legislation Is Advancing
The House Financial Services Committee might mark up market structure legislation next week, while the Senate seems close to passing its stablecoin bill. You're reading State of Crypto, a CoinDesk newsletter looking at the intersection of cryptocurrency and government. Click here to sign up for future editions. Here's what's clear: There are bills and they will probably get votes next week. Here's what's unclear: What all lawmakers might need to get enough votes to actually advance these bills, and if they're there already or not. The crypto industry has waited for years for Congress to pass legislation giving it some sort of regulatory clarity. Congress has taken a number of key steps this year already, but next week might see quite a few of these steps happen. Logistical details first. There will be markups in the House Financial Services Committee and the House Agriculture Committee on the market structure bill, the Digital Asset Market Clarity Act (otherwise known as just the Clarity Act) on Tuesday. That markup will likely end with lawmakers voting to advance the bill to the broader House of Representatives (it's possible the vote will fail, but it currently seems unlikely). On the Senate side, lawmakers might hold a series of votes as early as Monday on the Guiding and Establishing National Innovation for U.S. Stablecoins of 2025 Act (otherwise known as GENIUS) to advance it. Senator Ruben Gallego, the Arizona Democrat who spearheaded a pause in the bill's advancement, said in an interview on Thursday that he expects a massive bipartisan vote in favor of the legislation. It'll need 60 votes to clear cloture (this is a second cloture vote) and a simple majority afterward to pass the Senate entirely. After that, it's on to the House. "We've worked in a very honest, earnest manner with our Republican colleagues. We think that they've been also doing the same," he said. "They adopted a lot of the amendments, most of the amendments that we're we've been adding, and they've been continuing to work with some other Democrats who have some other concerns, but we believe that if all the changes are made, it's going to be a very solid, comprehensive bill that I think we could all be proud to vote for." In other words, by the end of next week it's possible the House of Representatives will have both a market structure bill to consider, amend and vote on and a stablecoin bill (the House Financial Services Committee version of GENIUS, the STABLE Act, already passed out of that committee a while ago). Whether both bills will make it to U.S. President Donald Trump's desk by the August recess is an open question. Policymakers in Washington, D.C. this week seemed skeptical that both bills would be passed by that deadline, though stablecoin legislation is likely to clear the House and Senate by then. One theory flying around is that the GENIUS Act in the Senate might get tagged onto the House's Clarity Act, letting the House vote on both its market structure bill and stablecoin bill at once and sending both back to the Senate. To be clear, this isn't a firm plan, just something various individuals have suggested is a possibility. However, I've heard that there will likely be pushback from both House and Senate lawmakers should this path be pursued. The other, more likely possibility seems to be that market structure legislation will just take longer — perhaps through the end of the year. This is despite Democrats' ongoing concerns that Trump is enriching himself through his various crypto ventures. Just this week, Trump's media firm, Truth Social, filed for a spot bitcoin exchange-traded fund (ETF) with Yorkville America and NYSE Arca. Assuming this product is approved, it'll open another avenue for a Trump-affiliated entity to benefit from interest in the industry.
