Late IRS officer bequeaths assets worth Rs 3.66 crore to TTD
Rao, a retired IRS officer from Hyderabad, donated a residential property valued at Rs 3 crore and a cash amount of Rs 66 lakh to Tirumala Tirupati Devasthanams, an official release said.
'A retired IRS officer from Hyderabad, late YVSS Bhaskar Rao, expressed his unwavering devotion towards Sri Venkateswara Swamy by bequeathing a residential property worth Rs 3 crore and a cash donation of Rs 66 lakh to TTD through his will," the release added.
The 3,500 sq ft residence, named 'Ananda Nilayam' and located in Vanasthalipuram, Hyderabad, has been earmarked for spiritual activities, as per the will.
The cash contribution of Rs 66 lakh from his bank accounts is to be distributed among various TTD trusts—including Rs 36 lakh to the Sri Venkateswara Annaprasadam Trust, and Rs 6 lakh each to the Sri Venkateswara Sarva Sreyas Trust, Veda Parirakshana Trust, Go Samrakshana Trust, Vidyadana Trust, and SRIVANI Trust.
Three trustees of Rao's will handed over the property documents and donation cheques to TTD additional executive officer Venkaiah Chowdary, it further said. PTI STH SSK

UP govt launches programme to enrol out-of-school kids
Prayagraj: In a bid to ensure that no child is left behind in education, the Uttar Pradesh govt has launched an ambitious programme to identify and enrol out-of-school and dropout children aged between 6 and 14 years into age-appropriate classes. The initiative, spearheaded under the Sharda Programme, will offer special training to help these children catch up with their peers. School education director general Kanchan Verma has directed that the training of these children will commence on Aug 1 and continue until March 31, 2026. To make this mission effective, volunteers will be appointed to motivate children and reignite their interest in learning. Special training will be offered in areas where more than five out-of-school children are identified. Retired teachers or qualified volunteers will be selected as special instructors, and in their absence, nodal teachers from the local schools will conduct the training. According to basic shiksha adhikari (BSA) Devbrat Singh, children enrolled at these special centres will receive the same facilities as regular students. The selection will be merit-based, calculated through the average percentage of marks obtained in High School, Intermediate, Graduation and relevant teaching qualifications like DElEd, BTC or BEd. In the absence of professionally trained candidates, the merit will be prepared based on the academic marks alone. Retired teachers will be given preference. Selected volunteers will receive an honorarium of Rs 4,000 per month. A four-member subcommittee, comprising the school management committee's president, vice president, member secretary (headmaster-in-charge), and a parent member, will oversee the selection process. The selection process is to be completed before July 31. As many as 68,913 out-of-school children have been identified across UP. In Prayagraj alone, the number stands at 1,263 while in Pratapgarh it is 448, Amethi 333, and in the state capital Lucknow, 742 children will receive special training. The total number of special training centres in the state is 22,044, with Prayagraj hosting 411 of them. Nearby districts like Pratapgarh and Kaushambi will have 208 and 224 centres respectively. The basic education department has instructed that volunteer recruitment advertisements be displayed at panchayat buildings, secretariats, schools and other public spaces. This outreach aims to ensure community participation in bringing every child back to school and shaping a literate and empowered future.

Wayanad, one year on: Gaps remain in post-landslide support
Kozhikode: A year after the devastating Chooralmala–Mundakkai landslide in Wayanad, a ground-level review of post-landslide interventions by NGO People's Foundation, which was also active in relief and rehabilitation efforts, presents a mixed picture. It acknowledges the state's efforts in terms of rental and livelihood handouts and ensuring continuity in sectors like education, but cites critical gaps in long-term rehabilitation. The independent survey was conducted using GPS mapping and direct interviews with 552 landslide survivors, and this data was later correlated with local govt records and satellite survey data. It identifies 586 inhabited infrastructure units in the Mundakkai-Chooralmala region affected by the landslide, as against the 402 beneficiaries identified by the govt for the township project. "While the govt response has reached most affected families (almost 70%), a significant proportion — especially from marginalised groups and those relying on rented or under-construction dwellings — remain unsupported," it says. A majority of affected families (91.3%) are now residing in rental accommodation, and 83.3% of these families are receiving rental assistance of Rs 6,000 from the govt. However, over 56% of these families pay more than what the govt provides as rent, and 6% pay double the amount due to higher rates in the area. Over 88.2% of victim families receive some form of assistance, with the majority (71%) receiving the Rs 300 daily assistance for each of two family members and 17.2% receiving it for one family member. However, 11.8% of families don't get this due to documentary issues, eligibility criteria or administrative oversight. The survey finds that 30.2% of families in the region have at least one member wounded in the disaster, and only 49.6% of those wounded have fully recovered. Govt assistance for follow-up treatment reaches only 26% of families with wounded members. The review also points to economic distress, with over 75% of families in a precarious situation — 56.1% with just one earning member and 19.6% without any earning member. It finds that 41.3% were forced to change jobs post-disaster. Mental health remains another concern, with around 58% of respondents experiencing post-disaster psychological issues, ranging from sleep discomfort to anxiety and depression. At least 8.3% of them had no psychological support. The one area of notable continuity has been education. As the two displaced schools at Meppadi were reopened soon, 80.9% of students continued without disruption. Still, 18.2% had to change schools, and 2% have dropped out.

Water storage in Isarda dam from July 30
Bhilwara: With construction of the Isarda dam project on the Banas River nearing completion, the irrigation department has issued orders for starting water storage from July 30. As per the initial plan, preparations are on to have the dam filled up to 3.27 TMC (thousand million cubic feet) out of its 10.77 TMC capacity. Constructed at a cost of Rs 615 crore, Isarda dam will supply water to seven towns and 1,256 villages in Dausa and Sawai Madhopur districts. It is the second largest in Tonk district after Bisalpur, which has a capacity of 38.800 TMC. Strategically positioned between Banetha and Isarda villages on the Tonk-Sawai Madhopur border, the dam features a 600-metre concrete structure with 28 gates. Water levels can reach a height of 262 RL metres, addressing the water needs of the region. Despite multiple deadline extensions, the dam is now completed nearly 95%. Keeping the monsoon rains in view, the Water Resources Department has ordered that from July 30, water will be stored in phases in the Isarda dam until Sept 15, marking a significant milestone for the project. Executive engineer of the Isarda Dam Project, Vikas Garg, told TOI, "Now, water is released daily from two gates of the Bisalpur Dam into the Banas River. The irrigation department in Jaipur has issued orders to stop water in the Isarda dam in phases until Sept 15. For the first time, water will be retained in the dam starting July 30, and we are fully prepared to do so." The dam is a critical part of the Eastern Rajasthan Canal Project (ERCP), with plans to channel water from Isarda to the Ramgarh dam.
