For years Pakistan's sclerotic wheat sector has been on life support which has cost the taxpayers and consumers billions of rupees.
Wheat is the basic staple food for most Pakistanis and makes up the bulk of our calorie intake. However, production has grown slowly, lagged behind population growth and made Pakistan increasingly dependent on foreign supplies. Between 2 and 3 million tons – around 10% of our needs – were imported in 2023-24 and it is likely that similar, if not larger, imports will be needed this year.
The main reason for this slow growth is lagging farm level productivity – yields have remained stubbornly low at around 30 maunds per acre (3 tons/ha) over the last decade.
The reasons for slow productivity growth are well known. Wheat is mostly produced by small farmers on tiny plots of land, often measuring less than 10 acres. These farmers lack technical knowledge and skills, as well as access to finance. They have failed to adopt even simple technology interventions such as reduced tillage, planting with certified seeds, use of seed drills, balanced fertiliser and micronutrient applications, and careful use of water. There are also large on-farm and off-farm losses due to poor harvesting and lack of bulk handling and storage in modern silos.
Instead of working to improve yields through land consolidation, better farm management and improved technology, the government has in the past tried to accelerate growth by literally throwing money at it. Billions of scarce public money have been spent on subsidising costs of inputs and buying wheat at fixed prices that are often above the free market equilibrium price.
The logic that underpinned this policy is that lower fertiliser prices would increase applications and raise yields; and high wheat prices would increase the amount of land allocated to wheat while also enhancing investment in inputs such as seeds, machinery and water.
However, the policy has demonstrably not worked. The reasons for this failure are not difficult to understand. Fertiliser subsidies go mainly to medium and large-scale farmers who are already using close to optimal levels of fertilisers. Subsidies mean more money in their pockets but bring about little change in behaviour. In contrast, poor farmers, most of whom use sub-optimal doses of fertiliser, are usually not able to access subsidies. Similarly, poor farmers rarely benefit from high government procurement prices – the bulk of their production is for self-consumption and the surplus, if any, is usually sold at harvest time to intermediaries at whatever price they get.
With growing fiscal constraints and pressure from various domestic stakeholders as well as development partners, the government has finally stopped wheat procurement at fixed prices. The abolition of government procurement was a shock to the system. In 2024, wheat prices fell to half their level in 2023. Wheat farmers were up in arms saying that the lack of government procurement and the collapse in prices meant that, for the first time in decades, they are unable even to cover operating costs.
The solution is not to go back to a procurement system that has failed, but to move forward to create an efficient and competitive wheat sector. Like any major structural change it will not be easy.
Some short-term measures to ease adjustment are already under implementation by the government and the private sector. These aim to improve the working of markets; provide a safety net to the poorest farmers; and enhance financial flows into the systems.
Some of these measures are already having an impact. Wheat prices for the current 2025 season were initially similar to those for 2024. However, market intermediaries have realised that with output projected to be significantly lower than 2024, prices will increase. Already there are reports of large offtakes by traders and increasing prices.
However, for the medium to long term it is essential to understand that farmers cannot make money if they continue to cultivate tiny plots, use inputs inefficiently and get yields of only 30 maunds per acre.
The brutal fact is that cereal crops, such as wheat, can only be efficiently grown on large farms that use modern technology, appropriate machinery and quality inputs. Ideally this could be done if small farmers come together to work in cooperative or consortia; if larger farmers rent land from friends and relatives; or if corporates are allowed to buy or lease land.
More dynamism is also essential to meet the challenges of climate change and in particular of changing rainfall patterns. This has resulted in higher precipitation in some of the arid areas in Balochistan and Sindh, and has expanded the potential area for wheat. But, making better use of this potential requires agile production systems.
In good rainfall years, manpower, equipment and inputs need to be quickly moved into arid areas to plant wheat. In addition, small but carefully designed investments are needed, for example, in small dams for storage and water spreading; machinery pools that can be moved quickly as needed; and low-cost storage facilities for harvested grains.
All this does not mean that small farmers should not grow wheat for their own use or for their friends and family. They should. And government research and extension systems must help them do this more efficiently. But at the same time, they should be helped to diversify into high value products where they can actually make money.
Furthermore, there is need for a more liberal approach to both domestic and international trade in wheat related inputs, particularly seeds; allocation of more funding to research, including in collaboration with the private sector and international institutions; and creation of conditions for the private sector to utilise new lands in previously uncultivated areas
The government should also liberalise wheat movements across the country, as well as allow the private sector to freely import and export. These steps are essential to create a national market that can balance out national and local supply shocks – shocks that are likely to increase in frequency and intensity in coming years.

He added that the group was 'purely terrorist' and has no connection to the Baloch people or the province of Balochistan. During the press conference, misleading reports by Indian media were also shown, including false claims about Karachi Port amid recent tensions between Pakistan and India. Audio recordings of Fitna-tul-Hindustan operatives Shanbay and Rehman Gul were also played for journalists, in which they could be heard exchanging information with their RAW handlers. 'These terrorists are not representatives of the Baloch people; they are merely tools of RAW.' 'India cannot tolerate Pakistan's growing economy and aims to harm us through proxy warfare,' he said. The CM dismissed reports of enforced disappearances as propaganda, citing higher numbers of voluntary disappearances recorded by the Balochistan Liberation Army (BLA). He stressed that the Baloch nation has its own proud traditions and does not endorse such cowardly acts. 'They are not killing Punjabis—they are killing Pakistanis,' he added. He stated there is no need for a major military operation in Balochistan, as the state's policy relies on political dialogue and effective strategy. 'Political negotiations are ongoing, but those who raise arms against the state will face action.' The Chief Minister concluded by saying that the state will thwart every attack by Fitna-tul-Hindustan and will not allow any conspiracy against Pakistan's peace and development to succeed.

Shehbaz hails Trump as 'man of peace'

Photo: PID Prime Minister Shehbaz Sharif on Wednesday said that the recent four-day armed conflict between Pakistan and India, proved the "Pahalgam incident was a false flag operation". "If it were otherwise," he said, "India should have presented solid evidence to the world to prove its case." Addressing a ceremony at the US Embassy marking the 249th anniversary of American Independence, the prime minister recalled that during the Kakul Academy event, he had offered an international, credible and transparent probe into the Pahlagam incident, so that the world could sift through fact and fiction. "Our sincere offer was met with aggression," he said. "But Pakistan responded with patience and restraint." He said that on May 6-7, Indian aggression martyred 33 Pakistanis, including children and elders, and injured many others. "In our right to self-defence, we shot down six Indian planes," he noted, adding that US officials in contact with Pakistan at the time acknowledged the response and urged de-escalation. He reiterated Pakistan's commitment to peace, saying, "Despite our offer of de-escalation, India chose conflict." The event was attended by Deputy Prime Minister and Foreign Minister Ishaq Dar, ministers, parliamentarians and members of the diplomatic corps. Appreciating the role of US President Trump in securing the ceasefire, the prime minister said that Trump has proven himself to be a man of peace, committed to avoiding both cold and hot wars, and promoting trade and prosperity globally. The US president had advised both Pakistan and India to go for trade, investment and give up war and de-escalate, he added. He also lauded the role of the friendly and brotherly countries in the Middle East that proactively coordinated and supported Trump's genuine efforts. He expressed the hope that the truce would prove long-lasting. The PM also extended felicitations to US President Trump and the people of the US on their Independence Day. He expressed that the US-Pakistan ties were entering into a renewed friendship mode, and close contacts were being revived. Tonight, Pakistani nation joined the US people in paying homage to the US founding fathers, whose foresight and wisdom had changed the course of history, he said, adding that their democratic struggle, rule of constitution and equality equally resonate with the ideals of Quaid e Azam Muhammad Ali Jinnah, the founding father of Pakistan. The prime minister also mentioned the Pak- US enjoyed historic, long standing and broad-based ties spanning over centuries. The US had supported Pakistan with construction of dams and other development projects. After 9/11, Pakistan faced a war on terror, its valiant forces and people laid down their lives and during the year 2018, they had comprehensively defeated terrorism. About 90,000 valuable lives were lost, besides the country suffered economic losses worth $150 billion, he said, adding there could not be a bigger manifestation of their commitment and resolve to fight terror in all its shades and colours. He expressed the hope that Pak-US bilateral trade would grow in volumes in the fields of IT, agriculture, education, health, etc., as both countries were discussing the tariff issue. He said that he was really inspired by Trump's vision for trade, investment and growth. Earlier welcoming the distinguished guests, US Chargé d'Affaires Natalie Baker reaffirmed the strength of Pakistan-US relations and expressed optimism about the future of bilateral cooperation. Marking the 249th anniversary of the United States' Declaration of Independence here at the US Embassy in Islamabad, she said, "Tonight is not only a celebration of our independence, but a reflection of the shared values that bind our two nations – liberty, equality, self-governance, and the pursuit of happiness." The event was attended by a large gathering of dignitaries, including Prime Minister Muhammad Shehbaz Sharif, senior Pakistani government officials, members of the diplomatic corps, business leaders, civil society representatives, and cultural icons, Baker paid tribute to the enduring friendship between the two countries. Baker, highlighting the historic nature of the relationship, noted that the US was among the first countries to recognize Pakistan's independence in 1947. "For the last 78 years, our partnership has grown in depth and dimension, rooted in mutual respect and a common vision of opportunity and prosperity," she added. She recalled how US development cooperation, through institutions such as USAID, had contributed to strengthening Pakistan's education, health, agriculture, and infrastructure sectors, and lauded the long-standing people-to-people ties that have been at the heart of bilateral engagement. Baker praised the contribution of US and Pakistani military officers who have jointly trained and served, saying their efforts have enhanced regional security and saved lives. "Our cooperation on defense and counterterrorism has brought tangible results," she said, citing Pakistan's recent capture and extradition of the ISIS-K operative responsible for the deadly 2021 Abbey Gate attack in Afghanistan. She appreciated the Pakistani government and security leadership for their role in fostering regional peace and stability, particularly acknowledging the efforts of Prime Minister Shehbaz Sharif and Chief of Army Staff Field Marshal General Asim Munir. Touching upon economic engagement, she highlighted the recent Pakistan Critical Minerals Investment Forum and the growing collaboration in digital innovation and emerging technologies. She also referenced joint investments in cryptocurrency and other forward-looking initiatives that point to a 'shared vision for sustainable growth.' In a diplomatic nod to recent regional developments, Baker credited joint Pakistan-US efforts in helping broker a ceasefire between Pakistan and India, describing it as a testament to the power of constructive cooperation. "Together, we are charting new frontiers – in trade, security, culture, technology, and yes, even cricket," she remarked with a smile, referencing her engagement with Pakistani society on and off the field. The event, featuring traditional American culinary flavors and a musical performance by the United States Air Force band, celebrated not just US national identity but also the enduring bonds between the American and Pakistani peoples. In conclusion, Baker thanked all participants and reaffirmed Washington's commitment to a robust, mutually beneficial relationship. "Our relationship is strong – and the best is yet to come," she said. "May the United States and Pakistan continue to thrive together." The reception reflected the vibrancy of bilateral ties and the evolving nature of a partnership aimed at promoting regional peace, economic growth, and global cooperation.

ISLAMABAD: The Pakistan's high-level diplomatic delegation in the United States has warned that India's attempts to create a 'new normal' that implied arbitrary and unilateral strikes could lead to disastrous consequences in South Asia's nuclear environment and must be firmly resisted by the international community. A high-level Parliamentary delegation, led by Chairman of the Pakistan Peoples Party Bilawal Bhutto Zardari, has reached Washington DC after concluding a two-day visit to the United Nations Headquarters in New York, said Foreign Office (FO) Spokesperson Ambassador Shafqat Ali Khan on Wednesday in a statement. The delegation met with the UN Secretary-General, the President of the General Assembly, the President of the Security Council, representatives of the Security Council's Permanent and Non-Permanent Members, ambassadors of the OIC Group, representatives of the media, civil society, and think tanks, and the Pakistani community. Bilawal urges UN to press India for comprehensive dialogue The visit was part of Pakistan's international outreach to present its perspective on the escalating regional tensions and threat to international peace and security, emanating from India's irresponsible behaviour, unprovoked aggression against Pakistan, belligerent rhetoric, and its unlawful unilateral decision to hold into abeyance the Indus Waters Treaty (IWT) - a lifeline for over 240 million Pakistanis. The delegation carried Pakistan's core message of 'Peace with Responsibility.' In these engagements, the delegation drew attention to India's illegal use of force and violations of international law, including the UN Charter and International Humanitarian Law, particularly targeting of civilian areas and killing of innocent civilians, including women and children. The delegation rejected India's baseless allegations regarding the 22 April terrorist attack in Indian Illegally Occupied Jammu and Kashmir without a shred of evidence, and warned against India's weaponisation of water through its unilateral hold on the IWT in violation of international law and treaty obligations. Reaffirming Pakistan's commitment to combating terrorism in all forms and manifestations, the delegation highlighted Pakistan's crucial role and sacrifices in the success of the global counter-terrorism efforts, while also drawing attention of the international community towards India-sponsored terrorism in Pakistan, and its transnational assassination campaign. Cooperation, not politicisation, was required to effectively combat the menace of terrorism, it was underlined. The delegation emphasised Pakistan's responsible, restrained and lawful response to Indian aggression and provocations, underlining that Pakistan seeks peace but will always defend its sovereignty with resolve. The delegation reiterated that durable peace in South Asia hinges on a just and peaceful resolution of the Jammu and Kashmir dispute, in line with UN Security Council resolutions and the wishes of the Kashmiri people. The international community was urged to uphold international law and the sanctity of treaties, push for the revival and normal functioning of the IWT, and support the initiation of a comprehensive dialogue to resolve all outstanding issues between India and Pakistan, including the core dispute of Jammu and Kashmir. The delegation concluded with a clear message: Pakistan desires peaceful, cooperative relations with all its neighbours based on equality and mutual respect - but will not accept aggression, impunity, or violation of international norms.
