
Joint study proposed for flexible foreign worker recruitment framework
KUCHING (April 28): A comprehensive joint study has been proposed to assess the feasibility of implementing the Multi-Tier Levy Mechanism (MTLM) to address foreign labour issues, said Tan Sri Soh Thian Lai.
The Federation of Malaysian Manufacturing (FMM) president stated that the proposed MTLM is a crucial enabler for a more flexible and demand-driven foreign worker recruitment framework.
He noted that Human Resources Minister Steven Sim acknowledged the importance of MTLM during a recent meeting between FMM and the Ministry of Human Resources (MoHR).
'During the meeting, FMM emphasised the urgency of implementing the MTLM. Minister Steven Sim proposed a comprehensive joint study between the ministry and FMM to assess its feasibility and labour market impact,' he said in a statement today.
Soh highlighted that the meeting underscored the strong commitment between FMM and the minister to collaboratively strengthen the country's workforce ecosystem through comprehensive, forward-looking initiatives.
He also pointed out that FMM had raised concerns about the prolonged freeze on foreign worker recruitment, which has led to critical manpower shortages due to attrition and the creation of new jobs.
Soh said FMM will submit a detailed position paper presenting sectoral labour demand data and proposing a structured approach to address both short-term and long-term workforce needs.
He said both FMM and the minister agreed to collaborate through a memorandum of understanding (MoU) to enhance industry exposure for students from the ministry's 33 Technical and Vocational Education and Training (TVET) institutes.
Under this programme, Soh said, students will spend 60 to 70 per cent of their academic term at FMM member companies' facilities, gaining real-world, hands-on experience aligned with current industry needs.
To further reinforce this effort, he said the ministry will provide a special grant to collaborate with FMM on upgrading the syllabus for Sijil Kemahiran Malaysia (SKM) Levels 4 and 5, with a focus on high-value and technology-driven sectors.
To streamline job matching, Soh said FMM and the minister discussed linking the Government-Industry TVET Coordination Body (GITC) digital Job Placement Centre to the MYFutureJobs portal.
Since its establishment in 2022, GITC – anchored by FMM – has continued to spearhead national-level efforts to coordinate industry skills requirements.
'Recognising the importance of worker welfare, FMM will conduct a survey among its members to review existing private insurance arrangements.
'Given that Socso already provides comprehensive inpatient and outpatient insurance, the survey aims to identify potential overlaps and explore opportunities to rationalise coverage, thus reducing healthcare costs for both employers and employees,' he said.
Furthermore, Soh said FMM will raise awareness among its member companies about the Socso Housewives' Social Security Scheme (Skim Keselamatan Sosial Suri Rumah), encouraging contributions for their female employees and the wives of male staff.

'The National Semiconductor Strategy, which is currently being implemented, must be driven forward with greater urgency and focus, particularly in enhancing investment in integrated circuit design, advanced packaging, wafer fabrication, research and development, and talent development. 'In parallel, companies considering expansion into the US or other markets require dedicated facilitation to support their internationalisation efforts,' it said in a statement today. FMM expressed concern over the announcement by the US to impose a 100% tariff on imported semiconductor chips, with exemptions only for companies that manufacture or plan to manufacture within the US. This development has created uncertainty for semiconductor companies operating in Malaysia, particularly US-based firms that have long used the country as a trusted base for global supply and exports to the US market. FMM noted that establishing operations abroad is complex and capital-intensive, requiring time, expertise and sustained institutional support. Therefore, it stressed that these support measures are critical to help Malaysian manufacturers respond effectively to shifting global trade dynamics without being forced to relocate core operations. With the right support, FMM said companies can retain and grow high-value activities in Malaysia while also expanding strategically where necessary. It also reaffirmed its commitment to working closely with the government and international partners to ensure that Malaysia's position as a competitive, reliable and trusted hub in the global semiconductor and manufacturing ecosystem is not only preserved but continuously strengthened. Malaysia is globally recognised as a leading hub for semiconductor assembly, packaging, and testing, contributing an estimated 13% of global backend semiconductor output. Semiconductors were previously excluded from US reciprocal tariffs. The proposed policy shift has raised immediate concerns among manufacturers, many of whom are seeking urgent clarification on whether their Malaysia-based operations will now fall within the scope of the new measure.

Concerns raised ahead of Gig Workers Bill tabling in Dewan Rakyat
KUALA LUMPUR: Industry players have expressed concerns about the upcoming Gig Workers Bill, which is set to be tabled in Dewan Rakyat on Aug 14. The bill aims to provide a social protection network for Malaysia's estimated 1.5 million gig workers, safeguarding their rights and addressing vulnerabilities within the sector. The announcement was made by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi during the 'Sembang Santai Teh Tarik: Industri Gig' session alongside Human Resources Minister Steven Sim yesterday. A key focus of the proposed legislation is addressing the lack of Self-Employment Social Security Scheme deductions under the Social Security Organisation (Socso), which currently leaves gig workers unprotected in cases of workplace injuries. Speaking to media at the event, Kiddocare head of business development Rahman Hussin welcomed the bill's intent but highlighted unresolved issues. "While we appreciate the spirit of the bill and its efforts to support gig workers, there are still grey areas that need clarification before it is tabled," he said. Rahman raised concerns about the absence of a regulatory impact analysis, which he believes is essential before introducing new legislation. He also pointed out challenges related to setting a minimum wage for gig workers, noting that this would require defining minimum working hours which is a potential conflict with the flexible nature of gig work. "The essence of gig work is flexibility. Workers decide their own schedules, and imposing minimum hours could undermine this." The rising cost of living in Malaysia further compounds these concerns. According to recent data from the Department of Statistics Malaysia, the Consumer Price Index (CPI) rose by 3.2 per cent year-on-year in June 2025, driven by increases in transportation, food and utility costs. Industry players are worried that additional costs imposed by the bill, which ultimately be passed on to consumers, could exacerbate financial pressures on consumers already grappling with rising cost of living. Concerns were also voiced by an e-hailing driver, Abdul Halim Hapiz, who is a person with disability (PWD). "We have yet to see clear benefits for PWD gig workers, particularly in terms of upskilling opportunities or meaningful support under this bill. "Employment as an e-hailing driver has been a lifeline for many of us. But past regulations have already created barriers for us, and we fear the bill's implementation could further marginalise us and negatively impact our income," he said. Sim earlier revealed that to shape the bill, 40 engagement sessions involving 4,000 stakeholders, including gig workers, platform companies, employers' representatives, politicians and NGOs had been conducted.
