Districts must set decade-long goals, says CS Bardhan

Dehradun: Chief secretary Anand Bardhan emphasised the need to plan development on the lines of model villages, cities, and districts, during a review meeting held in Dehradun on Tuesday.
"Each district should prepare a 10-year development plan," Bardhan said, urging all districts to set clear, long-term goals.
He mentioned that Uttarakhand would soon identify a location to be developed according to global standards and stressed the importance of initiating work on this promptly. Bardhan also highlighted the need to boost exports of products manufactured within the state and to promote indigenous goods.
He directed the industry department to prepare a comprehensive plan for this purpose.
Bardhan underscored the importance of integrating new technologies into planning and operations to ensure that govt schemes and services effectively reach the public. He also pointed to the growing importance of the electric vehicle sector and called for focused efforts to advance EV adoption in the state. Additionally, he emphasised the need to align training in emerging technologies with education and skill development initiatives.
District magistrates from across the state participated in the meeting via video conferencing. During the session, Bardhan also received detailed updates on the COVID-19 situation from health secretary R Rajesh Kumar.

1 2 Ranchi: A 44-year-old man, who tested positive for Covid-19, died of co-morbid conditions at the state-run Rims here, officials said on Tuesday. It is the first Covid-related casualty of the state in the current wave. Four new cases were also detected in Ranchi district during the day, taking the tally of the cases across the district to 12. As the state health department did not release any figures, there is no cumulative number of Covid cases for Jharkhand though the Union health ministry's Covid dashboard put the number of cases in the state to 6, an increase of two since Monday. The state detected its first Covid case of the current wave on May 24 this year when filmmaker Lal Vijay Shahdeo contracted the disease while returning from Mumbai. Talking about the death on Tuesday, Rims officials said the patient had multiple and severe co-morbid conditions. Doctors at the hospital said the exact cause of the death was refractory septic shock, a condition marked by circulatory failure and not respiratory failure, which is typically associated with Covid fatalities. He was referred to Rims from the Central Institute of Psychiatry (CIP) on June 2 after experiencing a severe medical emergency. According to doctors, the patient suffered cardiac arrest after some food became lodged in his throat, leading to respiratory distress. He was administered CPR and later intubated before being transferred to Rims for ventilator support. A report of his medical examination said the patient was suffering from aspiration pneumonia and acute respiratory distress syndrome (ARDS). He was placed on ventilator support in the trauma centre due to his critical condition. In addition to these complications, he was also battling several other pre-existing health issues. He tested positive for Covid on June 5 during routine testing of admitted patients. Both Rims authorities and Ranchi civil surgeon Dr Prabhat Kumar couldn't say whether the deceased has a past Covid history or not. Dr Kumar, remarked, "With the current rise in Covid cases and the unfortunate first death linked to a co-morbid patient, it is crucial for people to remain vigilant and there is no panic. Our focus is on managing this situation with care and emphasizing the importance of safety measures."

Amid an increase in Covid-19 cases, Kerala Health Minister Veena George has said that special care should be taken as the disease remains more severe among the elderly and those with other diseases. She added that the Omicron JN.1 variants LF.7 and XFG were the most common in Kerala. These variants are "not as severe" but have a high potential for spreading the disease. "Masks should be worn in public places and during travel. Genomic sequencing is being conducted to identify the Covid-19 variant. The Omicron JN.1 variant LF.7 and XFG, which are spreading in Southeast Asian countries, are the most common in Kerala. Although these variants are not as severe, they have a high potential for spreading the disease," the minister said. There are 2,223 active cases in the state, with 96 people undergoing treatment. Ernakulam district reported 431 Covid-19 cases, 426 cases in Kottayam, and 365 in Thiruvananthapuram. "There are currently 2,223 active Covid cases in the state. 96 people are under treatment. The concerned officials have been directed not to refer patients to private hospitals unnecessarily due to Covid. "Unnecessary visits to hospitals should be avoided. Those with symptoms such as a cold, sore throat, cough and shortness of breath should wear masks. Masks are mandatory in hospitals. Hands should be cleaned with soap or sanitiser from time to time," the minister added. As of Tuesday morning, India has reported 6,815 active Covid-19 cases. According to data from the Indian SARS-CoV-2 Genomics Consortium (INSACOG), 163 cases of the new Covid-19 variant XFG have recently been detected across the country. Earlier, Balram Bhargava, former Director General of the Indian Council of Medical Research (ICMR) and former Secretary of the Department of Health Research, said that the emergence of the XFG variant is part of the SARS-CoV-2 virus's natural evolution. He added that India is well-positioned to detect and contain emerging variants swiftly due to the widespread deployment of rapid molecular diagnostic platforms such as Truenat.
