The written reply classified airports under three categories: those operated by Airports Authority of India (AAI); leased to private players after 2019; and being operated on public-private partnership (PPP) model. Leasing involves a private company taking over operations and management of an existing airport for a set period, while the PPP model is when private and public players come together to develop, finance and manage the operations of an airport. According to the minister's reply, the average rating of the seven PPP airports—including the ones in Mumbai, Delhi, Bangalore, Hyderabad, Cochin, Goa (MOPA) and Kannur—was 4.99 out of 5 in the year 2024. All PPP airports, with the exception of the one in Bengaluru and Goa (MOPA) scored a perfect 5. On the other hand, the average rating of the six airports leased by AAI after 2019 was 4.94 and that of 15 airports managed by AAI was 4.81. In 2018, the Government of India constituted the Empowered Group of Secretaries (EGoS) under the Chairmanship of CEO, NITI Aayog, to take forward the bidding process to lease six AAI-run airports. In total, the process invited 32 bids from 10 players after which these airports were leased to highest bidders. The leased and PPP airports are subject to routine monitoring by AAI through independent engineers, auditors, and inspections. In his reply Mohol said, 'Investments by PPP partners leads to increased economic activity, which in turn creates additional jobs.' Adding, 'Development of airports leads to increase in passenger movements, tourism development, employment generation and augmentation in circle rates of land valuation resulting in enhanced collection of various taxes/stamp duties etc., in the respective state and contributes to the overall development of the country.' Taken note of reports of China building dam on Brahmaputra: Govt tells RS
India has "taken note" of reports about China commencing the construction of a mega dam project on the lower reaches of the Yarlung Tsangpo River (upper reaches of Brahmaputra) in Tibet, the government informed Parliament on Thursday. In a written response to a query in Rajya Sabha, Minister of State for External Affairs, Kirti Vardhan Singh, said the project was first made public as far back as 1986 and since then, preparations have been underway in China. The government of India has "taken note of reports about commencement of construction of mega dam project by China on the lower reaches of the Yarlung Tsangpo (upper reaches of the Brahmaputra) River in Tibet," he said. The government "carefully monitors" all developments relating to the Brahmaputra River, including plans by China to develop hydropower projects, and "takes necessary measures to protect our interests, including preventive and corrective measures to safeguard life and livelihood of Indian citizens residing in the downstream areas", he said. Various issues relating to trans-border rivers are discussed with China under the ambit of an institutionalised expert level mechanism, which was established in 2006, as well as through diplomatic channels, Singh sad in his response. "As a lower riparian state with considerable established user rights to the waters of the trans-border rivers, the government has consistently conveyed its views and concerns to the Chinese authorities, including on the need for transparency and consultation with downstream countries, and urged them to ensure that the interests of downstream states are not harmed by any activities in the upstream areas," he added. The need for cooperation on trans-border rivers, including resumption of provision of hydrological data by the Chinese side, has been highlighted by the government in several bilateral interactions with China, including during the recent visit of the external affairs minster to China from July 14-16 for the SCO Foreign Ministers' Meeting, the minster said.
