
Travellers from Europe banned from taking meat and dairy products into UK
Since April 12th, anyone heading into Britain from the EU or EFTA countries (Switzerland, Norway, Iceland, Liechtenstein) has been unable to take meat from cattle, sheep, pigs, or goats, or dairy produce into the country for personal use.
Travellers heading to Britain have been sent warnings telling them they were banned from bringing in pork, beef, lamb, mutton, goat meat as well milk and diary products in for personal consumption.
This rule includes sandwiches, cheeses, cured meats or raw meats, according to official notifications from the British government – regardless of whether it is packed or packaged or whether it has been bought at duty free.
Anyone found with these items will need to either surrender them at the border or will have them seized and destroyed.
In serious cases, those found with these items run the risk of fines of up to £5,000 (€5,845).
The restrictions apply only to travellers arriving in Great Britain and will not be enforced in Northern Ireland, Jersey, Guernsey or the Isle of Man.
The measure has been introduced to prevent spread of foot-and-mouth disease after rise in cases across European countries – while Britain currently remains free of the disease.
In January, the UK government introduced bans on imports of cattle, sheep, other ruminants, pig meat and dairy products from Germany, in response to an outbreak of foot-and-mouth in water buffalo at a farm outside Berlin – the first instance of the disease in an EU country for several years, and the first in Germany since 1988 according to a Food and Agriculture Ministry spokesman.
Water buffalo have been in Germany since the 1990s, according to the Berlin state government, farmed for their milk and meat and used to control grass growth on fields.
Britain later added related products from Hungary, Slovakia and Austria to the restricted list as cases spread.
Foot-and-mouth disease is a contagious viral disease that affects cattle, sheep, pigs, and other cloven-hoofed animals such as wild boars and deer.
However, it poses no risk to humans, and meat and milk from infected livestock are considered safe to consume. Nevertheless, the British government has taken no chances and has included dairy produce in its ban, a step in common with previous restrictions.
A devastating outbreak in Great Britain in 2001 was later estimated to have cost the country more than £8billion. Six years later, more than 2,000 animals were culled to control the disease in the UK after an outbreak in 2007, according to the British government.
The country's Farming Minister Daniel Zeichner said: 'This government will do whatever it takes to protect British farmers from foot-and-mouth. That is why we are further strengthening protections by introducing restrictions on personal meat and dairy imports to prevent the spread of the disease and protect Britain's food security.'
A limited amount of infant formula milk, medical foods, and some products such as chocolate, confectionery, bread, cakes, biscuits and pasta are exempt from the rules.

Passenger compensation for flight delays set to decrease in Europe
Airline passengers in the EU enjoy the world's most generous system of compensation if their flight is delayed or cancelled. However these rights seem set to decrease after the European Council agreed to an overhaul of compensation rules, following intense lobbying from the airline industry. The agreement to extend delay times and cut compensation levels was made at a European Council summit, despite opposition from Germany and Spain. Controversially, the Council bypassed discussions with the European Parliament and made its decision legally binding using a process that has not been deployed in more than a decade. However the European Parliament can still make changes to the new rules - it has four months to respond with a proposal that must be backed by a majority of 361 MEPs. So what changes? The ruling doesn't scrap all the customer protections, but it changes the rules on compensation payments - changing both the payment amounts and the delay time after which compensation rules kick in. Under current EU Air Passenger Rights Regulation rules, passengers can claim between €250 and €600 in compensation if a flight is delayed by at least three hours, if the delay is the fault of the airline. Under the agreed changes, compensation will only be due after a four-hour delay for flights of less than 3,500 kilometres. For longer flights, airlines would be obliged to pay compensation if flights land at least six hours late, compared to the current three-hour standard. Under the new rules, €300 compensation will apply for delays of more than four hours – while €500 will be payable for delays of more than six hours involving flights of more than 3,500km. In exchange for the higher delay thresholds, airlines will have to streamline the complex and obfuscatory compensation process - in which many airlines make it very complicated to claim financial compensation but very easy to claim airline vouchers. There is also a strengthening of the rights for passengers with a disability. And what doesn't change? Other compensation rules remain unchanged, especially around the 'extraordinary circumstances' definition which covers whether airlines have to provide any compensation at all. Compensation for delays or cancellations is not paid if the problem is due to 'extraordinary circumstances' – the exact definition of this in the legislation is vague but it generally applies to situations like extreme weather, political instability, security risks or problems with air traffic control. Strikes are usually not considered to be extraordinary circumstances, neither are routine mechanical problems or staff shortages. The rules cover airlines that are registered in the EU – such as the Ireland-based Ryanair – or flights taking off from an EU or Schengen zone country. Since Brexit the rules no longer apply to the UK, but the British government has mostly "copied and pasted" it into UK legislation. Also unchanged are rules on flight cancellations and airlines responsibility to provide food, accommodation and alternative travel for passengers whose flights are delayed or cancelled. In truth this is not well policed - passengers are often simply told to make their own arrangements for accommodation and alternative travel and submit compensation claims to the airline later. Airlines do, however, routinely provide refreshments, usually in the form of food vouchers to passengers whose flights are delayed. Why the change? In a word - lobbying. Airlines had argued that the compensation payments were too high, especially for budget airlines where the compensation may be higher than the cost of the ticket. Airlines also said that they were unable to provide a replacement aircraft and crew within three hours in many European locations, and that this can lead to additional flights being cancelled because high compensation payments have already been incurred. When does this happen? The change is not immediate, first the European Parliament has four months to stage any objections and if no objection is received, then an introduction date will be set.

Five questions to ask before buying a second home in Italy
Whether it's a rustic cottage in a peaceful countryside village, or an elegant apartment in a major city like Rome, Florence or Milan, having a second home in Italy is a dream for many. But if you're planning to make that dream come true, there are some things to consider before you go house-hunting. Here are some questions we suggest you ask yourself before purchasing a seconda casa in Italy. What do you want to use it for? For some people, purchasing a home in Italy may just be a way to secure a place to spend the holidays in the country without resorting to a property rental or a hotel year in, year out. That said, it's far from uncommon for foreign nationals to buy an Italian property, use it as a holiday home for a while and then decide that they want it to become their main residence. This makes the process of moving to Italy a lot easier since you already have a place to stay and are familiar with the area. However, it also brings up a number of practical questions, including important legal considerations. If you're a non-EU national and intend to live in Italy full-time, you'll have to get a long-stay visa. Exactly which type you need will depend on your plans - namely, whether you want to work, study or retire to Italy. Securing a visa will only be the first part of the process, as you'll need to apply for a residency permit within eight days of arriving in the country. Besides your residency status, there are other factors to keep in mind if you plan to move to Italy full-time. If you plan to relocate while still of working age, are there good job opportunities nearby? And if you're thinking of your property as a place to retire to in the future, are there good health facilities locally? Will you need a car? While many major cities around Italy have robust public transport networks, services in rural regions are often very limited, with just the occasional bus. If you have your eye on a property in a small town or village in rural Italy, chances are you'll need a car to move around. Unfortunately, Italy's Highway Code places restrictions on who can buy a vehicle in the country. Under Article 134 of the Code, foreign nationals who are not Italian residents cannot purchase and register a car in Italy. This leaves few options for second-home owners. Foreign motorists who are not Italian residents can drive their foreign-registered cars or motorbikes for a maximum of one year in Italy. As a non-resident foreign national, you can also rent a car or drive a friend or relative's vehicle, though there are some important restrictions and rules to be aware of in the latter case. Depending on your nationality, you may also need to get an International Driving Permit (IDP) or a certified translation of your foreign-issued licence to drive in Italy. If you're a non-EU national and plan to move to Italy full-time in the future, remember that you'll need to get an Italian licence to drive in the country after one year of residency. This may involve taking an Italian driving test if your home country doesn't have a licence agreement with Italy. Can you fund upkeep and maintenance? The purchase cost is only the beginning, as you'll also need to pay for the upkeep of the property, as well as taxes including Italy's tax on second homes, IMU (Unified Municipal Tax). If your financial plan depends on your home partially paying for itself through holiday rentals, it's strongly advisable to familiarise yourself with both local and national rules, including a requirement for owners to hold a national identification code. Italy has strict regulations on renting out property on platforms like Airbnb and Booking. And there is growing disquiet about housing shortages caused by tourist rentals in major cities and holiday hotspots, which means that legislation could be further tightened in the years to come. If you intend to rent out your second home, you should also keep in mind that this will bring you within the scope of the Italian taxman. As a foreign resident generating rental income in Italy, you'll be required to declare and pay tax on that income by filing yearly tax returns (dichiarazioni dei redditi) with Italy's Revenue Agency (Agenzia delle Entrate). Rental income will be subject to Italy's income tax IRPEF, which ranges from 23 percent to 43 percent of your earnings. Can you bear the costs (and paperwork) of extensive renovation? Italians may have little interest in buying and fixing up Italy's many unwanted old houses, but foreign nationals are often swept away by their charm. And international interest in old Italian properties has only intensified in recent years, with dozens of idyllic villages advertising 'one-euro' homes and and other low-cost property offers aimed specifically at foreigners. Of course, these long-neglected buildings cost much more than one euro to actually buy and renovate. Besides the hefty taxes and fees involved in the purchase process, the cost of renovating an old property can quickly run into tens of thousands of euros, not least because old homes are unlikely to comply with current regulations when it comes to things like energy efficiency or earthquake safety. Securing the necessary construction permits for a renovation project can also be a significant challenge without professional help, especially if your property is classed as a building of historic importance or is protected by Italy's conservation rules. Failure to secure the correct permit can ultimately result in you being ordered to tear down any work you have done. As a final point, prospective buyers are also strongly advised to ensure that the property they have their eye on is not an illegal build (abuso edilizio) – this is usually done by commissioning a technical inspection by a surveyor, as well as a review of the property's cadastral records by a notary. Illegal housebuilding is a decades-old issue in Italy, and hundreds of cases are detected every year. Remember: barring some rare exceptions, if you buy a property with undeclared modifications or without the correct permissions, you'll be responsible for paying to regularise the property. What will your social life be like? It's not all tedious admin - having a second home is supposed to be fun, and that will probably involve making some local friends to share dinners and drinks with.
