Kanpur: The city is set to witness a Civil Defence mock drill on Wednesday at 4 pm after a significant interval. The objective of the mock drill is to ensure a well-managed and prompt response to civilians in the event of an emergency. The drill will involve practices such as the sounding of sirens for air raids, black out, evacuation, and the provision of first aid.District magistrate Jitendra Pratap Singh informed that a fire defence drill is scheduled to take place at ten localities in the city as part of the Civil Defence mock drill at 4 pm on Wednesday.The designated sites are Bara Chauraha, SK Singh Chauraha Lakhanpur, Anurag Hospital Sharda Nagar crossing, Sant Nagar Crossing, Malik Guest house Rama Devi crossing, Bansmandi crossing, Pal crossing, Dabauli turn, Shri Muni Inter College Govind Nagar, and Yashoda Nagar Inter College.Additionally, at the same time, a Rescue Drill will be conducted at Malviya Park Collectorganj, Transport Nagar Kidwai Nagar, and Shaheed Chandra Shekhar Azad Inter College, Panki.As per the advisory issued by the district magistrate, a siren test for the black out drill will occur at 4 pm to facilitate a black out period scheduled from 9.30 pm to 10.00 pm. This black out is being carried out in anticipation of air raids during this time. All visible lights or light points, especially those in residential and sensitive areas, will be turned off, making it difficult to identify these places from the air.The administration will employ public address systems, civil defence hand-held sirens, and sirens from industrial institutions for a three-minute siren drill. From 9.30 pm to 9.33 pm, a three-minute siren with varying pitch will sound, signalling the air raid. At 10 pm, the siren will again sound for three minutes in a single pitch, indicating the conclusion of the black out. Citizens have been asked not to switch on the lights in their homes during the black out.The residents are expected to cover windows and doors with black curtains to prevent light from escaping, and the municipal corporation will switch off all street lights and those at public places. Billboards, screens, hoardings, signboards, and façade lights will be switched off, with the responsibility falling on advertising agencies, owners, and municipal corporations to ensure power is cut during the black out.Car travellers are advised to stop by the roadside and switch off their vehicle lights during the black out. Rail and national highway transport will function as usual.Kesco will not cut the power supply, instead, the responsibility lies with the citizens to observe the black out and prevent identification of their areas. During this period, Army officials will remain in contact with the district administration and Police Commissionerate.Rajesh Kumar, additional district magistrate (City-mob No 9454416400), and Rajesh Kumar Srivastava (additional police commissioner, Central-Mob No. 9454400687), will serve as nodal officers for the drill.The integrated command centre at KMC will act as the control room to oversee activities during the black out. The district magistrate has urged citizens to cooperate with this operation.

Kanpur: District magistrate Kanpur Nagar, Jitendra Pratap Singh, on Wednesday took the negative feedback in Integrated Grievance Redressal System (IGRS) complaints and said that he would not tolerate carelessness in disposal of public complaints. In the meeting, he directed to issue show cause notices to seven departments for careless attitude towards public complaints. The seven departments are Jalkal department, municipal corporation, SDM (Sadar) Kanpur Nagar, PWD, tehsildar Sadar Kanpur Nagar, district inspector of schools and assistant labour commissioner Kanpur Nagar. In a review meeting held at the collectorate auditorium, Singh said that quality disposal of IGRS (Integrated Grievance Redressal System) references was the top priority of the government. The DM stated that in the evaluation report submitted by the government on June 3, the percentage of negative feedback received in relation to the references resolved by various departments was found to be of great concern. Notably, in some departments this negative feedback has been recorded as high as 83 per cent, which reflects serious laxity in departmental functioning and blatant disregard for citizens' expectations. Terming this situation as extremely regrettable Singh said that it was indicative of clear indifference in discharging duty. He said this shows that the complaints have not been resolved seriously and in a qualitative manner by the officers/employees concerned or their supervisory responsibilities have not been discharged efficiently. As a result of this serious lapse, the ranking of the district has been adversely affected, which has also caused a serious blow to the administrative image of the district. More than two weeks after New Delhi and Islamabad agreed to cessation of hostilities, four Indian states and two Union Territories neighbouring Pakistan held simulation exercises to prepare for air raids, drone attacks and other wartime scenarios on Saturday. Emergency response teams practised rescue operations as part of civil defence mock drills under Operation Shield in Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana and Chandigarh. During the days following Operation Sindoor, under which India attacked 11 terror sites inside Pakistan and Pakistan-Occupied Kashmir, heavy cross-border shelling and drone attacks were observed in border states. The emergency preparedness drill, initially scheduled for May 29, was postponed due to administrative reasons. A government press release reiterated the importance of the exercise, especially to close critical gaps identified during the previous nationwide drill conducted on May 7. A range of hostile situations were simulated on Saturday to evaluate the preparedness of civil and emergency response systems. These included air raid sirens, blackout protocols, and coordinated emergency response actions. The drills aimed to replicate real-life scenarios that could result from potential external threats, especially in areas located near the Line of Control (LoC) and the International Border (IB). Punjab, Haryana and Chandigarh: A large number of civil defence volunteers participated in mock drills held in Punjab, Haryana and Chandigarh. Blackout rehearsals were carried out with electricity supply shut off in many places. Volunteers also acted out scenarios where injured people would be required to be transported via stretchers to ambulances. The mock drills, which included exercises to extinguish fires, saw coordinated participation from multiple agencies, including the fire and emergency services, police, health department and disaster management authorities. Trained volunteers from the Civil Defence, National Service Scheme (NSS) and National Cadet Corps (NCC) also participated in the exercise. A key highlight of Operation Shield was the massive participation of around 10,000 Civil Defence volunteers, who worked in close coordination with the National Cadet Corps (NCC), Nehru Yuva Kendra Sangathan (NYKS), Home Guards and National Service Scheme (NSS). Jammu & Kashmir: As part of the mock drill conducted across Kashmir valley, a blackout was observed from 8 pm to 8:15 pm as lights of government buildings, houses and business establishments were turned off. In Srinagar, lights were turned off in the Lal Chowk City centre, including the historic Ghanta Ghar (Clock Tower), officials said. Business activities, vehicular movement and routine operations were paused for the 15-minute duration, they added. Experts and personnel from State Disaster Response Force (SDRF), Health Department, Fire and Emergency Services, along with a large number of students and locals participated in the exercises. Gujarat: Mock drills were held and blackouts were enforced in 18 districts of Gujarat, including Rajkot, Kutch, Patan, Morbi, Banaskantha, Chhota Udaipur and Nadiad. 'In Ahmedabad, a civil defence mock drill was organised at Sadar Bazar Cantonment in Shahibaug. Under these drills, programmes like volunteer mobilisation, air raid simulations, communication system activation, blackout protocol, blood donation camp and evacuation procedures were held,' an official release said. Rajasthan: A mock drill, simulating an air attack from hostile actors, took place in a school in Khatipura near Jaipur, where emergency response teams practised rescue operations. Civil Defence and SDRFs activated emergency response protocols, shifting volunteers enacting as injured to nearby hospitals. During the drill in Jaipur, people were simulated as being trapped on rooftops following the airstrike. Rescue teams used cranes to evacuate them safely.
