Punjab cabinet approves new land pooling policy
Chandigarh: The Punjab Cabinet, led by Chief Minister Bhagwant Mann, approved the introduction of a new and progressive land pooling policy to promote planned and sustainable development.
A spokesperson for the Chief Minister's Office said the policy aims to involve landowners, promoters, and companies as stakeholders in the development process and to increase interest in land pooling among landowners. The revised scheme has been rationalised to benefit small and marginal farmers significantly, offering more options to landowners, which will boost group housing and planned development, ultimately benefiting the common man.
The policy is designed to ensure holistic development by integrating every stakeholder into the process. It will be a game changer for the state as it will provide major benefits for farmers. There will be no more exploitation of farmers, and they will directly benefit. No private developers or land mafia can exploit farmers, as the policy ensures that farmers are protected from exploitation by private players.
The Cabinet also approved the partial surrender and partial cancellation of licences issued to colonies under the Punjab Apartment and Property Regulation Act (PAPRA), 1995, as well as the partial cancellation of approvals granted to industrial park projects. A policy in this regard was notified on March 10, concerning the surrender of licences for developing colonies under the PAPRA Act and approvals for industrial parks. This decision allows for partial surrender of licensed areas, subject to certain conditions, and partial suspension or cancellation of licenses for such projects.
To encourage allottees and bidders of residential, commercial, and other property plots to make lump sum payments of 75 per cent of the total amount, the Cabinet also approved a series of incentives. A 15 per cent discount on the cost of the plot or site will be offered to allottees who make a lump sum payment. This measure, said the spokesperson, is expected to ensure consolidated revenue for the government while also reducing the number of defaulters.

GMADA to acquire 2,600 acres in big growth push for Mohali
In a significant step to further Mohali's growth, the Greater Mohali Area Development Authority (GMADA) will acquire 2,600 acres of land across multiple areas for residential, commercial, industrial and institutional development. The decision was taken during a meeting of GMADA's executive committee on Friday, chaired by Punjab chief secretary KAP Sinha. The land acquisition, aimed at accelerating urban expansion in Mohali, is expected to begin within the next month. According to the committee's decision, 236 acres will be acquired in Sector 87 for commercial use, 313 acres in Sector 84 for institutional purposes, 321 acres across Sectors 101 and 103 for industrial development, and a substantial 1,800 acres in Sectors 120 to 125 along the PR-7 road for residential projects, serving the increasing demand for housing. No more CLU permissions for private builders A senior GMADA official said, 'It has been decided to acquire 2,600 acres of land across different sectors. As a result, going forward, no Change of Land Use (CLU) permissions will be granted to any private builder in these areas. The decision will now be sent to Punjab chief minister Bhagwant Mann, who also serves as chairman of the Punjab Urban Planning and Development Authority, for final approval.' Subsequently, a formal notification will be issued under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, announcing commencement of land acquisition. In lieu of the land acquired, land owners will be offered residential or commercial site plots under the Punjab government's land pooling policy. Further, sites will be carved out of the land acquired and allotted through public auctions. The GMADA official further emphasised that the acquisition in Sectors 120 to 124 was aimed primarily at curbing the proliferation of unauthorised colonies. Last month, Hindustan Times had reported the emergence of unauthorised colonies, covering nearly 50 acres across Sectors 120 to 123 and in villages such as Daun, Raipur, Behlolpur, Barmajra, Tarauli and Jhampur. These colonies were reportedly carved out of agricultural land without securing the mandatory CLU clearances, which require steep fees and official approvals. GMADA officials confirmed that development activities remained a top priority and that efforts to promote planned and legal growth will continue to be strictly enforced across the region. Aerotropolis also moving ahead after green nod Adding another chapter in Mohali's growth, GMADA's ambitious Aerotropolis project has received environmental clearance from the State Environment Impact Assessment Authority, paving the way for development of a world-class township. GMADA's seventh urban residential project, Aerotropolis will come up on more than 5,500 acres in the vicinity of Shaheed Bhagat Singh International Airport on both sides of the Banur-Zirakpur road. The other six townships include Aerocity, Knowledge City, IT City, all in the vicinity of the airport, and EcoCity, EduCity and MediCity in New Chandigarh, Mullanpur. The authority is pumping in ₹1,000 crore in Aerotropolis's capital development before launching the project. An extension of Aerocity, it will comprise both commercial and residential plots in four pockets – A, B, C and D. Expected to be around 8,500 in number, the residential plots will range from 100 to 2,000 square yards. The master plan also features expansive parks, sports complexes, shopping arcades, healthcare centres and green corridors—offering residents a holistic, high-quality urban living experience.

Cabinet to meet twice a month to accelerate policy implementation
Hyderabad: In a bid to resolve pending administrative issues at higher level and accelerate the implementation of the welfare and development programmes in the state, Chief Minister A Revanth Reddy is said to have decided to hold one state Cabinet meeting every fortnight. Accordingly, there will be a second Cabinet meeting later this month. It is likely that Cabinet meetings are held on the first and third Saturday every month. During these meetings, the Cabinet will review every pending issue in every department and expedite policy making. Sources said that the next Cabinet meeting will also discuss the report submitted by the National Dam Safety Authority (NDSA) on the multi-purpose Kaleshwaram Lift Irrigation Project. It would also discuss recommendations made by the Vigilance Commission against the irrigation officials involved in the construction of the project. In the marathon meeting held on Friday, Irrigation Minister N Uttam Kumar Reddy made a power point presentation on the NDSA report and the status of three barrages – Medigadda, Annaram and Sundilla, which were damaged. Officials said that the Chief Minister will take a call on the NDSA and Vigilance Commission reports in the next Cabinet meeting. Sources said that the ministers brought to the notice of the Chief Minister the development works that were pending due to administrative hurdles. In a quick response, Revanth Reddy asked his Cabinet colleagues to come up with an action plan and detailed notes on such important issues in the next Cabinet meeting. The Chief Minister and ministers will also analyze the status of the progress of each scheme and development work in every Assembly constituency. They will rectify the pending issues, if any, immediately in consultation with the officials. If required, the Cabinet will also summon respective Secretaries to seek clarifications on the pending issues. Issues like farmers' welfare, clearance of pending bills of the government and retired employees, Indiramma houses, issuing of ration cards, job recruitments, irrigation projects and investigation in the phone tapping case, Formula E race case and Kaleshwaram scheme will be included in the agenda of every Cabinet meeting from this month. Chief Secretary K Ramakrishna Rao has already been asked to prepare the list of the pending issues in every department and present the same in the next Cabinet meeting.

Chhattisgarh CM meets Union Home Minister Amit Shah, shares achievements of anti-Naxal operations
New Delhi [India], June 6 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai met Union Home Minister Shri Amit Shah in New Delhi on Friday. According to the Chief Minister's Office (CMO), during the meeting, the Chief Minister provided a detailed briefing on the state's recent successes in anti-Maoist operations and the ongoing development initiatives in the Bastar region. CM Sai informed the Home Minister that the anti-Naxal campaign has reached a decisive phase with the state's renewed strategy and the continued support of the Centre. Intensive operations conducted over the past one and a half years have yielded significant results, including the surrender of 1,428 Maoists, a remarkable increase compared to the previous five years. He further stated that 205 encounters occurred during this period, eliminating 427 Maoists, including top leaders such as Baswaraju, the Maoist general secretary, and Central Committee member Sudhakar. The state has also established 64 new forward security camps, substantially strengthening the security grid in the affected regions. The Chief Minister noted that the areas surrounding these security camps are now rapidly gaining access to basic services like electricity, drinking water, healthcare, and education. Under the 'Niyad Nellanar Yojana', 146 villages have been identified where 18 types of integrated community services and 25 government schemes are being actively implemented, leading to a noticeable increase in local trust in the government machinery. Union Home Minister Amit Shah appreciated the Chief Minister's detailed progress report and lauded the Chhattisgarh government's decisive action against Maoist violence. He assured that the central government will continue to extend full support to the state in its fight against Left-Wing Extremism and in ensuring sustainable development in tribal and remote areas. This high-level meeting reaffirmed the Centre-State synergy in combating extremism and highlighted Chhattisgarh's evolving success story, one where peace and development are steadily replacing decades of insurgency.
