PORTLAND, Ore. (KOIN) – A man was sentenced to life in prison with a possibility for parole after 25 years for a shooting death that occurred during a drum circle event three years ago.
Wyatt Storm Belcher, 28, was . His sentencing took place Monday afternoon.
On , multiple witnesses heard a loud bang and saw the victim fall to the ground at the East Park Esplanade parking lot while people were leaving a drum circle event.
Family members told KOIN 6 News the victim, Ash Smith, was a in recent years. Police said Belcher and Smith .
After the shooting, Portland police found Belcher nearby, as he was described by witnesses. A search found a .40 caliber Glock 23 holstered to his waistband.
In May 2022, Belcher originally pleaded not guilty to the charges. Then in August of that same year, a j and ordered that he be committed to the Oregon Hospital.
In 2024, after a psychological evaluation report was created by the Oregon State Hospital, a hearing was held as to whether Belcher was fit to proceed in a trial, and a judge ruled that he was.
The Multnomah County jury deliberated for one hour before convicting Belcher.

ST. LOUIS – A Tennessee man wanted for a 2024 murder was arrested over the weekend following a brief police pursuit that culminated in a wild crash. The crash happened Sunday evening in the 4100 block of St. Louis Avenue, located in the Greater Ville neighborhood. According to the St. Louis Metropolitan Police Department's probable cause statement, officers were patrolling the St. Louis Place neighborhood in a marked vehicle when they noticed a black Toyota Camry with heavily tinted windows and no front license plate. The officers attempted to make traffic stop, but the driver conducted a U-turn and sped off. The Camry went west and eventually sped through the intersection at St. Louis Ave. and North Sarah Street before hitting another car, briefly going airborne, and landing on its side between two properties. The driver and a passenger were both taken into custody. Police said officers found a Glock 23 .40 caliber pistol and a Mini Draco 7.62 caliber pistol in the vehicle, as well as suspected narcotics, cash, and a digital scale. Subscribe Now According to police, that shooting happened on April 22, 2024, just before 9 p.m. in the 1600 block of Hamilton Avenue, in the city's Wells-Goodfellow neighborhood. The victim, Daniel Hughes, was killed in a drive-by shooting while standing on the sidewalk. Hughes was taken in a private vehicle to the hospital, where he later died. He was 27. Investigators eventually determined Tobias-Haywood had rented the vehicle used in the drive-by shooting. The St. Louis Circuit Attorney's Office charged Tobias-Haywood in October 2024 with first-degree murder, unlawful use of a weapon, and two counts of armed criminal action in connection with Hughes' killing. Following his arrest on June 7, prosecutors also charged him with aggravated fleeing and two counts of unlawful possession of a firearm. Tobias-Haywood remains jailed without bond. He's due in court on June 16 for a detention hearing, followed by a preliminary hearing on July 9. Police and prosecutors said Tobias-Haywood is a convicted felon in Missouri. He was convicted in March 2016 for first-degree tampering with a motor vehicle, unlawful use of a weapon, resisting arrest, possession of a defaced firearm, second-degree burglary, stealing, and stealing a firearm. PORTLAND, Ore. (KOIN) — George Middle School in North Portland went into lockdown Tuesday morning after officials said a driver started ramming parked vehicles. According to Portland police, officers responded to the school after reports of a driver in a black Kia Soul ramming parked vehicles. The school went into lockdown, and the car left, but authorities said they eventually returned and hit more cars. Elevated fire danger in Oregon amid thunderstorm and wind threat Police said they later determined that the Kia was stolen. After leaving the school, officials said the suspect crashed the Kia at the intersection of North Hendricks Street and North Charleston Avenue and fled the scene on foot. Police said they searched the area and eventually found the suspect and took him into custody. The suspect, a 17-year-old, is facing numerous charges including hit and run, first-degree criminal mischief, reckless endangerment and unauthorized use of a motor vehicle. Dunmore man faces gun charge following altercation in borough

A Dunmore man found to be in possession of guns faces a firearm charge after a pair of incidents in the borough early Saturday, police said. Officers were investigating the report of a man assaulted by juveniles in the 300 block of North Blakely Street around 12:43 a.m. They were informed by country dispatchers that a firearm was pointed at a man in the 100 block of West Warren Street — a short distance from the assault call, according to a criminal complaint. While traveling to West Warren Street, an officer stopped three juveniles walking away from the assault scene, later determined to have been involved in the altercation, and transported them to the borough police station, police said. During the drive to the police station, officers were notified of a man walking east on West Pine Street, toward the police station, who was holding a firearm in the road, according to the criminal complaint. Then, after turning on West Pine Street, officers spotted a man walking south on Keystone Court, police said. Two other responding officers exited their patrol car and issued verbal commands to the man — later identified as Zaaki Rosario — who was walking away from them, according to the criminal complaint. A handgun and its magazine fell out of Rosario's waistband when he attempted to zip his hooded sweatshirt after turning around, officers said. Officers were also able to see a rifle underneath his sweatshirt, police said. Rosario fully cooperated with officers once the handgun fell out of his waistband, according to the criminal complaint. When officers were apprehending Rosario, they found he had a Glock 23 handgun, an American .223 long rifle, and a 9mm handgun — later determined to have an illegible, deliberately obliterated serial number, police said. Police charged Rosario, 21, with possession of a firearm with the manufacturer number altered. As of Tuesday, Rosario remained in Lackawanna County Prison in lieu of $100,000 bail. A preliminary hearing is set for June 17 at 10:30 a.m.
