Restoration Of Residensi Hektar Gombak Project Begins, To Be Completed By 2027
KUALA LUMPUR, July 30 (Bernama) -- Restoration works for the Residensi Hektar Gombak project commenced today and are expected to be completed by 2027, said Housing and Local Government Minister Nga Kor Ming.
He said the project, which had been left idle since 2018 due to various issues, involved 2,400 residential units and was among the largest abandoned housing projects in the country.
'After months of hard work, the National Housing Department and KPKT (the Housing and Local Government Ministry), in line with the Malaysia MADANI aspirations, have successfully secured a new capital injection of RM125 million to revive this project.
'I am pleased to announce that restoration works will commence today,' he told a press conference after conducting a working visit to the project site here.
He said the initiative to revive the project was part of the MADANI Government's proactive efforts, which also included the establishment of a special task force to address the issue of abandoned private housing projects.
Nga also said he would not hesitate to blacklist the developers of the Residensi Hektar Gombak project and their board members if they failed to complete the project and hand over the keys by 2027, thereby preventing them from further involvement in the industry.
Meanwhile, he said that, to date, a total of 1,127 abandoned housing projects involving 135,211 buyers had been successfully revived, with a combined development value of RM106.48 billion.
Apart from the Residensi Hektar Gombak, he said the government had managed to revive several other abandoned housing developments, including the estate housing project in Selangor, which had been abandoned for 27 years; the Bestari Jaya project in Selangor, which was left idle for 20 years; and the Putera Kiansom People's Housing Project in Kota Kinabalu, Sabah, which began during the Eighth Malaysia Plan.
Nga said the success in reviving the projects reflected the seriousness and commitment of the MADANI Government to ensuring the well-being of the people through a proactive approach and cooperation from all parties, including civil servants.

He added that while Islam is the religion of the Federation, in line with the principle of 'leaving no one behind', the Madani government also provides allocations for the upkeep of RIBI nationwide according to their needs. 'The initiative has received overwhelming response, with nearly 2,400 applications amounting to RM409 million since 2024. 'As KPKT is allocated RM50 million annually, any additional funding will depend on the government's fiscal capacity.' Nga said the ministry also monitors progress through monthly reports, which must be submitted by the 15th of the following month. Applications can be made online via and must include supporting documents such as proof of registration under a legal entity, a bank account confirmation letter, land status documents, and a detailed cost estimate not exceeding RM250,000. According to the Economic Ministry's main document, a dedicated blue economy satellite account is expected to be fully developed by 2030, with the number of modern fishing vessels projected to rise to 45 from merely eight in 2024. The plan also includes upgrading or building fishing vessel shipyards with construction, maintenance, and repair facilities at 10 targeted locations. 'Blue economy development will be managed sustainably to boost economic growth, improve societal well-being, and protect marine, coastal, and freshwater ecosystems for current and future generations,' the document said. The focus will be on growing key industries and preserving biodiversity. Strategic industries will include shipbuilding and repairs, logistics, fisheries and aquaculture, coastal/maritime tourism, and blue renewable energy. Port infrastructure will be enhanced to support growth. The document said Port Klang's capacity will be expanded with a third terminal on Carey Island and Westports 2 container terminal to adopt low-carbon practices. Port capacities in Sabah and Sarawak will also be upgraded. Existing financial incentives will be improved, and sustainable financing mechanisms, including joint financing, will be explored. 'The use of technology and innovation will also focus on ocean waste management, environmental conservation, and blue carbon initiatives,' it said. Additionally, regional cooperation will be intensified in research and development, commercialisation and innovation, technology transfer, talent development, and expertise sharing. Blue economy hubs will be developed in high-potential states like Kelantan, Perak, Sabah, and Terengganu to attract investment. Local expertise will be tapped to attract youth into high-income blue economy careers. To preserve biodiversity, enforcement of the Fisheries Act 1985 (Act 317) will be strengthened, especially in the South China Sea, to combat illegal, unreported, and unregulated fishing. The Act will also be amended to address declining fishery resources. The 13MP document also said the traditional methods of community-based fisheries known as the 'tagal' and 'tagang' practised in Sabah and Sarawak will be expanded to Peninsular Malaysia to protect inland fisheries.
