Chandigarh Police analyses sites of 27 fatal accidents, gives recommendations
Missing rumble strips on the road from Zirakpur towards Hallomajra; high flow of traffic near the wine shop in Sector 48; overgrown tree branches near light point in Sector 55 side; and faded lane marking at the Zirakpur barrier near CRPF post, were few of the technical observations made by the RAAC (Road Accident and Analysis Cell) of the Chandigarh Traffic Police, in a report on 27 fatal accidents, along with recommendations for avoiding such mishaps.
According to the data of the RAAC, in 68 accident cases in Chandigarh that took place this year till April, 30 were fatal, in which 32 persons were killed and 47 injured.
The data was taken through an RTI filed by Ram Kumar Garg of Sector 27, Chandigarh.
The assessment about the 27 fatal accidents has been made based on FIRs and site inspections done by the Chandigarh Traffic Police.
The technical wing of the traffic police has made multiple observations on the cause of the accidents and the recommendations for avoiding such incidents in future.
Among the 27 incidents, one such accident was on March 14, in which a driver reportedly under the influence of alcohol allegedly crashed his Volkswagen Polo at speeds exceeding 150 km/h, killing two police officers and a bystander.
In this case, the police team has observed that a dedicated cycle track and slow carriageway were missing on both the sides of this accident spot.
The police team has thus recommended that — speed calming measures be installed on the entire stretch of road, and dedicated cycle track and slow carriageway to be constructed on both sides of the road from Zirakpur barrier point to Tribune Chowk.
Further, at this point, the lane markings are also faded and the team recommended repainting works.
On the Sector 4/9 dividing accident, in which a man was killed while two women were injured after their scooters (Activa) were allegedly hit by a rashly driven (Porsche) car near the water tank of Sector 4, the police technical team has said that — heavy volume of traffic is observed during the visit at this entire stretch of road from Hira Singh Chowk to PEC light point.
Meanwhile, it has been recommended for the installation of rumble strips, stop lines and studs at the staggered junctions of Sectors 9 and 4, along with an accident-prone area signboard and repainting of zebra crossings and lane markings.
Among the recommendations made for various junctions where fatal accidents were reported, the police team has suggested that ATC light point is urgently required at t-point near wine shop in Sector 48, due to heavy flow of vehicles, while rumble strips should also be installed.
At the slip road, light point Sector 55 side, at Sector 40/41/54/55, the team has recommended that tree falling on the edge of slip road needs to be cut on urgent basis at Sector 55, and pruning of trees, with road marking on road coming from Mohali side, which is faded.
At Central Mall Light point, faded road marking like Zebra crossing, stop line, etc has been recommended to be repainted, with reflectors for cycle track and road median to be connected with existing zebra crossing.
Among the other recommendations, blinkers installation near the rally ground in Sector 25, and pedestrian path and pruning of trees on the left side of the exit gate of ISBT Sector 43, have been made.
A traffic police official said that the Road Crash Analysis Cell is responsible for the study of the road accidents to identify the underlying causal factors.
The branch suggests road engineering and other measures to prevent the occurrence of road crashes.
The cell conducts in depth study of every road crash whether there are any road engineering defects like blind curve, road in poor conditions, absense of dividers, street lights, zebra crossings etc.
If any such engineering defects are found, then Chandigarh traffic police asks the concerned engineering department to rectify them immediately to prevent future crashes, the official added.

Raja and Sonam married on May 11 in Indore. Raja ran a transport business there. They stayed home for about 10 days and then planned a honeymoon trip to Shillong in Meghalaya. On May 20, they travelled from Indore to Guwahati via Bengaluru and visited Kamakhya temple. On May 21, they reached Shillong and booked a hotel room. On May 22, they planned to visit Sohra but the hotel near the police station had no vacancy. They left their luggage and went for sightseeing on a double-decker bus with a guide. Sonam had booked the tickets and told Raja's mother it was a six-seven day trip. But nobody knows why Sonam did not book return tickets. Last Call Raises Alarm On May 23, Sonam spoke with Raja's mother for the last time. Uma sensed Sonam was struggling to breathe. Sonam ended the call saying she would call back later, but never did. That night, Uma felt uneasy. She prayed for their safety. Next morning, she called Raja but no one answered. Raja's elder brother, Sachin, at first thought it was a network issue. But when their phones stayed off from May 24, worry grew. Sonam's brother Govind and Raja's brother Vipin flew to Shillong to join the search. Govind used Google Maps to track their last known location using photos. This led to a rented scooter agency. The agency confirmed the couple rented an Activa and headed toward Osra Hill. The police said Raja and Sonam reached Mawlakhyat village on May 22. They rented a scooter near Sohra police station to visit the living root bridge in Nongriat village. They stayed one night in a homestay and checked out next day. On May 24, their scooter was found abandoned by a café near a gorge on the road from Shillong to Sohra. This area has a resort called Orsa, rumored to be a hideout for criminals. Massive Search Operation More than 50 people joined the search, including locals and village defense members. Heavy rain and fog in the valley made the search tough. On May 27, Madhya Pradesh Chief Minister Dr. Mohan Yadav spoke to his Meghalaya counterpart Conrad Sangma. On May 28, Indore MP Shankar Lalwani reached Shillong and met police officials. Search continued despite rain halts. On June 2, Raja's body was found in a deep gorge after 11 days. On June 3, the police found a red and blue jacket with bloodstains near Mockma village while searching for Sonam with multiple forces, including the NDRF, the SDRF and SIT teams. On June 4, Raja's body was brought back to Indore and cremated. His brother Vipin demanded a CBI probe and accused Meghalaya police of trying to cover up the case. New CCTV Footage Emerges On June 5, the first CCTV footage showed Raja and Sonam at a Shillong hotel reception on May 22. They checked out and went to a hotel in Sisora and then headed to Mawlakhya village. A new CCTV clip released on June 6 showed them arriving at the hotel on a moped – the same one found abandoned by the police. Sonam can be seen removing her jacket in the footage. He revealed that he lost over Rs 4,000 after a passenger tricked him by faking an a now-viral post on Reddit, the driver recalled receiving a ride request near the Command Hospital (CH), which he accepted since he was nearby. The passenger informed him that his wife needed to be dropped off at the railway station. What followed sounded a bit off, but not enough to raise suspicion got a ride in the morning near CH (Army hospital). As I was close, I accepted it. The caller claimed he had made a payment of Rs 4,200 for the ride but requested the driver to transfer the money to another account, as his own UPI was 'not working.' The driver checked his account and saw a credit of Rs 4,000, so he made the transfer to the QR code sent to him on WhatsApp.'Then he said he sent 4000, and I checked my account. Burglar's Attorney-Turned-Girlfriend Among Four Held for Rs24 Lakh Heist

The police also took his attorney-turned-girlfriend into custody for her involvement in a spate of cases over the last couple of months. This includes the housebreaking incident at Kotwali, where valuables worth Rs24 lakhs were stolen earlier this month. The police recovered stolen valuables worth Rs21 lakh from the burglars.
