Hong Kong approves land grants to beleaguered Urban Renewal Authority in rare move

The Hong Kong government has granted two parcels of urban land to the cash-strapped Urban Renewal Authority in a rare move to offer additional financial support for its redevelopment projects, with a condition to review its financing model to ensure sustainability.
The sites in Hung Hom and Tseung Kwan O were approved by the government's top decision-making body in principle on Friday, at a nominal premium of HK$1,000 (US$127) for 50 years.
The two sites will have to be rezoned for residential use in order for the self-financing statutory authority to 'continue to take forward its commenced redevelopment projects in an orderly manner'.
'Redevelopment projects of a larger scale involve huge acquisition costs. Coupled with the sluggish property market in recent years, the URA's projects have been subject to the 'buy-high-sell-low' situation, thus affecting its cash flow,' Secretary for Development Bernadette Linn Hon-ho said in the government announcement.
'Granting land at a nominal land premium has long been one of the major government support measures for the URA … Granting the two sites to the URA is along the same direction that helps the URA to fulfil its urban renewal mission.'
The land grant includes several conditions. The URA must collaborate with the government to refine its operating and financing model, enabling it to undertake urban redevelopment in a financially sustainable manner, 'irrespective of market ups and downs'.

The head of a committee overseeing funding for Hong Kong's public universities has led a delegation to the United States and the United Kingdom to promote the city as a destination for higher education. James Tang Tuck-hong, secretary general of the University Grants Committee, attended a conference in San Diego, California, on May 25, before flying to the UK for another forum in Birmingham. 'During the visit, Professor Tang also met with senior management and prominent scholars from top-tier higher education institutions in the United States and the United Kingdom to exchange views on the latest developments in higher education,' a spokesman for the committee said. Tang's visits came as the government pushes ahead with its 'Study in Hong Kong' campaign, launched in last year's policy address, which targets overseas students, especially those from Southeast Asia and countries under the Belt and Road Initiative. The campaign was launched after city authorities doubled the quota for non-local student intake in the city's eight publicly funded universities to 40 per cent in September last year. After the increase, about 30,000 places are available for non-locals. During the delegation's visit to the US, Tang spoke at the NAFSA Annual Conference and Expo about the strengths of the city's higher education sector and the opportunities it could present to overseas students.

Authorities have received about 150 inquiries from companies about transferring their legal domicile status to Hong Kong after the recent passage of a law making it easier for businesses to establish themselves in the city, the treasury minister has said. Advertisement Secretary for Financial Services and the Treasury Christopher Hui Ching-yu also said on Saturday that about 180 family offices had been set up or expanded their operations in Hong Kong this year, putting the city on track to surpass its year-end goal of 200. 'Since the enactment of the relevant company re-domiciliation regime legislation on May 23, we have had a very positive response from the market, with inquiries about how [businesses] can do that and the detailed procedures,' he said. 'So far, in terms of inquiries, we have received about 150 of them, and in terms of downloads of the relevant information from our website regarding this new regime, the number is close to 10,000. 'So, I think all these are very positive in terms of how we have been drawing more companies to redomicile in Hong Kong.' Advertisement Manulife (International), the city's biggest pension provider, said on Friday that it planned to redomicile to Hong Kong from Bermuda in November, after rival AXA announced a similar decision soon after the legislation's passage. Hui said that while the redomicile regime was for all eligible companies, insurance firms were particularly interested because of the large volume of business in Asia.
