WB's mission reviews progress of NHSP
LAHORE: In a move aimed at strengthening primary healthcare in Punjab, the World Bank's Implementation Support Mission for the National Health Support Programme (NHSP) Punjab convened a special session to assess ongoing progress, reaffirm strategic priorities, and finalize the Programme's Restructuring Paper.
The World Bank (WB) mission is focused on accelerating reforms to improve access, equity, and the overall quality of healthcare services across the province.
The meeting, chaired by Dr Jahanzeb Hussain Labar, Additional Secretary (Vertical Programs)/Project Director NHSP, brought together the representatives of NHSP and aligned programme and WB experts to review progress on Disbursement Linked Indicators (DLIs 1–11), assess environmental and social safeguards including the Grievance Redress Mechanism (GRM) evaluate procurement and financial performance, and chart the next steps for NHSP's restructuring.
While presiding over the session, the PD NHSP informed the WB Mission that essential inputs for establishing Level-I Newborn Nursery Care units at 44 RHCs -one in each district - have been formally notified. These units will be operational in the ongoing year. The initiative aims to reduce neonatal morbidity and mortality by providing timely care in rural and unprivileged areas. An integrated Referral Management System has been developed to connect Primary Healthcare (PHC) facilities with higher-level health institutions. Additionally, a feedback mechanism for Emergency Medical Records (EMR) will soon be implemented across Punjab to strengthen continuity of care.
Dr Jahanzeb also provided a detailed briefing on the establishment of integrated TB screening clinics at Rural Health Centers (RHCs), aimed at enhancing early detection and improving access to diagnostic services. These clinics offering sputum microscopy, Xpert MTB/RIF testing, chest X-rays, and clinical evaluations are expected to help detect an estimated 56,000 additional TB cases annually, significantly contributing to the province's TB control efforts.
The PD NHSP highlighted initiatives to boost immunization coverage, strengthen the Health Information System, and roll out the Community Health Inspector (CHI) model to improve outreach in underserved areas. He also shared progress on the Learning Management System (LMS) to provide standardized training for healthcare providers and managers across Punjab.
The Implementation Support Mission was led by Manav Bhattarai, Task Team Leader and Senior Health Specialist from the WB. The mission comprised technical experts and representatives from the global lender and the Global Financing Facility (GFF), including specialists in health systems, finance, procurement, environment, and social development. The PMU-NHSP entire team including DPD, Dr Fawad Ahmed Iftikhar, OBB, Umaid Faisal, FMS, Khalil-ur-Rehman, Communication Specialist, Karamat Ali and other were present on the occasion.
The meeting concluded with a mutual agreement between the WB team and NHSP leadership on the proposed restructuring of the programme to enhance its performance and impact at the primary healthcare level across Punjab.

Sindh govt committed to women's health and well-being: Murad
KARACHI: Chief Minister (CM) Sindh Syed Murad Ali Shah on Wednesday reaffirmed the government's commitment to improving women's health across the province. In his message On the occasion of the International Day of Action for Women's Health, the Chief Minister stated, 'This day serves as a reminder to highlight the health challenges women face and to encourage effective and sustained action to address them. A healthy woman is the foundation of a healthy society.' CM Shah emphasised that the Sindh government has launched multiple programmes aimed at enhancing women's health. 'A comprehensive maternal and child health programme is underway across the province to safeguard the lives of mothers and newborns by providing them with essential healthcare services,' he said. The CM highlighted that 23,185 Lady Health Workers have been deployed throughout Sindh to deliver healthcare services directly to women at their doorsteps. He also pointed out the success of the 'National Health Support Programme,' which is being implemented with the support of the World Bank. 'This programme primarily focuses on improving care for pregnant women, mothers, and newborns to ensure better health outcomes.' 'The efforts of the Sindh government are proving to be a milestone in the journey towards safeguarding women's health, security, and well-being,' the Chief Minister concluded, reiterating his government's resolve to continue prioritising women's health and empowerment for a stronger, healthier society.

WB team, first lady visit houses for flood victims
A delegation of the World Bank's top officials, accompanied by the First Lady MNA Aseefa Bhutto Zardari and Chief Minister Murad Ali Shah visited a health facility and interacted with the beneficiaries of the government housing project for flood victims in Benazirabad on Friday. WB Managing Director Operations Anna Bjerde and the Country Director for Pakistan Najy Benhassine also interacted with the people at the hospital and in the government built houses. The delegation was also taken to stalls displaying locally manufactured handicrafts. The delegation toured the Basic Health Unit (BHU) in Jam Sahib and engaged with the health workers and patients to gain firsthand insight into the healthcare services being provided at the facility. Sindh Health Minister Azra Fazal Pechuho and other health officers briefed the delegation, telling them that the BHU received more than 20,000 patients every month including a record 5,471 Outpatient Department (OPD) service. They apprised that in terms of the family planning services the BHU has surpassed its goal by 125% and its contraceptive services department has achieved 71% of its monthly target. They claimed quality maternity services and antenatal care, which included trimester check-ups, are also being provided at the BHU. WB MD Anna Bejerde, First Lady Aseefa Bhutto Zardari, CM Murad Ali Shah, Health Minister Pechuho and WB Country Director Najy Benhassine visited the flood rehabilitation housing project in village Nazr Muhammad Laghari Goth, Shaheed Benazirabad district. The delegation later met female members of the Village Reconstruction Committee (VRC), formed under the Sindh Peoples Housing Project, who displayed their handicrafts. They also visited houses in Nazar Mohammad Leghari village, where they handed over ownership documents to the beneficiaries. Bejerde reaffirmed the World Bank's commitment to supporting the Sindh government in flood recovery efforts, praising the resilience of the local people and the leadership's dedication. Aseefa highlighted that granting women ownership rights under the SPHF project is a historic socio-economic empowerment initiative by the Sindh government, significantly benefiting rural women.

Jumbo task: 400 pills a day for elephants with TB
KARACHI: A team of doctors and vets has developed a novel treatment for a pair of elephants suffering from tuberculosis that involves feeding them at least 400 pills a day. The jumbo effort by staff at the Karachi Safari Park involves administering the tablets -- the same as those used to treat TB in humans -- hidden inside food ranging from apples and bananas, to Pakistani sweets The amount of medication is adjusted to account for the weight of the 4,000-kilogram (8,800-pound) elephants. But it has taken Madhubala and Malika several weeks to settle into the treatment after spitting out the first few doses they tasted of the bitter medicine, and crankily charging their keepers "Giving treatment for TB to elephants is always challenging. Each day we use different methods," said Buddhika Bandara, a veterinary surgeon from Sri Lanka who flew in to oversee the treatment. "The animals showed some stress in the beginning, but gradually they adapted to the procedure," said Bandara, who has helped more than a dozen elephants recover from the illness in Sri Lanka. Mahout Ali Baloch wakes early daily to stew rice and lentils, mixed with plenty of sugar cane molasses, and rolls the concoction into dozens of balls pierced with the tablets. "I know the pills are bitter," the 22-year-old said, watching the elephants splashing under a hose to keep cool. Four African elephants -- captured very young in the wild in Tanzania -- arrived in Karachi in 2009. Noor Jehan died in 2023 at the age of 17, and another, Sonia, followed at the end of 2024. An autopsy showed she had contracted tuberculosis, which is endemic in Pakistan. Tests carried out on Madhubala and Malika also came back positive, and the city council -- which owns the safari park -- assembled a team to care for the pachyderms. Bandara said it is not uncommon for elephants to contract the contagious illness from humans, but that Sonia -- and now Madhubala and Malika -- had shown no symptoms. "It was surprising for me that elephants have TB," said Naseem Salahuddin, head of the Infectious Disease Department at the Indus Hospital and Health Network, who was enrolled to monitor staff. "This is an interesting case for me and my students -- everyone wants to know about the procedure and its progress," she told AFP. The team of four mahouts wear face masks and scrubs when feeding the elephants to avoid contracting a disease that infects more than 500,000 humans a year. Karachi Safari Park has long been criticised for the mistreatment of captive animals -- including an elephant evacuated after a campaign by American singer Cher -- but is hopeful its last two elephants will overcome the illness with a year-long treatment plan.
