
From Service To Success: Making Veterans Feel Welcome On Campus

During the recent Memorial Day weekend, in addition to enjoying holiday barbecues, many Americans remember the sacrifices of our veterans in fighting for freedom and democracy. To honor those who have served the country, the US has provided generous benefits for higher education for Veterans. The original Servicemen's Readjustment Act of 1944, popularly known as the 'GI Bill,' was intended to remedy the problems of returning veterans by providing tuition and fees for college, stipends, loans for homes and businesses and counseling. By 1947, veterans comprised nearly 50% of college enrollments, and from 1944 to 1956, nearly half of the 16 million World War II veterans participated in education and training programs, with over 2 million attending colleges and universities. The GI bill was updated in 1984 and again in 2008 to increase support for veterans to include not only full tuition for public colleges but additional funds for housing and books. By 2020, 54% of eligible veterans had taken advantage of these benefits personally, with thousands more transferring their benefits to a spouse or child.
Despite generous funding levels for the GI bill, amounting to $108 billion between 2009 and 2020, many gaps exist in fully supporting veterans as they navigate through the complicated federal documentation requirements. In recent years the number of beneficiaries has been dropping, decreasing by 22% between 2016 and 2021. In addition, the utilization of the benefits varies by military branches, with some branches such as the Air Force seeing less than half of the veterans using their GI Bill benefits. Another problem many veterans have is choosing among a vast array of higher education providers, which include many for-profit institutions that target veterans with aggressive marketing tactics. Some of these institutions have been shown to have questionable business practices such as raising costs on veterans once they are enrolled and misleading veterans into large amounts of student debt. In 2017, seven of the 10 colleges receiving the most GI funds spent less than one-third of the tuition they charged the VA for educating the veterans, and for those schools, only 28% of veterans completed a degree. Some of the more ruthless institutions faced legal action and prosecution, slowing but not stopping these practices. By 2021, the for-profit institutions still served 18% of GI bill beneficiaries, with lower completion rates, lagging by 15% compared to non-profit public colleges, even after controlling for the student's characteristics.
To reduce the incentive among for-profit providers to target veterans, the US federal government in 2021 revised the cap that for-profit institutions could receive from federal funding to include veterans' benefits, reducing some of the ruthless practices among some of these institutions. And while these reforms have reduced some of the fraudulent practices, the government has created a vast and complicated regulatory system to certify eligibility to receive benefits. Many military veterans struggle with opaque and burdensome rules for documenting and certifying their status and eligibility, and often face delays in benefits, with inadequate lines of communication between institutions and the federal government making it extremely difficult to get help. The result is that many veterans are caught in the middle between large and slow bureaucracies on university campuses and at the federal government.
To help solve this problem, a new company known as MilVet Navigator is working to streamline the processes for both veteran and military-connected students and staff within the higher education institutions. MilVet's goal is to improve student experience and outcome, and institution efficiency, bandwidth, and compliance. MilVet's mission was founded to empower the higher education military community. Dr. Mahdi Omar and Paul DeCecco, founded the company in 2023. Dr. Omar spent more than 20 years in higher education and technology fields and Mr. DeCecco is a 29-year Army veteran followed by 8 years working in higher education.
After witnessing the ordeal that many military-affiliated students suffered in using their benefits, Dr. Omar and his team created a new scalable, cost-effective, and highly secure Software-as-a-Service solution that lessens the burdens on both the veteran and military-connected students, and higher education institutions. In an interview, Omar noted that Student Information Systems were not built with the VA and DoD benefits in mind. Such systems have modules to meet the business needs of multiple administrative offices such as admissions, financial aid, enrollment, advising, and others, but offer nearly nothing in the way of VA/DoD benefit management or functionality, failing to address the unique challenges faced by this population. Thus, institutions are forced to rely on spreadsheets, disconnected databases, and manual workarounds leading to fragmented and labor-intensive processes that introduce errors, slow down approvals, and create compliance risks.
The problem is both a lack of staffing and a lack of modern systems, according to Omar. For a university to manage a veteran and their benefits, the veteran and military-connected student has to work with a 'certifying official' who is a specialist in getting the students to provide the complicated paperwork for getting their benefits and then managing the communication with the federal government to release the funds for the student. Omar notes that 'the VA recommends that for every 125 students, you need at least a single school certifying official.' Omar added, 'we have done a survey, and the average ratio is 570 and some schools have 700 to one.'
The thicket of federal regulations is just one of 'two baskets' of problems facing a veteran student, according to DeCecco, who says 'the first basket is their regular support in terms of their transition from military life to civilian life and their needs in the process,' while 'the second basket is their benefits and the processing of their benefits.' Instead of having a modern system for managing benefits, most universities 'do everything in a spreadsheet and sticky notes' according to Omar. MilVet Navigator system, by contrast, offers a system that automatically tracks a student as they enroll in courses and help complete certifications, calculates tuition and fees, and communicates proactively with students by email and even SMS messages to help them effortlessly update their status with the university and the federal government. The result is that the documentation workload of the certifying officials has reduced substantially, making it possible for them to better support the students with the other problems they might face.
Mr. DeCecco, understands the problems of veterans deeply, having completed his graduate degree and with deep roots in the military. DeCecco says that 'the GI Bill is utterly amazing as a tool for veterans to be able to use - but it was not designed for people to be able to both live and pay for college.' DeCecco describes how a veteran will 'get out, maybe try and get a job, with all the stresses of family life, and then they're sitting in classrooms with 18, 19, 20-year-olds.' As DeCecco describes it, the student is asking 'how do I do this in the civilian world? I've spent 4,8, 20 years in the military community, military culture away from normal civilian life. And now I'm being asked to completely reintegrate into that.'
The good news is that with these new systems like MilVet Navigator, colleges and universities can focus on helping our veterans and military-connected students do this reintegration. MilVet team is currently working on additional features and functionalities to facilitate student communities and student connections and mentorships. These new tools will help foster social and support communities among students, veteran staff, advisors and others noted DeCecco. Staff can also use these tools to facilitate events, such as barbecues for veteran and military-connected students. These efforts, when made possible by streamlined information systems, allows for a university to 'build that sense of community to have an event like a barbecue be the catalyst so that people feel welcome.' DeCecco adds, 'I can't understate the importance of that feeling and building that sense of community in working with military veterans and their family members.'

Brenda Tracey speaks out after latest lawsuit involving former Michigan State University coach Mel Tucker
Rape survivor and activist Brenda Tracy is suing Michigan State's Board of Trustees for mishandling the case involving former Michigan State University football coach Mel Tucker. Tracy accused Tucker of sexual harassment. The allegations became public after a USA Today report in September 2023. In a sit-down interview with CBS News Detroit on Wednesday, Tracy says she wants justice. "I'm seeking accountability for what has happened to me. I feel that I've been harmed," she said. "I was then sexually harassed by a person who pretended to be an ally to survivors of sexual violence. If it wasn't true, would be it would be almost unbelievable, right?" The 51-page lawsuit filed Tuesday details interactions between Tracy and Mel Tucker dating back to 2021, including a phone call between the two during which Tucker allegedly pleasured himself without her consent. Tucker has maintained that the pair had a consensual relationship, which Tracy has denied. The new lawsuit alleges that the Board of Trustees shared information about the investigation into Tracy's sexual harassment complaint, which would breach the university's "duty of care." It explicitly names Trustees Rema Vassar and Dennis Denno as defendants and alleges they likely leaked Tracy's name to new outlets and others. "I think people underestimate my resilience, and they underestimate my determination," Tracy said. "There's been this lack of transparency, not giving over your phone, not cooperating with investigators, that kind of thing, like you are trustees. The word trust matters." Tracy is seeking compensatory and punitive damages. She says since the case broke, she's been unemployed, and her nonprofit is no longer active. "My reputation has been destroyed. Personal relationships have been harmed. My character has been harmed. There's too many things really to count. I have issues with safety, my mental health, my emotional well, being like, there's just nothing in my life that hasn't been touched in a drastic, harmful way," she said. CBS News Detroit contacted MSU about the lawsuit; the university declined to comment. Efforts to get a statement from Vassar and Denno also went unanswered. "I'm not going to give up on any of this. So, I think it's interesting that people think that they can, you know, bully me or threaten me or make fun of me, call me names, stalk me, harass me into silence, because that's not going to happen," Tracy said.

Trump's support of Rose among the voices Manfred listened to in ruling MLB ban ended with death
NEW YORK (AP) — President Donald Trump's support of Pete Rose was among the factors Major League Baseball Commissioner Rob Manfred weighed when he decided last month that permanent bans by the sport ended with death, which allows the career hits leader to be considered for the Hall of Fame. Manfred announced the new interpretation on May 13, a decision that allows Rose and Shoeless Joe Jackson to be considered for a Hall committee vote in December 2027. 'The president was one of a number of voices that was supportive of the idea that this was the right decision,' Manfred said Wednesday during a news conference at an owners meeting. 'Obviously, I have respect for the office and the advice that he gave I paid attention to, but I had a lot of other people that were weighing in on the topic, as well.' Rose and then-Commissioner A. Bartlett Giamatti agreed to a permanent ban in August 1989 after an investigation commissioned by MLB concluded Rose repeatedly bet on the Reds as a player and manager for the team from 1985-87, a violation of a long-standing MLB rule. The Hall of Fame in 1991 decided people on the permanent banned list were ineligible for consideration. 'Those who really think about the reasons that I did it think that it is the right decision, and other people I think largely get confused with whether he's going to be in the Hall of Fame or not and maybe don't think that was so good,' Manfred said. Robot umpiresComputer technology to appeal ball/strike calls could be in place for the 2026 regular season. Manfred said use of the Automated Ball-Strike System was likely to be considered by the 11-man competition committee, which includes six management representatives. During a spring training experiment in 288 games, teams were successful on 52.2% of their ball/strike challenges using the Automated Ball-Strike System. 'I do think that we're going to pursue the possibility of change in that process and we'll see what comes out at the end of that,' he said. 'The teams are really positive about ABS. I do have that unscientific system that I use: my email traffic. And my distinct impression is that using ABS in spring training has made people more prone to complain of balls and strike calls via email to me referencing the need for ABS.' An experiment with a technology system to challenge checked-swing calls started in the Class A Florida State League on May 20. That is not under consideration for MLB use in 2026. 'I think we've got to get over the hump in terms of either doing ABS or not doing it before you'd get into the complication of a separate kind of challenge,' Manfred said. Baseball in 2028 Olympics Baseball is returning to the Olympics in 2028 after being played from 1992 to 2008 and then in 2021. MLB is considering whether to allow big league players to be used at the 2028 Games. It did not allow players on 40-man rosters to participate in the 2021 Olympics and many teams discouraged top eligible prospects from playing. 'We made some progress with LA 2028 in terms of what it could look like,' Manfred said. 'We have some other business partners that we need to talk to about, changes that would need to be made in order to accommodate the Olympics. I think we're going to go forward with that process.' Manfred said the players' union appears to be supportive. Labor and possible salary cap proposal A decision on MLB's bargaining positions with the players' association, including whether to propose a salary cap, will be made after this season. Bargaining is likely to start in the spring of 2026 for a successor to the five-year agreement with the union that ended a 99-day lockout on March 10, 2022. The deal expires on Dec. 1, 2026. An ownership economic study committee was formed in early 2023, sparking speculation about a renewed push for a salary-cap system aimed at decreasing payroll disparity. 'Payroll disparity is such a fact of life among the ownership group that there's not a lot of need for talking about whether we have it or not. Everybody kind of gets it,' Manfred said. 'We understand that it has become a bigger problem for us, but there has not been a lot of conversation about that particular topic.' When MLB proposed a cap in 1994, players struck for 7 1/2 months in 1994 and '95, leading to the first cancellation of the World Series since 1904. 'Obviously, over the winter we're going to have to decide what is going to be out there from our perspective, but no decisions on that topic so far,' Manfred said. Broadcasting MLB hopes to reach a deal before the All-Star break on a Sunday night national broadcast package and for the Home Run Derby to replace the agreement ESPN said in February it was ending after this season. Manfred said MLB is negotiating with three parties and is weighing traditional broadcasters and streaming services, who may pay more but have a smaller audience. Manfred regrets giving ESPN the right to opt out, which is causing a negotiation for rights lasting three seasons. MLB's contracts with Fox and Turner end after the 2028 season. 'If you're talking about what we're doing for the next three years, I would overweight reach,' Manfred said. 'The larger negotiation we'll have for the post-'28 period and we continue to believe that reach drives our live business.' Tropicana Field repair Tampa Bay hopes to return to Tropicana Field in St. Petersburg, Florida, next season after playing home games this year across the bay at Steinbrenner Field in Tampa, the New York Yankees' spring training home. The St. Petersburg City Council approved $22.5 million in April to repair the roof, destroyed by Hurricane Milton last Oct. 9. A new roof is being built in Germany and will be shipped to Florida. 'Repair of the stadium is moving along. We remain optimistic that we will be ready either for opening day or very shortly thereafter,' Manfred said. 'Obviously, the big contingency is what happens with hurricane season.' Athletics Las Vegas ballpark A formal groundbreaking hasn't taken place for the Athletics' planned ballpark to open in 2028, though work is being done at the site and a ceremony could be held this month. 'My understanding is they believe they're going to make opening day '28,' Manfred said. Attendance up slightly from 2024 Attendance averaged 28,081 through Tuesday and 900 dates, up 1.4% from 27,687 through the same point last year, when MLB finished with a 0.9% rise to 29,568 for its highest average since 30,042 in 2017. MLB could finish with an average increase in three straight years not impacted by the COVID-19 pandemic for the first time since 2004-07. Tariffs on baseballs While MLB is not concerned about Trump administration tariffs raising the cost of big league baseballs, which are manufactured in Costa Rica, the impact on minor league balls is a concern. 'The minor league baseball is made in China. That's more of an issue,' Manfred said. ___ AP MLB:
