Data Commission Key To Strengthening Governance And Protection

KUALA LUMPUR, Aug 20 (Bernama) -- The establishment of a Data Commission is a crucial step to ensure governance, compliance with standards and comprehensive data protection in the country, Digital Minister Gobind Singh Deo said.
He said the commission will serve as a dedicated regulatory body to address data-related risks, in line with the Digital Trust and Data Security Strategy 2026-2030 outlined under the 13th Malaysia Plan (13MP).
Currently, several functions related to data are managed by various agencies, including the Department of Personal Data Protection (JPDP), which focuses on personal data, and the National Artificial Intelligence Office (NAIO) under the Digital Ministry, which oversees AI-related aspects, but Gobind said there is a pressing need to expand oversight to cover data as a whole.
'This is where we see the importance of having a mechanism that can monitor risks and take action as we go along. We are looking at broadening the scope of data regulation, and that is why we are proposing the establishment of the Data Commission.
'We want to ensure that we have specific standards that must be followed. Rules are in place, but they also need to be enforced, and the laws must be implemented. This is already in the plan, and moving forward, I hope the Data Commission can be established soon,' he said during the question-and-answer session in the Dewan Rakyat today.
Gobind was responding to a supplementary question from Ahmad Fadhli Shaari (PN-Pasir Mas) regarding the government's commitment to establishing a special review body or an independent committee to ensure that the use of technologies such as AI does not compromise personal data or public privacy.
He said the establishment of the Data Commission would fill the gap in the regulatory landscape by providing a fully empowered authority to handle data-related issues beyond the scope of personal data.
The commission would also create a clearer governance structure, thereby boosting public and investor confidence in the level of data security in the country, he added.
In reply to the original question from Datuk Seri Doris Sophia Anak Brodi (GRS-Sri Aman) on the government's measures to ensure the use of AI in cybersecurity complies with ethical principles and privacy rights, Gobind said Malaysia is finalising the National AI Action Plan.

For the first half of 2025 (1H25), net profit more than doubled to RM97.42mil against RM40.70mil in the corresponding period last year, while revenue increased to RM544.10mil from RM494.90mil previously. The group registered higher revenue mainly due to increased sales of the palm products segment by RM19.3mil. BUSINESS KUALA LUMPUR, Aug 20 ( Bernama) — Malaysia views ASEAN as a region with vast untapped potential -- poised to become a dynamic engine of growth and resilience amid global uncertainties, according to the Ministry of Investment, Trade and Industry (MITI). MITI Deputy Secretary General (Trade) Mastura Ahmad Mustafa said ASEAN is more than just a large market, it is a reservoir of innovation, creativity and energy with a population nearing 700 million, almost one third of whom are youth. 'Our demographic dividend, coupled with a rapidly growing consumer class, rising connectivity and accelerating digital adoption, gives ASEAN a unique advantage. 'If nurtured in accordance with the principles of sustainability and inclusivity, these strengths will not only fortify our region's growth but also position ASEAN to play a defining role in shaping the future of the global economy,' she said in her speech at the welcome dinner for the Senior Economic Officials' Meeting (SEOM) 3/56 and Related Meetings today. Under the ASEAN chairmanship, Mastura said Malaysia is working to deepen regional integration, strengthen supply chain resilience, foster sustainable and responsible investment and advance digital innovation. 'More importantly, we are committed to creating opportunities for businesses of all sizes, especially micro, small and medium enterprises to participate meaningfully in ASEAN's growth story,' she added. In a separate statement, MITI said key discussions at SEOM 3/56 focused on Malaysia's Priority Economic Deliverables under its 2025 ASEAN chairmanship; updates on the 2025 Annual Priorities under the AEM/SEOM purview; implementation of ASEAN agreements; advancement of the Digital Economy Framework Agreemen; and ASEAN's sustainability agenda, including carbon neutrality, circular economy, and the ASEAN Power Grid. MITI is hosting the SEOM 3/56 and Related Meetings from Aug 18 to 23 in Kuala Lumpur. The ministry said that discussions with ASEAN Dialogue Partners focused on reviewing progress and addressing key issues related to the implementation of existing Free Trade Agreements (FTAs), as well as the status of work plans and ongoing economic cooperation initiatives.

Zara Qairina case first prosecution under new anti-bullying law

KUALA LUMPUR: The case involving Form One student Zara Qairina Mahathir marks the first prosecution under Section 507C(1) of the Penal Code (Amendment) Act 2025. Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed the historic legal application. He stated the amendment involving Sections 507B to 507G of the Penal Code strengthened legal provisions against acts of bullying. Saifuddin Nasution revealed that since the amendment was enforced on July 11, police had opened 11 investigation papers related to bullying. 'These investigation papers fall under Sections 507B, 507C and so on,' he said. 'This shows that the strengthening of the law has enabled the police to take action.' He made these remarks while winding up the debate on the 13th Malaysia Plan for the Home Ministry in the Dewan Rakyat. The minister was responding to a supplementary question from Syed Saddiq Syed Abdul Rahman (MUDA-Muar). Syed Saddiq had raised the issue of the police's allegedly slow response in investigating bullying cases. The Penal Code (Amendment) 2025 Act and the Criminal Procedure Code (Amendment) 2025 Act were passed in December 2024. These acts aim to address bullying more effectively and comprehensively, including cyberbullying. Earlier today, five teenage girls were charged in the Children's Court in Kota Kinabalu. They were charged with using insulting words against Zara Qairina. The charges were framed under Section 507C(1) of the Penal Code, read together with Section 34 of the Code. This section carries a penalty of up to one year's imprisonment, or a fine, or both, upon conviction. Saifuddin Nasution said the ministry wanted the police to act swiftly in investigating every reported case of bullying. He also reminded all parties not to play up sentiments or create inaccurate impressions. 'When I reviewed the chronology and sequence of the police investigation, with the large number of witness statements taken in detail, I also felt sad,' he said. He expressed that the police's diligence was overshadowed by one perceived failure to conduct a post-mortem. 'Aug 4 was the first time the police submitted the investigation papers to the AG (Attorney General),' he explained. 'On Aug 3, Zara's mother had lodged a police report after noticing bruises while bathing Zara's body.' He confirmed that the investigation papers submitted to the AG recommended that Zara's grave be exhumed. Zara Qairina died at Queen Elizabeth I Hospital on July 17. She was found unconscious in a drain near her school hostel a day earlier. Several other ministries also wound up debates on the 13MP motion for their respective ministries. - Bernama
