Launched by Khattar, how Haryana's Rs 700-cr tablet scheme for govt school students has fallen apart

The Print7 days ago

With no internet access, the tablets have become little more than expensive paperweights for thousands of students, most of whom hail from economically weaker sections, including Scheduled Castes and backward classes.
The reason? The government has failed to recharge the SIM cards that came with these devices, leaving students unable to access the Personalised Adaptive Learning (PAL) app, a key feature meant to provide digital study material.
Gurugram: Nearly 5 lakh tablets worth Rs 700 crore, distributed by the Haryana government to students of classes 10 to 12 under a scheme in 2022, are gathering dust across the state.
The ambitious e-Adhigam scheme, launched with much fanfare in 2022 under then-chief minister Manohar Lal Khattar, aimed to bridge the digital divide for government school students.
However, three years later, the initiative lies in shambles, drawing sharp criticism from teachers, school administrators and education experts who say the government's lack of foresight has let down the very students it sought to uplift.
The tablet distribution scheme was first announced in April 2022, with the BJP government approving the procurement of 5 lakh tablets at a cost of Rs 620 crore, alongside Rs 47 crore worth of SIM cards, to provide free internet with a daily data limit of 2 GB.
An additional Rs 5 crore was allocated for the PAL software, designed to offer e-books, test videos and study materials tailored to the curriculum of classes 10 to 12.
During the budget session of the Haryana Assembly in March 2022, the then education minister Kanwar Pal had assured lawmakers that the initiative would 'fill the chasm in digital learning' for those students who could not afford gadgets like smartphones or tablets.
The tablets were distributed in May and June 2022 in government schools across the state.
At the time, the government hailed the move as a game-changer, particularly for students from Scheduled Castes and Backward Classes who form a significant portion of the student population in these schools.
'The devices will have preloaded content, along with personalised and adaptive learning software, and free internet data will also be provided,' Pal had said in May 2022, shortly before the distribution began.
On 23 May this year, the Directorate of School Education issued a letter to all district education officers, instructing students to use internet facilities at home or rely on broadband at schools 'wherever available.' Teachers and school principals have slammed the directive as 'divorced from reality'.
'The students who come to government schools are generally poor. A good majority are from the Scheduled Castes and Backward Classes. How can the government expect them to have broadband at home? Parents who can afford such luxuries send their children to private schools, not government ones,' a senior secondary school teacher in Rohtak district told ThePrint on Wednesday.
A school principal in Fatehabad district echoed this sentiment, saying that even schools lack the infrastructure to support the government's directive.
'Most government schools don't have broadband facilities. The government provides cash stipends, bicycles, books, and uniforms to attract students from marginalized communities, but what's the point if they can't access the study material on these tablets?' the principal asked.
In Panipat, another teacher highlighted the irony of the situation. 'First, the government made these students dependent on the internet by giving them tablets with SIM cards. They spent more time on Instagram and YouTube than on the PAL app. But now, the government has stopped providing internet, making the tablets useless,' the teacher said.

Tablets turn into tools for entertainment
The misuse of tablets has been a persistent issue since their distribution. With free internet access, many students used the devices for non-educational purposes, such as making reels or scrolling through social media.
'The government created a problem by giving them unrestricted internet access in the first place. Now, they've taken it away entirely, leaving the students with nothing,' the Panipat teacher contended.
Haryana Education Minister Mahipal Dhanda could not be contacted, as the person who answered calls said he was busy meeting workers.
In August 2023, ThePrint had reported that sarpanchs had written to the additional chief secretary, school education, to take back the tablets provided to children. The children, they had said, were misusing these gadgets.
Pankaj Agarwal, Principal Secretary to the Haryana Government in the School Education Department, acknowledged the misuse of gadgets.
'We've received complaints that students are using the tablets for other activities like making reels or staying active on platforms like Instagram and YouTube,' he told ThePrint.
To address this, Agarwal said he has sent a proposal to the state government, which is yet to be approved. The proposal includes two key changes: providing internet leaselines to schools for a stable connection and restricting tablet usage to school hours, rather than allowing students to take the devices home.
'This will ensure that the tablets are used for educational purposes only,' Agarwal said. However, with the proposal still pending approval, students remain in limbo.

NCLT deputy registrar arrest: CBI seeks to interrogate accused again, he files for bail claiming no truth in allegations of seeking bribe

The CBI has again sought the custody of a deputy registrar of the National Company Law Tribunal (NCLT) arrested last month on allegations of accepting a bribe of Rs 3 lakh, even as he has filed for bail. Charan Pratap Singh was arrested along with an aide Karsan Ahir on May 29 by the CBI and the special court sent them to judicial custody on the same day. The CBI has again sought custody of Singh and Ahir stating that their custodial interrogation is needed to ascertain about the staff or other senior officials of the NCLT, who were helping him in the case of the complainant, an hotel owner, from whom the bribe was allegedly sought to settle the matter in his favour. The CBI has said that its officials did not get sufficient time to interrogate the arrested accused. Singh has, meanwhile, sought bail claiming that the allegations are 'vague' and 'without any concrete evidence'. The case relates to a dispute between the complainant and his brothers regarding the ownership of the hotel. The matter is pending before the NCLT in Mumbai for over five years. The complainant had alleged that he came in contact with Singh in connection with the pending matter. It is alleged that Singh contacted the complainant and informed him that one of his staff members wanted to stay at his hotel in Lonavala. Accordingly, the staffer with her family stayed at the hotel in April but payment for the same was not done with a bill of Rs 30,000 pending. The complainant alleged that when he asked Singh about the dues, he got irritated and reminded him about the pending matter in NCLT. The complainant further alleged that Singh told him that he will help him with the case and sought the files of the case, which he then handed over at a restaurant on April 26. The complainant had alleged that Singh sought a bribe from him, and he approached the anti-corruption bureau of the agency, following which a trap was laid. On May 28, Ahir, an aide of Singh, accepted the bribe amount on his behalf, the CBI has claimed. The CBI had then sought custody of Singh claiming that he is involved in a 'corruption racket' 'which may lead to a bigger conspiracy of corrupt practices taking place at NCLT' but he was sent to judicial custody by the court. The CBI has now sought to probe into the movement of the file related to the complainant's case, claiming that the two accused have 'exclusive knowledge' of it. Singh through his lawyer Shalabh Saxena said that searches have already been conducted at his residence and no 'tainted' money or incriminating recovery has been made, with mere cash of Rs 22,000 found at his home. 'There is no documented or corroborated evidence to establish the demand of illegal gratification by the accused,' the bail plea states. It is also claimed that Singh owns no property in Mumbai and is living in a shared accommodation in a '8×10 chawl'. He has further submitted that he does not have any sanctioning authority or financial decision-making power in the NCLT. The court has scheduled the pleas for hearing on June 9.

Excise policy case: No objection if former Delhi CM Arvind Kejriwal's passport is renewed, says court

A Delhi court Wednesday granted a no-objection certificate (NOC) to former Delhi Chief Minister Arvind Kejriwal to renew his passport. The AAP chief is an accused in the corruption and money laundering cases linked to the alleged Delhi excise policy scam. 'In such circumstances, applications preferred by Arvind Kejriwal for renewal of his passport is allowed and this court has 'no objection' if the passport of the applicant, namely, Arvind Kejriwal is renewed for 10 years as per rules,' said Special Judge Dig Vinay Singh of Rouse Avenue Court in his June 4 order. While the Central Bureau of Investigation (CBI) had opposed the request, submitting that as per norms, renewal permission for five years should be granted, the Enforcement Directorate did not give a formal reply and stated orally that the renewal of the passport should not be granted for 10 years. The CBI, which is investigating the corruption case in the matter, was represented in court by Special Public Prosecutor (SPP) and Senior Advocate D P Singh. The ED, which is investigating the money laundering case, was represented by SPPs N K Matta and Simon Benjamin, along with advocate Faizan. Kejriwal, whose passport had expired in 2018, had sought a 10-year renewal. He was represented in court by advocate Mudit Jain. 'It is, however, made clear that the order of this court shall not in any manner fetter the discretion of passport authorities in grant or refusal of the renewal of passport under the Indian Passports Act and relevant rules. The 'no objection' granted vide this order shall remain in force for three months from today, within which the applicant may get his passport renewed,' the court said. 'It goes without saying that the present order is not granting any permission to the applicant to travel abroad, and if he ever desires to travel abroad for any purpose, he shall have to file an appropriate application seeking such permission,' it added. As per the central agencies, Kejriwal's role in the excise policy 'scam' allegedly involved receiving 'bribe money' from the 'South Group' (business persons from South India) in exchange for granting favours to them when the now-scrapped policy was being drafted. The CBI had alleged that Kejriwal ensured Rs 90 lakh from the 'bribe money' would be given to each of the 40 AAP candidates during the 2022 Goa Assembly polls. Kejriwal was arrested by the ED on March 21, 2024. On June 26, 2024, he was formally arrested by the CBI. He was granted interim bail by the Supreme Court in the ED money laundering case on July 12, 2024. The Supreme Court later granted him bail in the CBI case on September 13, 2024.

Indian Railways passengers note! Is your IRCTC account Aadhaar-verified? Tatkal tickets won't be possible otherwise..

Indian Railways is planning to make the Tatkal ticketing process more robust by making some of the rules more stringent, like only Aadhar verified accounts will be allowed to book online Tatkal tickets, Aadhar based OTP authentication shall also be required for booking. Sources said that counter based tatkal ticket may also be booked after Aadhar verification to control malpractices. 'Indian Railways will soon start using e-Aadhaar authentication to book Tatkal tickets. This will help genuine users get confirmed tickets during need," said Railway Minister Ashwini Vaishnaw Vaishnaw on Friday said a passenger, who has bought physical ticket from the ticket counter can cancel it online through the IRCTC website or 139, but one has to visit the reservation centre for collecting the amount. The issue was raised by BJP MP Medha Vishram Kulkarni, who asked whether the passengers who have purchased waiting tickets from counter as opposed to etickets are required to visit the station before the train's departure for ticket cancellation. "Waitlisted PRS counter ticket shall be cancelled across the reservation counter on surrendering of the original PRS counter ticket as per time limit prescribed in Railway Passengers (Cancellation of Tickets and Refund of Fares) Rules 2015," Vaishnaw said in a written reply in the Rajya Sabha.
