British backpacker faces 20 years in jail after being charged over Australia e-scooter crash death
A British backpacker could face up to 20 years in prison in Australia after she was charged over the death of a man in an e-scooter crash.
Alicia Kemp, 24, was charged with hitting Thanh Phan, 51, from behind on an e-scooter in Perth city on 31 May.
Phan, a father of two, suffered injuries to the head and underwent surgery for brain swelling, but died two days later, ABC News reported.
'Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured,' police said in a statement.
'We received the heartbreaking news that Thanh passed away as a result of his injuries.'
Ms Kemp was charged with death by dangerous driving while under the influence which could put her behind bars for two decades if found guilty.
Prosecutors said that she had a blood alcohol level of 0.158 when she "careered" onto Phan's back, driving the e-scooter at 25km per hour.
Ms Kemp's friend, who was her e-scooter passenger, had allegedly been evicted from a bar due to intoxication before the crash. The friend, 26, also suffered injuries from the crash, including a fractured skull and broken nose.
Police said CCTV footage captured Ms Kemp "inexplicably dangerous" riding. She was now facing an additional charge of dangerous driving under the influence for injuries suffered by her co-passenger.
Ms Kemp appeared at the Perth Magistrates Court last week but was denied a bail application after the magistrate ruled that she posed a significant flight risk.
She was reportedly visiting Western Australia on a four-month working holiday visa and had been celebrating with her friends before the incident.
Phan's family described him as a "beloved husband, father of two, brother, and dear friend".
They called his death 'heartbreaking' and urged the city to review safety regulations related to the use of hired e-scooters.
'Over the next two days, the scooter providers will go through and collect them off our streets,' Perth deputy lord mayor Bruce Reynolds said, calling the incident a 'tragic event'.
Police in Western Australia have also since launched a crackdown on e-scooters.
'Further education campaigns and compliance measures are being considered,' Rita Saffioti, the deputy premier of Western Australia, said.
Ms Kemp remains in custody and will return to court on 15 July.
Her parents are reportedly flying to Australia to support her.

One dead, two hurt in Gadsden County head-on crash, FHP says
A head-on collision in Gadsden County has left one dead and two others injured, the Florida Highway Patrol said. The wreck happened around 5 p.m. on June 7, at the intersection of Havana Highway and Wayne Gregory Road, about a mile and a half west of downtown Havana. A sedan was traveling west on Havana Highway and an SUV was headed east, an FHP news release said. It's not clear why, but the sedan struck the SUV head on. A 34-year-old Tallahassee man was driving the sedan; he was listed in critical condition at Tallahassee Memorial Healthcare. His passenger, a 42-year-old Gretna man, was killed. The driver of the SUV, a 37-year-old Havana woman, was in serious condition at TMH. FHP does not identify crash victims in its news releases. Both drivers and the passenger were wearing seat belts, FHP added. The press release does not say whether the wreck is under investigation or whether any charges are pending. Three drivers clocked at over 100mph in an hour
A road policing chief said he was left "horrified" after three drivers were caught driving at over 100 mph on a stretch within the space of an hour. Adam Pipe, from Essex Police, said one of his officers, who was carrying out speed checks on the A12 between Chelmsford and Witham, detected a total of 180 offences in just 60 minutes. One motorist was clocked driving at 140mph, another at 121mph - and a third at 110mph. They will all receive court summons, the force added. "It's totally unacceptable and is putting road users, as well as themselves, at risk of serious injury or death," Mr Pipe said. "I'm horrified to see drivers reaching twice the legal speed limit on our roads," he added. "We've seen a number of serious collisions on our roads this year, with people losing their lives." He said the force was committed to reducing speeds and officers were patrolling the roads network 24 hours a day, to catch irresponsible drivers and keep people safe. The patrol was carried out on Friday afternoon. Mr Pipe said: "I urge people to think about the consequences of driving too fast and the irreparable damage that can be caused. "Don't resort to speeding, it's never worth the devastating cost," he warned. The fixed penalty for speeding is a £100 fine and three points on a driving licence. Drivers who exceed the limit by a significant margin can expect six points on a licence, as well as a court appearance and a driving ban, the RAC said.
