City man named and charged with ‘assault' after ‘attempted kidnap' of kids

A city man has been named and charged with 'assault' after initially being arrested on suspicion of the 'attempted kidnap' of two young children.
Tiago Faria Da Silva of Cowley Road appeared in Oxford Magistrates' Court on Saturday, August 9.
There the 39-year-old was charged with one count of assault occasioning actual bodily harm and one count of battery.
He was released on conditional court bail and is due to appear before the magistrates' again on Friday, August 15.

This follows an incident on Holywell Street in Oxford at 4.08pm on Thursday, August 7, after which Da Silva was arrested on suspicion of the 'attempted kidnap and kidnap' of two young children.
Following that, he was further arrested for assault, on which grounds he has been charged.
He will appear at Oxford Magistrates' Court again on Friday (Image: NQ) A spokesperson for Thames Valley Police said: 'We just wanted to update you on the incident in Holywell Street, Oxford, on Thursday (August 7), as the suspect has now been charged.
'Tiago Faria Da Silva, aged 39, of Cowley Road, Oxford, was charged with one count each of assault occasioning actual bodily harm and battery on Friday (August 8).
'Faria Da Silva was remanded in custody and appeared at Oxford Magistrates' Court on Saturday (August 9), where he was released on conditional court bail.
'He is due to appear at the same court on Friday (August 15).'

But he then started messaging the teen to "ask if he was horny" and suggested that the two perform a sex act together in what he termed "races". Ratcliffe went on to pay the complainant £50 to take part in such activity on a number of occasions. The boy also agreed to be paid £140 in order to allow the defendant to perform oral sex on him as he wanted the money to attend a music festival. However, the teenager's mother grew concerned over his behaviour and discovered Ratcliffe's abuse after checking her son's Xbox and finding a series of messages between the two. The youngster was said to have become "distraught" and burst into tears at this stage, being taken to hospital in a "complete state" as a result. Ratcliffe, who has no previous convictions, went on to state in a basis of plea, which was accepted by the prosecution, that he "wasn't aware that it was a sexual offence to pay for the sexual services" of a person aged 17. He also maintained that their activity had been consensual, having occurred over a period of nine weeks. Louise McCloskey, defending, told the court: "This is clearly a serious case, one in which the defendant has been open and honest about the difficulties that he has faced. That is to his credit. "The Probation Service feel he is somebody that they would be able to work with in order to support him to reduce what is already classed as a low risk of reoffending in the future. While a period of imprisonment would mark the seriousness of the offence, it would have a significant detrimental impact on his already fragile mental health and would be an obstacle to the intervention and progress that the defendant has made so far. "The defendant clearly has already taken steps to address some of his difficulties. He is a man of hitherto positive good character, given his background. He has strong personal mitigation, in terms of the impact that his time in the forces has had. A custodial sentence would involve that loss of his home. It would impact negatively on his mental health and have a significant impact on his father and his son." Ratcliffe admitted one count of paying for the sexual services of a child. Appearing in the dock wearing a grey t-shirt and red Adidas shorts, he was handed an eight-month imprisonment suspended for a year. Sentencing, Judge Stuart Driver KC said: "There is a lot of mitigation here. You are of previous good character. Indeed, you have a positive record of military service. "I accept that an unusual feature of the case is that you were not aware that you were committing an offence, because the activities that you conducted with a 17-year-od were not themselves unlawful. It is the paying for them that is an offence. "You have poor mental health and you have sought treatment, which is underway. If I see you again, you should expect to go to prison." Ratcliffe will be required to complete a rehabilitation activity requirement of up to 10 days and a six-month alcohol treatment requirement. He was also handed a 10-year restraining order.

VANDALS have struck in a North Yorkshire street. The county's police force say a car was attacked in West Terrace, Greenfield Road, Scarborough between 9.30pm and 11.45pm on Friday, August 8. A police spokesman said: 'A red Vauxhall Astra had substantial damage including four slashed tyres, a broken wing mirror and a smashed passenger side window. 'We're particularly appealing for information about two young boys who were seen in the area at the time of the incident. A drunk thug punched a bar manager in the face after he was told he would not be served any more alcohol. Luke Hicks became aggressive when the drinks dried up at Yates in Southampton. The 33-year-old travelled from Rotherham to visit his brother in April, but the happy reunion ended with his arrest. Despite fracturing the man's jaw in two places, Hicks walked free from court but was firmly told to 'stop boozing'. Prosecuting, Christopher Wing told Southampton Crown Court that he was refused alcohol at around 9pm on April 24 as his behaviour deteriorated. General manager of the bar Charlie Balsdon was outside the premises when Hicks punched him square in the jaw, causing him to stumble back and fall to the ground. Mr Wing said: 'After the punch, he was apprehended by other staff members, and the victim was taken to hospital. 'An X-ray revealed he had two fractures to his jaw.' He said: 'I spent four days in hospital and now have the plates in my jaw to keep the joints together. 'I still have no feeling in the lower area of the righthand side of my face, and my jaw still cannot open fully. I feel anxious I will be attacked again.' Four months on, he has realised he needs to deal with his mental health, Keely Harvey said on behalf of Hicks. She said he has a place to stay and a job waiting for him should he not be sent to prison. Judge Nigel Peters KC told Hicks he 'needs to sacrifice boozing' and 'think of the money in his pocket' by giving up alcohol. 'You need to compensate that poor man who had his jaw broken', he added. 'When you punch somebody and they fall to the ground, anything can happen to them – they could die. 'You are someone with a bad record of violence through drink.' Hicks, from Lapwater Road, Rotherham, admitted one charge of GBH was given a 16-month sentence suspended for two years and is subject to 120 days alcohol abstinence via a monitoring tag. He must complete 30 rehabilitation activity requirement days and pay compensation of £1200 to the victim.
