PACS secys on sick leave make Thailand trip, suspended

Bhubaneswar: It seems the secretaries of six primary agriculture cooperative societies (PACS) in Boudh and Sonepur districts took the phrase 'sick of work' a bit too literally! Who knew that the best cure for a mysterious illness was a dose of vitamin sea in Thailand? The lure of sun, sea and sand was so strong that it allegedly pulled them out of the sick bed and into the beach getaway.
While their official records showed them battling imaginary ailments, their social media photographs showed them busy battling the waves in Phuket and Pattaya.
The govt, however, wasn't too thrilled about their impromptu beach therapy session. They swung into action, suspending three of the secretaries and serving show-cause notices to the others.
"Upon inquiry, we found that Manjay Dharua, Dhaneswar Sahoo and Arun Pujhari, secretaries of PACS at Lachhipur, Mayurudan and Rengali in Sonepur district, were absent from Aug 8-11.
It was found that they were vacationing in Thailand after having taken sick leave. They were suspended on Aug 12," Nruparaj Sahu, district collector of Sonepur, said on Sunday.
Govt sources said these six PACS secretaries, along with a senior official from the registrar of cooperative society in Boudh district, had gone on a trip to Thailand from Aug 8-11 which was sponsored by a private fertiliser manufacturing company.

"The PACS secretaries were expected to be present during the crucial farming period. Their responsibilities include overseeing farmer registration and managing the distribution of fertilisers, which are vital to the agricultural community during this period of time," explained an official of the state cooperation department.
PACS play a vital role in paddy procurement and the supply of seeds, fertilisers and agricultural equipment to farmers.
Their absence during this period left many farmers without access to essential resources.
Girish Chandra Purohit, Boudh district registrar of cooperative societies (DRCS), confirmed that three PACS secretaries from the district had joined their suspended colleagues from Sonepur on the Thailand trip, and have been issued show-cause notices. "I, too, had accompanied the six PACS secretaries to Thailand from Aug 8-11. Three secretaries from our district have received show-cause notices. I am also under departmental inquiry, although I had obtained prior permission for the trip," Purohit told TOI.
Rajesh Prabhakar Patil, secretary of the state cooperation department, said the investigation is ongoing. "We are taking action against those found guilty of dereliction of duty," Patil said.

How long could the recovery take? At this early stage, no official diagnosis has been released. Cunningham is scheduled to have an MRI to clarify the extent of the knee damage. Medical experts suggest that if this is simply a knee sprain, recovery might take a few weeks. 1 2 Pune: The Saturday morning incident in Indapur town where a stray dog with suspected rabies went on a rampage biting 13 people in the busy college area exposed the shortcomings of the local sub-district hospital which does not have stock of the critical anti-rabies serum (ARS) for the last four months. There was panic in the neighbourhood along the Pune–Solapur highway and the injured — including students, senior citizens and passers-by — that were bleeding profusely were rushed to the Indapur sub-district hospital, which only had primary vaccination. Patients were advised to seek treatment at Baramati or in private hospitals. There was widespread chaos and resentment among the citizens. Victim Pandurang Shinde said, "It shows how ill-prepared such govt hospitals are. Why would people go there even in emergency situations? The incident highlights the hospital administration's sheer negligence." Tanaji Shewale, another one of the victims, raised questions about the hospital's apathy. "It shows the hospital administration's irresponsible attitude. How can they not have stock of such a serum? We had to travel to Baramati in that situation." District civil surgeon Dr Nagnath Yampalle told TOI that the vaccine was not available for the last few months and the sub-district hospital had recently been permitted to procure it from the patient welfare fund. "In the Indapur case, unfortunately, we didn't have ARS at the critical moment. Hence, the hospital superintendent had to advise the injured to reach out to the Baramati hospital. However, the superintendent could have purchased the ARS from local medical shops for the emergency," he added. Superintendent of the Indapur sub-district hospital Dr Siddharth Nampalli said they did not procure the vaccine because bills submitted for such purchases were often not cleared in time. The district has 20 sub-district hospitals across 13 tehsils and all are supposed to stock crucial vaccines and serums, including ARS, as dog bites are reported regularly. Yampalle said, "We get at least 700 cases of dog bites every month. The number is quite high. Therefore, our hospitals have enough stock of anti-rabies vaccine. But people bitten by a rabid dog have to be administered ARS. Even in a wildlife case, such as a leopard bite, we have to give ARS." The district surgeon said they would supply ARS to tehsil hospitals within a week. Meanwhile, the Indapur municipal council staff captured and neutralised the dog with suspected rabies, bringing relief to residents. Nonetheless, locals slammed the hospital's failure, calling it a serious lapse which had endangered lives. Meanwhile, Yampalle further said, "According to our procedures, we cannot confirm whether the dog is affected by rabies. A dog with rabies shows symptoms such as hydrophobia and typically dies within a few days. We will determine the dog's actual health status over the next few days. Also, healthy dogs usually do not bite multiple people." Villagers have urged local representatives, including state agriculture minister and local MLA Dattatray Bharane, to intervene and ensure uninterrupted ARS supply.
