Durban mayor Cyril Xaba champions transparency as Auditor-General presents audit findings

Ethekwini Mayor Cyril Xaba stated that he was keen to promote transparency and accountability by inviting the Auditor-General (AG) to present the Status of Records Review at an Executive Committee meeting on Tuesday.
The report is the outcome of a high-level risk assessment process for the period 2024/25 against the 2023 and 2024 audit findings and commitments. According to the municipality, the AG's office presented two important documents: the Audit Strategy, which drives their engagements with City officials, and the Status of Records Review on 4 July.
Xaba said he provided comments and commitments to the AG to support their work to improve audit outcomes and restore public trust in the municipality.
He explained that in terms of the Audit Strategy, the AG will table the 2024 and 2025 audit outcomes to the executive committee in January 2026 and to council on 30 January 2026.
The AG is expected to present the audit report for the municipality to Xaba on 28 November 2025.
'For the work they do, the City budgets around R30 million annually. This seminal work ultimately culminates in the Audit Outcomes. It assesses the extent to which management has addressed those matters and warns of the likelihood of the audit finding resurfacing in future audits. These are early warning signals that, if disregarded, lead to repeat findings,' Xaba said.

According to the municipality, the status of the records review looks at the following:
It identifies key areas of concern that may impact the municipality's preparation of financial and performance reports, including complying with relevant legislation and achieving a clean audit.
It assesses progress made in implementing audit action plans or meeting declared commitments to address areas of concern that were communicated in previous engagements with the accounting officer.
It then zooms into deficiencies and risks in the procurement and contract management environment, and progress or lack thereof in addressing them. It cites poor contract management and planning, resulting in the use of expired contracts and the use of Section 36 due to poor planning.
It reviews progress made by management in investigating the irregular expenditure reported in the previous financial year, steps taken to recover monies loss to the municipality and finalisation of investigations and instituting of disciplinary actions against the offending officials.
'There are challenges in the audit process. Inadequate or no supporting documentation was provided to substantiate the reported performance. Concerning the Planning, Monitoring, and Evaluation verifying performance information, the AG's office noted that insufficient details were provided regarding the performance information verification process, and the evidence of whether such verifications have been performed,' Xaba said.
According to Xaba, as part of his response to the matters raised by the AG, he highlighted the following resolutions adopted at the Drakensburg Strategic Retreat in March 2025: that both internal and external audit findings should be reported to the relevant Portfolio Committees to keep them abreast with the progress and challenges encountered in the implementation of action plans.
Portfolio Committees will monitor progress every quarter.

WITH job opportunities limited these days, many people are turning to content creating to earn a living. For others, the freedom of being their own boss and working on their own terms has drawn them to the world of digital influence. Recently a launch for The Purposefully Influencing Awards was held at Radisson Blu Hotel in Umhlanga. Started by Durban resident Pearl Holdstock, the aim is to celebrate individuals who are using social media with intention. Among the nominees was 12-year-old Elihle Shezi who is already making waves on TikTok and Instagram with more than 120 000 followers on each platform. On her platforms Elihle advertises mostly fashion trends as she is a fashion model. 'I do content creating mostly on the weekends as during the week I focus on my schoolwork,' adding that she has not dropped in her studies. Founder of The Purposefully Influencing Awards, Pearl Holdstock, said in her opinion content creating is the process of producing and sharing valuable, relevant, and engaging content across various platforms, such as: Facebook, Instagram, TikTok, X, YouTube in the form of posts, videos, stories and blogging written articles. 'It is also producing podcasts and distributing audio content through platforms such as Apple Podcasts or Spotify.' Holdstock said once you reach 1000 followers, people can start earning as brands approach you. 'Content creators can also approach brands using apps like humanz, salt or register with different marketing agencies. 'The starting is 1000 followers but trade exchange collaboration brands prefer people with more that 3000 followers upwards for paid partnership.' The awards will be held at Radisson Blu Hotel, Umhlanga on Friday, November 14. There are 30 categories including: Best Blog, Funniest Content Creator, Most Inspirational Content Creator, and Best Social Entrepreneur. New passport stamps, introduced at SA's borders from this month (August 2025), will hopefully stem the tide of corruption and illegal immigration. This past weekend, the Border Management Authority (BMA) hosted a press conference in Pretoria to clarify. Besides releasing its quarterly report for the 2025/26 financial year, the BMA Commissioner, Michael Masiapato, highlighted key changes at SA's borders. A new collaboration with the Government Printing Works brings with it a new passport stamp of the 'highest security standards.' Image: File Principally, the BMA is introducing a new stamp at SA's borders to prevent tampering, forgery, and unauthorised use. Withdrawal of the old stamps was carried out concurrently with the distribution of the new one, reports IOL . 'We started with immigration-based stamps for SA's borders. But now we'll embark on redesigning new stamps for other specialised functions. These include the likes of agriculture, health and environment,' said Masiapato. Most foreign nationals forbade entry were from Zimbabwe and Mozambique, says the commissioner. Image: File Likewise, Masiapato provided an update on the security of SA's borders. In the first quarter of the year, 9 954 persons were intercepted and deported while attempting to enter the country illegally. 'Of those, 5 826 were undocumented, 2 127 inadmissible and 2 001 undesirable. Moreover, the majority were from Basotho, Zimbabwe and Mozambique,' said Masiapato. Since July 2022, the BMA has prevented 496 622 people from crossing SA's borders illegally. And over this period the border guards have intercepted more than 350 vehicles being smuggled out of the country by criminal syndicates.
