Dubai's real estate market witnessed AED66.8 billion in sales transactions across 18,700 deals last month, Property Finder's proprietary data reveals. This historic achievement represents a staggering 44% year-over-year surge in transaction value and a solid 6% increase in volume, signalling robust market confidence and sustained investor appetite for Dubai properties. The performance was driven by strong growth in ready transactions, for both primary and secondary segments. Primary ready sales more than quadrupled compared to May 2024, reaching AED17.9 billion. This represented a 314% increase in value across 2,400 transactions and a 145% growth. Secondary ready sales also reached a new peak, with 6,078 transactions worth AED24 billion, representing 8% and 21% year-over-year growth in volume and value, respectively, underscoring strong and sustained demand in the resale market. Key data highlights: Primary market continues its dominance: Overall, primary ready and off-plan sales skyrocketed, rising by 65% year-over-year to reach AED 37 billion in May 2025. Secondary market shows resilience: Overall, the secondary sales market set a new record in May 2025, with AED 29 billion in transaction value and 8,471 transactions, up 23% and 15% year-over-year, respectively. Strategic investment hotspots: Business Bay emerged as a premium investment magnet, capturing 5% of total primary transaction value despite representing only 3% of volume, indicating high-value, sophisticated investment activity. Al Barsha demonstrated broad market appeal, accounting for 2% of total value while commanding 5% of transaction volume, showcasing strong demand across price points. A notable AED 1.5 billion land transaction in Palm Deira further underscored institutional confidence in Dubai's long-term growth trajectory, bolstered by strong resale activity in key communities such as Business Bay, Al Barsha, and Wadi Al Safa 3. Consumer behaviour trends: Consumer preferences have stayed steady for the past one year, with apartments dominating demand from home seekers, representing 78% of rental searches and 60% of buyer interest. While studios attracted 21% of rental searches and only 15% of purchase interest, one-bedroom units commanded 35% of purchase searches and 38% of rental searches. This imbalance could potentially suggest that while studios are more attractive for budget-conscious renters, buyers tend to prioritise larger units, due to perceived long-term value, livability, or investment potential. Cherif Sleiman, Chief Revenue Officer at Property Finder, said, 'Just when we thought April was Dubai's most significant month in terms of transaction value at AED62.1 bn, May eclipsed this with AED66.8 billion in transaction value. Egypt's Minister of Environment, Yasmine Fouad, on Sunday launched a nationwide awareness campaign titled 'Reduce It' to combat single-use plastic pollution, aligning with World Environment Day 2025 and its global theme, 'Beat Plastic Pollution.' The initiative, supported by the United Nations Industrial Development Organization (UNIDO) and the Government of Japan, aims to reduce the environmental impact of single-use plastics and promote sustainable alternatives across the country. Held in Cairo, the campaign launch brought together senior representatives from government, international organizations, the private sector, and civil society. Among the attendees were Japan's Ambassador to Egypt, Oka Hiroshi, UNIDO Regional Director Patrick Gilabert, industry leaders, and officials from the Ministry of Environment and waste management authorities. Minister Fouad thanked President Abdel Fattah Al-Sisi for his continued support of Egypt's environmental efforts, describing his endorsement of the national plastic reduction strategy as a 'cornerstone' of the country's broader environmental agenda. She emphasized that the campaign builds on a multi-year initiative to introduce standards for plastic alternatives, balancing the interests of manufacturers and consumers. 'We are shifting the focus from bans to gradual reduction—especially in anticipation of a future global, legally binding agreement on plastic pollution,' Fouad said, referencing current negotiations led by the UN Environment Programme. Gilabert noted that UNIDO is currently supporting 23 environmental projects in Egypt worth approximately $3.5bn, with an additional $4.6bn planned under Egypt's Vision 2030. A panel discussion followed, focusing on regulatory approaches and circular economy practices in Egypt's plastics industry. He emphasized that such a body, modeled on successful international experiences in countries like the UAE and India, is crucial for creating a structured and transparent legal framework for real estate transactions. Fouad explained that RERA plays a central regulatory and legislative role in mature markets. It safeguards the interests of buyers, investors, and developers by issuing licenses, enforcing compliance, ensuring transparency, and overseeing project implementation according to approved timelines and budgets. 'In markets witnessing rapid urban expansion and increasing investment flows—such as Egypt—an independent regulatory authority is no longer optional; it's a strategic necessity,' Fouad stated. He highlighted that the absence of a unified regulatory entity in Egypt has led to overlapping roles between institutions, resulting in delivery delays, contractual disputes, and inconsistent enforcement. A RERA-style authority, he said, would bring order to the sector by clearly defining the roles and responsibilities of key stakeholders: the government, developers, and buyers. Such a body would also bolster investor confidence, both local and international, by ensuring accountability and reducing risks. Regulatory oversight would include developer classification based on financial and technical criteria, stricter controls on marketing and advertising, and protection of buyers from fraudulent or stalled projects. Fouad cited Dubai's RERA as a global benchmark, noting how it has transformed the city into a trusted international hub for real estate investment. He also pointed to India's experience, where the implementation of RERA reduced legal disputes by over 60% in its early years. Without an independent authority, Fouad warned, the Egyptian real estate market remains exposed to mismanagement, undermining its attractiveness to foreign investors—particularly Egyptians living abroad who demand a clear, reliable legal framework. He proposed that the new Egyptian RERA be established under the Prime Minister's office or the Ministry of Housing, in cooperation with the Central Bank of Egypt and the Financial Regulatory Authority. It should have wide-ranging legal and supervisory powers, including dedicated departments for licensing, compliance, evaluation, and dispute resolution. Fouad also stressed the importance of launching a unified digital platform to centralize information on licensed real estate projects. This platform would provide real-time updates on implementation status, developer credentials, licensing and contract details, and facilitate electronic applications and transactions—supporting Egypt's broader digital transformation strategy. In conclusion, Fouad reiterated that the creation of a Real Estate Regulatory Authority in Egypt is a national imperative. It is key to achieving transparency, safeguarding stakeholders' rights, and turning the Egyptian real estate market into a sustainable, globally competitive investment destination capable of attracting foreign currency and exporting real estate.
