Enact child safety laws for high-rise residential buildings, says Suhakam

Suhakam children's commissioner Farah Nini Dusuki called for regular inspections of high-rise residential units to ensure compliance with child safety standards and features.
PETALING JAYA : The Human Rights Commission of Malaysia (Suhakam) has called for the enactment of specific laws to enhance child safety legislation in high-rise residential buildings, following the recent deaths of a seven-year-old and two-year-old in separate accidents.
'These back-to-back tragedies are not isolated accidents.
'They are preventable deaths that starkly expose the failure to implement essential safety measures in high-rise residential buildings,' Suhakam children's commissioner Farah Nini Dusuki said in a statement today.
She said the child safety laws to be enacted by the housing and local government ministry should include mandatory safety grilles or protective mesh on windows and balconies for apartment and flat units.
'Additionally, minimum safety design standards for child-friendly high-rise units must be established under existing building laws or regulations.
'The ministry and local authorities must also review current building design guidelines to ensure that child safety considerations are mandatory in all high-rise residential developments,' she said.
The seven-year-old girl who died on May 20 fell from a babysitter's home on the 29th floor of a condominium in Puchong, Subang Jaya.
Subang Jaya deputy police chief Fairus Jaafar said preliminary findings indicated that the victim climbed out of the window, which had no safety grilles installed.
On May 17, meanwhile, a two-year-old boy fell from the seventh floor of a public housing building in Presint 9, Putrajaya.
Farah Nini called for local authorities to conduct regular inspections of high-rise residential units, especially rental properties, to ensure compliance with child safety standards and features.
'The absence of basic safety features in high-rise homes directly contributed to the loss of these young lives. This is unacceptable in any society that claims to uphold children's rights,' she said.

The Attorney-General's Chambers (A-GC), in a statement, said the five teenagers will be charged only for bullying and not related to the death of Zara Qairina. It said the decision to proceed with the current charge was based on evidence and facts obtained during the investigation, adding that the offence concerns bullying and has no link to the 13-year-old's death.

PETALING JAYA : The Attorney-General's Chambers (AGC) has decided to charge Umno Youth chief Dr Akmal Saleh over statements he made on his Facebook page, 'Akmal Saleh', which were said to disrupt public order. In a statement, the AGC said it would proceed to charge Akmal under Section 505(b) of the Penal Code for making statements conducing to public mischief. However, it did not specify the Facebook content in question. In a Facebook video, Akmal said police had informed him that he would be charged at the magistrates' court in Bukit Mertajam, Penang, on Friday, at 8am. He said he would cut short his trip to Mecca, after arriving there just yesterday, to face the charge against him. Last Friday, it was reported that police had launched a probe into a viral Facebook video featuring Akmal making statements that were considered to be 'hate speech' that could disturb public peace. It was not clear which video is the subject of the investigation. However, in recent days, Akmal has posted videos concerning a Jalur Gemilang mishap at a Penang hardware store, where the national flag was hoisted upside down. In one of Akmal's videos, he said prosecutors had two days to charge the shop owner, failing which he said he would personally 'teach this 'Ah Pek' (uncle) how to correctly put up a flag'. The AGC also confirmed that Bersatu Youth chief Hilman Idham would be charged under the same section over remarks he made in a video posted on the TikTok account ' Earlier, Bersatu Youth information chief Harris Idaham Rashid said the wing's chief is expected to be charged at the magistrates' court in Kuala Lumpur tomorrow over a speech he delivered during a gathering outside the Dang Wangi police headquarters last month. KUALA LUMPUR, Aug 19 — A total of 100,646 foreign workers holding Temporary Work Visit Passes (PLKS) in the construction sector failed to be detected after the foreign worker whitewashing programme implemented by the Construction Labour Exchange Centre Bhd (CLAB), according to the Home Minister. According to Home Minister Datuk Seri Saifuddin Nasution Ismail, the government will implement measures and punitive actions against employers and foreign workers in the construction sector who commit offences under existing regulations. 'They come in, they hold the construction sector PLKS, but when whitewashing is carried out by CLAB, we cannot find any impact. If they misuse the passes, we will take action according to the offence. 'If their passes have expired, they should have signed a check-out memo and left the country. If they do not leave the country, we will track them down,' he said. He said this at the press conference of the Joint Committee Meeting between the Minister of Home Affairs and the Minister of Human Resources, Steven Sim, on the Management of Foreign Workers today. According to Saifuddin, the matter was revealed following a presentation by the Construction Industry Development Board (CIDB) during the meeting.
