ECP reschedules hearing of Punjab LG polls delay case
Chief Secretary Punjab Zahid Akhtar Zaman and Secretary LG Punjab Shakeel Ahmad Mian have been summoned by the ECP in this case.
Before this case was rescheduled, the ECP officials, in a meeting with a Jamaat-e-Islami (JI) delegation, on Tuesday, had confirmed that the ECP would hear this case on Thursday.
The ECP officials briefed the JI delegation regarding delay in the conduct of LG elections in Punjab and Islamabad, said an official statement issued after this meeting.
But, later in the day, the poll body issued a delisting notice for Punjab LG polls delay case citing unavailability of the bench hearing this case on Thursday.
Presently, the local bodies are in place in Sindh, Khyber Pakhtunkhwa, Balochistan and cantonment boards but LG elections in Punjab and federal capital have been facing an inordinate delay since 2021.
The local bodies' term in Islamabad Capital Territory (ICT) expired on 14 February 2021 and in Punjab on 31 December 2021.
The ECP is bound to hold LG elections within 120 days of the expiry of local bodies' term, under Section 219(4) of the Elections Act 2017.
This law provides that the ECP shall hold elections to the local governments within 120 days of the expiry of the term of local governments of a province, cantonment or ICT.
Article 218(3) of the Constitution of Pakistan provides that it shall be the ECP's duty to organise and conduct the elections, and to make such arrangements as are necessary to ensure that an election is conducted honestly, justly, fairly and in accordance with law, and that corrupt practices are guarded against.

SCBA expresses concern over amended SC rules
ISLAMABAD: The president Supreme Court Bar Association (SCBA) expressed deep concern over the recent amendments to the Supreme Court Rules, 1980, which were introduced 'without prior and meaningful consultation with the SCBA'. SCBA chief Mian Rauf Atta, in a statement issued on Wednesday urged the Supreme Court to review and withdraw the recent increase in court filing fees so as to restore public confidence and uphold the constitutional promise of speedy, inexpensive, and unobstructed justice. The SCBA remains steadfast in its commitment to the rule of law, judicial independence, and the equal right of all citizens to access justice without financial or procedural barriers, and will continue to safeguard these principles in the national interest. Atta said that the apex representative body of the legal fraternity, with members across all provinces and territories, the association has a vital institutional role in any reforms to the procedural framework of the Supreme Court. 'Introducing such changes in isolation risks weakening the spirit of collaborative decision-making and overlooks the legitimate contribution of the Bar in protecting the integrity and accessibility of the justice system.' Rauf Atta noted that the substantial and unprecedented increase in court fees and filing charges is excessive and poses serious challenges to the principle of affordable justice. He emphasised that the Supreme Court's constitutional role is to remain the ultimate forum for the dispensation of justice – not to create financial hurdles that discourage citizens, especially the poor and vulnerable, from exercising their right to seek redress. Determining or revising such fees is properly within the legislative and the executive domain, and such increases, if disproportionate, risk placing justice beyond the reach of many, contrary to the foundational principles of a democratic legal order. The SCBA president further highlighted that the dignity, respect, and fair treatment of lawyers, litigants, and all stakeholders must be preserved at every stage of judicial proceedings and within court premises. A fee structure of this magnitude will inevitably increase the overall cost of litigation, making it more difficult for ordinary citizens to pursue their cases. This, he observed, is inconsistent with the constitutional guarantees contained in Article 8 to 39 of the constitution, which require the State to ensure inexpensive, expeditious, and unobstructed justice for all. Atta also stressed that the Supreme Court should focus on delivering substantive justice through patient and thorough hearings, rather that placing undue emphasis on statistical disposal of cases. True justice is reflected not in the number of cases decided but in the fairness, impartiality, and depth of judicial reasoning. Efficiency should serve the cause of justice, not replace it. Independence Day: JI Karachi urges nation to renew its commitment
KARACHI: Jamaat-e-Islami Karachi chief Monem Zafar Khan has urged the nation to renew its commitment on Independence Day to building Pakistan on the foundation of Kalema-e-Taiba. He made the appeal on Wednesday while inaugurating Dr Abdul Qadeer Khan Park and a newly paved street in Union Council 4 of Nazimabad Town. Earlier, he hoisted the national flag at Hyderi Market alongside members of the market committee and later opened a section of Altaf Ali Barelvi Road and the Dr Pervez Mahmood Green Belt in Liaquatabad. Addressing the gathering in Nazimabad, Monem Zafar Khan stressed the role of education in national progress, citing the JI's Bano Qabil programme, which has trained over 50,000 students despite limited resources. He said the party had restored 72 parks in Karachi over the past two years, including 42 in Nazimabad Town, and renovated 45 government schools, resulting in higher student enrolment. He pointed out that Karachi contributed Rs3,256 billion in taxes to the federal exchequer this year and accounted for 95 percent of Sindh's budget, yet remained plagued by civic problems. He blamed the Pakistan Peoples Party, which has governed the city for 17 years, and the Muttahida Qaumi Movement for neglecting Karachi's development, saying no ruling party had genuinely worked for the city, treating it instead as a source of revenue. ISLAMABAD: Federal Minister for Planning, Development and Special Initiatives, Professor Ahsan Iqbal, while addressing the inaugural ceremony of the Uraan Fellowship Programme 2025, said that the exceptional talent of youth from Gilgit-Baltistan to Gwadar will be linked with the process of national development, said a press release. He said that the purpose of this program is to make the youth genuine partners in the country's progress and to nurture their leadership skills to meet future challenges. Professor Iqbal said that under the vision of the prime minister, the central focus of Uraan Pakistan is to equip the youth with modern skills. The greatest strength and capital of Pakistan are its youth, who make up 64 per cent of the population. He said that Pakistan came into being as a result of the unparalleled leadership of Quaid-e-Azam Muhammad Ali Jinnah, but it is thought-provoking that countries which were once behind us have now moved ahead. The Minister for Planning said that peace, political stability, continuity of policies, reforms and commitment to modernization are the key pillars of development. Unfortunately, due to political vendettas, the decision-making process has been affected. He stated that through CPEC, $25 billion of investment came into the country, load-shedding was controlled, and law and order was restored. Professor Iqbal urged the youth to protect themselves from hatred and prejudiced attitudes and to play a positive role in the country's development. He said that in the past year, inflation was brought under control and the Pakistan Stock Exchange crossed the 140,000 points mark — a testament to economic improvement. Pakistan is on the path to a new phase of progress, and just as it proved its defensive superiority over India, it will also surpass it in the economic field. He said that the youth must play a key role in turning the dream of making Pakistan a $3 trillion economy by 2047 into reality. Moreover, students from 131 universities across the country will work for seven days with the Ministry of Planning, where they will gain important insights into the country's economic affairs and development projects.
