Ganesha devotees vs historic lake: PIL in NGT to urge authorities to protect Dhamapur lake in Maharashtra

More than 500 years ago, in the lush forests of Sindhudurga district, two villages, Dhamapur and Kalse, came together and constructed an earthen dam, creating a water reservoir that acted as a flood mitigation measure. The Dhamapur lake, which is a World Heritage Irrigation structure of the International Commission on Irrigation and Drainage, is now under threat from immersed Ganesha idols. A public interest litigation (PIL) was filed at the National Green Tribunal (NGT) in Pune on June 10 against the immersion of idols and washing of utensils and clothes in Dhamapur lake, and to urge authorities to take greater ownership.
'If you take a bird's eye view of Dhamapur village, you will see that there is a Karli creek on one side and a plateau on the other. The region receives heavy rainfall, around 3,000 mm, and we can understand that there would have been flooding in those days. The earthen dam was built to stop the water flow, and a huge lake was created. After creating the lake, the villagers realised that the water could be channelled through the farm fields and then connected to the Karli creek. We see that the dynamics of this engineering were compatible with the biodiversity and ecosystem,' said Sachin Desai of the University of Life, a centre for sustainable livelihood and lifelong learning run by Syamantak Trust in Dhamapur.
He further said that the canal that winds from the field is connected to the creek. 'So, the salinity of the creek water is reduced because fresh water continuously flows into it from the field,' Desai added.
Around 15 years ago, the Syamantak Trust realised that the dynamics of the lake were not well-known among the local people, largely due to migration. 'We saw that they were constructing a skywalk inside the lake. This was something abnormal, and a student from our organisation, who went on to become a lawyer, filed a petition in the NGT against the skywalk,' said Desai, adding that they did a complete documentation of the entire village at the time. The result was that the court gave a stringent order against the skywalk.
It was during this time that the organisation observed that over 200 idols were immersed in the lake. 'At one point, the villagers and even the people of Malvan town were complaining that there was significant siltation in the lake, which was reducing its water-carrying capacity. According to the Gazetteer of the Bombay Presidency – Vol. X, published in 1880, and old scriptures, the lake's depth was around 38 feet. In its history of 500 years, the lake has never shrunk. In 2019, for the first time, the water reached the dead level. We see the wisdom of old engineering and how modern techniques and technology have been harmful to the water body,' said Desai.
A further survey revealed that the clay for Ganesh idols was being brought to the Konkan from Gujarat and Rajasthan. Ganeshotsav is a major festival in the Konkan, and though the use of Plaster of Paris in making idols is not allowed by law, shadu mati was not helping either. Yet, truckloads of the clay were coming to the region. 'Then second thing we found was that the idol makers were putting some kind of hard plastic to create the ornamentation for the idols. All this was being immersed in the lake,' said Desai.
'The collector sanctioned around Rs 10 lakh to the irrigation department, and an immersion tank was constructed. But which authority would ensure that idols were immersed in the tank? For the last two years, local volunteers have been trying to encourage villagers to immerse the idols in the tank. 'We have some statistics; Around 70 per cent of idols are going into the immersion tank. The rest are still going into the lake,' added Desai.
On the request of the organisation, a few eminent Marathi actors like Anand Ingle, Parna Pethe, Pratima Kulkarni, Suhas Paranjpe, Umesh Jagtap, and the late Atul Parchure made video bites to appeal to villagers to immerse their idols only in the designated tank.
The organisation also removed the clay and encouraged a local idol maker to recycle it into another idol. 'He made some miniature small clay idols and earned around Rs 70,000 from that,' said Desai. 'Our petition in the NGT is based on the fact that the irrigation department and the district collector are the trustees of the water bodies and all the natural resources. As a trustee, they have to protect this natural wealth and take steps to conserve it, which they are not doing,' Desai further said.
There are eight tonnes of clay immersed in the lake. Desai said they are hoping that the irrigation department will take steps to stop further deterioration of the lake, and barricades and security personnel will be installed at the lake to prevent people from immersing idols in the water.

The Krishna Janmashtami procession in Ramanthapur here was meant to be a celebration, but joy turned into horror when a trolley carrying an idol brushed against overhead wires, electrocuting five people on the spot. What unfolded on Monday night was not just a freak accident but part of a deadly cycle that has made Hyderabad's skyline a trap during festivals. The Southern Power Distribution Company of Telangana has begun cutting off cables that were strung to the utility's infrastructure. Towering idols, pulled through narrow lanes under a jungle of wires, have often proved to be hazardous. On July 8, a man lost his life while fixing an advertisement banner to an arch in Kukatpally. Weeks before that, two men in Korutla were killed when a crane ferrying an idol touched a 33kV high-tension line. After the Ramanthapur incident, tragedy struck again in Bandlaguda on Tuesday, where two more lives were lost as a 23-foot idol grazed the wires above. Together, the string of accidents has amplified urgent calls to regulate idol heights and clear the city's skyline of dangerous, dangling cables before more lives are cut short. If the tragedies have underlined anything, it is the magnitude of risk. The tallest Ganesh idol in Hyderabad this year, to be installed at Khairatabad, will soar at 69 feet from the ground up. At workshops across Dhoolpet, Uppal, Suchitra Junction, Miyapur and Attapur, artisans are sculpting idols that already tower well above 10 feet. In 2016, the Telangana High Court had advised capping the idol height at 15 feet — a suggestion that has stayed largely on paper, with wealthier organisers determined to outdo one another in terms of grandeur and scale. Warnings, too, have come and gone with little impact. In 2024, chairman and managing director of the Southern Power Distribution Company of Telangana Ltd., Musharraf Faruqui called a meeting of cable operators and internet service providers, instructing them to remove the snarls of cables hanging dangerously from electric poles. Eight years earlier, the Greater Hyderabad Municipal Corporation had sounded the same alarm. Both warnings have been ignored. In 2016, Hyderabad saw the immersion of 91,154 Ganesh idols. Last year, the figure had swelled past 1,02,510. With it, the city's skyline has grown denser, not only with idols but with wires. What were once the lone strands of cable operators now jostle for space with electricity lines, fibre-optic networks, television connections and CCTV linkages, creating a chaotic web overhead. On Tuesday afternoon, electricity department officials fanned out across Medchal, Vanasthalipuram, Kukatpally, Kokapet, R.K. Puram Asha Officers Colony and other parts of the city, snipping the hanging cables and leaving them in tangled heaps by the roadside.

On the occasion of the Vinayaka Chavithi Festival, the Chairman & Managing Director of Southern Power Distribution Company of Telangana Limited, Sri Musharraf Faruqui IAS, urged Pandal Organizers and the General Public to be cautious about Electricity Supply during Ganesh idol processions and at Ganesh Pandals. He expressed deep sorrow over the tragic incidents that occurred recently, where several people died from electric shocks during Ganesh idol processions one in Ramantapur yesterday (Monday) and another in Bandlaguda today (Tuesday), as well as an incident at a Ganesh pandal in Amberpet. He stated that even though there was no negligence on the part of the Electricity Department in these three incidents, the loss of life was due to other reasons. On Tuesday, the CMD inspected the site of the accident during the Ganesh idol procession in Bandlaguda and inquired about the details of the incident. The Chairman and Managing Director, TGSPDCL noted that on the 27th of this month, which is Vinayaka Chavithi, Ganesh idol processions will be in full swing. He instructed Electricity Officials to be vigilant and ensure there are no faults in the Electrical network on the procession routes. He added that the program to replace dangerous overhead LT / 11 KV network lines with AB cables is already in full swing in Greater Hyderabad. Furthermore, as per the orders of the Honorable Deputy Chief Minister, a special drive is being conducted to remove dangerous hanging cables from electricity poles. He requested the Public, Devotees and Pandal Organizers to follow electrical Safety Measures at the Pandals. Precautions to be taken during idol processions: 1. Determine the route based on the height of the idol. If there are any issues, inform the electricity staff. 2. Maintain a distance of at least two feet from electrical lines. There is an induction effect from the current flowing in the lines. 3. Be more cautious when moving cranes, trucks, and tall metal idols. 4. Reduce the use of decorations with metal frames as much as possible. Precautions to be taken at Pandals: 1. The public should not climb poles for electricity supply connections to the pandals. The connection should only be obtained through the company's staff. 2. Use only standard electrical wires with an ISI mark. Avoid using any joined wires. It is mandatory to use an MCB with adequate capacity. This provides protection from electrical accidents. 3. When doing electrical work in pandals, thoroughly inspect the surroundings. Keep children away from electrical wires, poles, and other dangerous electrical equipment. 4. If someone gets an electric shock, provide them with immediate medical help and inform the nearest electricity staff about the accident. 5. If there is any leakage in the electrical wiring, there is a possibility of a shock due to moisture when it rains. Therefore, pandal organizers must inspect the wiring thoroughly every day. The Chairman and Managing Director, TGSPDCL stated that, if electrical lines fall or in other emergency situations, people should immediately call 1912 or the nearest Fuse Off Call center to inform the electricity staff. Kolhapur: Several Ganesh mandals in Kolhapur city have ignored the Kolhapur Municipal Corporation (KMC) and revenue department's instructions to set up pandals that do not obstruct commuters. Over 400 mandals sought permission to build the pandals for Ganesh festival starting from Aug 27 and most mandals have erected pandals that have inconvenienced residents. Varsha Mali, resident of Rajarampuri said, "We cannot park our vehicles in front of the apartment building since a pandal is erected there. During the festival period, we have to park it in another lane." The KMC apprised the mandals to ensure the pandals do not come in the way of ambulances as per the Bombay HC's 2016 guidelines. The pandal size must be such that it does not occupy more than 25% of the road width, meaning 75% of the road width must be vacant for vehicles to pass safely. Ramesh Mhaskar, chief city engineer of KMC, said, " We have set up panels of officers for each of the four divisional ward offices to scrutinise the pandals. " Each panel consists of a revenue officer of naib tehsildar rank, a KMC deputy city engineer and the police in charge of the respective police station. Mousami Chougule, sub-divisional officer, has appealed to citizens to register their complaints with the panels. "Notices will be issued to mandals found violating pandal norms and will be asked to rectify at the earliest," an official said.
