MDMK councillor flags misuse of GST in road cut charges; seeks action against contractors
He stated that the public are charged Rs 7,500 for new drainage connections with an additional Rs 5,200 per metre for road cuts and 18% GST.
Previously, CMWSSB handled road cuts directly after obtaining GCC's permission and compensated the corporation for road repairs. Since January, private contractors have been hired for these works and are paid the full amount, including GST. Jeevan alleged that the contractors failed to properly restore roads after pocketing the money. He claimed that the actual CMWSSB road cutting costs range between Rs 1,100-Rs 1,700 per metre up to 10m, much lower than what is being charged, he said.
He added that photographs of roads not being repaired properly were submitted to Mayor R Priya and urged the corporation to hold talks with CMWSSB to stop engaging contractors.
Mayor Priya assured that the matter would be discussed with relevant departments.

India's first private maths research institute comes up in Mumbai, Fields Medal winner Manjul Bhargava on advisory council
India's first privately funded mathematics research institute, Lodha Mathematical Sciences Institute (LMSI), was launched in Mumbai Sunday in the presence of world-renowned dignitaries from the field of mathematics, including Dr Manjul Bhargava, the first Indian-origin winner of the Fields Medal, the highest honour in mathematics. Dr Bhargava, who serves on LMSI's advisory council, is also set to conduct the institute's inaugural course. Currently a professor at Princeton University, Dr Bhargava will lead a seminar-based course on arithmetic statistics and number theory. Scheduled to begin later this month and continue until mid-December, it marks the first of several intensive four- to six-month programmes to be hosted by LMSI and led by prominent experts from India and abroad. With an advisory council composed of eminent mathematicians from around the world, LMSI aims to host many such intensive courses. The institute is backed by the Lodha Foundation, the philanthropic arm of Lodha Group founded by Mangal Prabhat Lodha. The Foundation received an endowment of approximately Rs 20,000 crore from the Lodha family last year. Abhishek Lodha, chief executive officer and managing director of Lodha Developers, said, 'It is very important for us as a company to make sure that our success contributes in a wholesome manner to India's development. In that context, the family decided last year to donate about one-fifth of the ownership of the company to the Lodha Foundation. We have realised that for any nation to become strong, we ought to have original thinking and promote innovation.' The institute will be headed by Dr V Kumar Murty, a renowned mathematician, known for his significant contributions to number theory and arithmetic geometry. He said, 'We know that in the vast history of India, there have been many great mathematicians who contributed fundamental ideas that have shaped the world that we live in today. The LMSI aims to address fundamental problems that will help India become a developed nation and a global leader by 2047.' Dr Murty, who holds a PhD from Harvard University, has served as director of the Fields Institute and professor at the University of Toronto. Dr Murty's research covers a range of topics, including analytic number theory, information security, and arithmetic algebraic geometry. LMSI's advisory council features esteemed figures such as Dr Vikraman Balaji (Chennai Mathematical Institute), Dr Sourav Chatterjee, Dr Ravi Vakil, and Dr Yakov Eliashberg (all from Stanford University), Dr Alexander Lubotzky (Weizmann Institute of Science), and Dr Kavita Ramanan (Brown University), among others. Beyond academics, LMSI seeks to apply advanced mathematical tools, such as data science, operations research, machine learning, and optimisation, to address critical challenges in infrastructure, healthcare, and economics. Faculty will be empowered to pursue research without administrative burdens. In the future, LMSI plans to launch the Indian Congress of Mathematics. Ashish Kumar Singh, chief mentor at Lodha Foundation, said, 'The foundation of almost all technological progress today is mathematical, whether it be cryptography, cybersecurity, warfare, and definitely artificial intelligence (AI). At LMSI, we are aiming to get the brightest researchers to come together and pursue research in cutting-edge frontier mathematics.'

GST rate rejig: Sitharaman to address Aug 20 GoM meet to put forth Centre's rate cut proposal
Synopsis Finance Minister Nirmala Sitharaman will address a key meeting of state finance ministers on August 20–21 to push for major GST reforms. The Centre has proposed a simplified two-slab structure of 5% and 18%, along with a 40% rate for select demerit goods like tobacco and online gaming. The plan aims to ease the tax burden on the middle class, MSMEs, and the farm sector by removing the current 12% and 28% slabs. Agencies Finance Minister Nirmala Sitharaman will on Wednesday address a crucial meeting of a group of ministers of states as she makes a case for the sweeping GST reforms that will slash tax rates and lead to reduction in prices of common use items. The Centre has proposed a 2-tier GST structure of 5 and 18 per cent, besides a 40 per cent special rate on a select few items to the GoM on GST rate rationalisation. The proposal, which entails removing the current 12 and 28 per cent tax slabs, will be discussed at the 2-day meeting of the state ministerial panel on August 20 and 21 here in the national capital, sources said. "The idea is to put forth the Centre's view point behind the GST reform proposal. Although the Centre is not a member of the GoM, Union Finance Minister's presence and her address will give the GoM a better understanding of the idea and thought process behind the Centre's proposal," a source told PTI. Bihar Deputy Chief Minister Samrat Choudhary is the convenor of the six-member GoM. The other members are Uttar Pradesh Finance Minister Suresh Kumar Khanna, Rajasthan Health Minister Gajendra Singh, West Bengal Finance Minister Chandrima Bhattacharya, Karnataka Revenue Minister Krishna Byre Gowda, Kerala Finance Minister K N Balagopal. The Centre has proposed two-slab structure of 5 and 18 per cent classifying items under the category of 'merit' and 'standard' and the broad principle followed in the classification is to reduce tax burden for middle class, MSMEs, and the farm sector. The proposed 40 per cent slab, the highest permissible tax rate under the GST law, will be only for about 5-7 items, including demerit goods like pan masala, tobacco and online gaming. Goods and Services Tax (GST) is currently levied at 5, 12, 18 and 28 per cent. While food and essential items are either at nil or 5 per cent, luxury and demerit goods are in 28 per cent slab, with a cess on top of it. If the Centre's proposal is accepted by the GoM, it would be placed before the GST Council, chaired by Sitharaman and comprising finance ministers from all states and UTs, in its meeting likely next month. The Centre's proposal entails moving 99 per cent of the goods in the current 12 per cent slab to 5 per cent, and 90 per cent of the goods and services in 28 per cent slab to the 18 per cent bracket.

Jagan willing, BJP adds YSRCP to its numbers for vice-president elections
The NDA's vice-presidential pick, C P Radhakrishnan, has got a shot in the arm with the Y S Jagan Mohan Reddy-led YSR Congress Party (YSRCP) deciding to support his candidature in the September 9 poll. According to sources, the YSRCP made the decision after a call by Union Defence Minister Rajnath Singh to Jagan on August 13, seeking support for Radhakrishnan's candidature. The NDA only announced Radhakrishnan as its candidate on August 17. 'Subsequently, our party chief held discussions with the MPs and our Parliamentary Party leader Y V Subba Reddy conveyed his decision to us,' YSRCP Tirupati MP Maddila Gurumoorthy told The Indian Express. While the YSRCP has four MPs in the Lok Sabha, the party's Rajampet MP is currently in jail in connection with the alleged Rs 3,200 crore Andhra Pradesh liquor scam. The party has seven members in the Upper House. The MPs of both Houses vote in the vice-presidential election, and the NDA is comfortably placed to ensure a win for its candidate. Saying that the YSRCP had no plans to issue a whip for the election given its handful of MPs, Gurumoorthy said, 'We will abide by the party's decision and support Radhakrishnan in case an election is forced.' Given that Jagan's support does not account for much numerically, the move is being seen as an olive branch by the YSRCP to the BJP. Some others feel it is the BJP's bid to keep the Telugu Desam Party (TDP), the NDA's second-largest constituent, and the YSRCP's main rival in Andhra Pradesh, in check. 'Since the YSRCP's poor performance in the simultaneous Lok Sabha and Assembly elections last year, Jagan has maintained a friendly stance towards the BJP,' a source close to Jagan said, adding that this had become even more imperative for the party after the setback it faced in panchayat bypolls in Pulivendula, the backyard of the YSR family. The bypolls for the Pulivendula and Vontimitta zilla parishads were marred by violence and saw YSRCP Kadapa MP Y S Avinash Reddy as well as TDP MLC Ram Gopal Reddy being taken into preventive custody. However, another YSRCP leader said that seeking support from Jagan, especially when it was not really required, only shows that the BJP wants to ensure that the TDP is 'kept in line'. 'Why else would they reach out to us? We have a minimal presence in both Houses. It is just another way the BJP is using to send out a message to the TDP that it is not indispensable,' the leader added. Since its 2024 defeat, the YSRCP has been extending 'issue-based' support to the NDA. It also supported the ruling alliance's candidate in the election of Om Birla as Speaker of the Lok Sabha. In April, it left it to its 'MPs' discretion' how to vote on the Waqf (Amendment) Bill. However, it subsequently moved the Supreme Court against the Bill. Andhra has a substantial Muslim population which could be one reason for the YSRCP's caution on the matter.
