
WBSSC issues notice for recruitment of over 35,726 school teachers
The West Bengal School Service Commission (WBSSC) has issued a notice for the recruitment of 35,726 teachers of classes 9-10 and 11-12 at state-aided schools, abiding by the Supreme Court directive to issue notification by May 31.
As per the notice, uploaded on the WBSSC site on late Thursday night, there will be recruitment of 23,312 teachers for classes 9-10 and 12,514 teachers for classes 11-12 in the secondary and higher secondary schools respectively.
In a significant clause, the notice stipulated the age limit from 21 years-40 years.
"Upper age limit is, however, relaxable by 5 years for scheduled caste/scheduled tribe candidates, 3 years for backward class candidates and 8 years for physically handicapped candidates," the notice said.
Candidates will be given carbon copies of OMR sheets which will be preserved for three years.
The online applications will be received from June 16, 5 pm till June 17, 5 pm, it said.
A bench comprising Chief Justice of India (CJI) Sanjiv Khanna and Justice Sanjay Kumar, on April 3, upheld the Calcutta High Court verdict of April 22, 2024, invalidating the appointment of teachers and staffers in the state-run and aided schools, terming the entire selection process "vitiated and tainted".
On April 17, the top court extended till December 31 the services of the terminated teachers found untainted by the Central Bureau of Investigation (CBI), after taking note of the state government's submissions that the mass terminations have adversely impacted teaching in the schools.
The Supreme Court said the advertisement for fresh recruitment will be published on or before May 31 and the entire process including the examination will be completed by December 31 this year. The court asked the state government and its West Bengal School Service Commission to file a compliance affidavit on the initiation of the recruitment process on or before May 31.

CAQM directs Delhi-NCR govts to assess landfill fire risk
New Delhi The Commission for Air Quality Management (CAQM) on Tuesday directed the Delhi-NCR state governments to carry out a fire-risk assessment of sanitary landfills and dump sites, following proper identification, categorisation, and demarcation of waste. It directed them to adopt preventive measures, including the installation of CCTV cameras and methane gas detectors, to prevent future landfill fires, as it could lead to a spike in particulate matter and release harmful gases such as NO2, SO2, CO, dioxins and furans. The pollution body also asked agencies to carry out extensive biomining or bioremediation at landfills to liquidate the legacy waste, as per the targeted timelines already submitted to the Supreme Court. 'Ensure adequate storage of sand or chemical fire extinguishing means for immediate action, whenever initiation of fire is sensed, besides dedicated fire tenders and other fire safety measures, specifically during the summer season, which is more prone to SLF and dump site fires,' said CAQM, adding periodic mock drills were needed to prevent recurrence of such incidents. The CAQM said municipal solid waste needed to be collected, segregated and processed in accordance with the Solid Waste Management Rules, 2016, and directed states to adopt zero tolerance towards open waste burning. Co-firing of paddy straw pellets beyond NCR: CAQM In a specific directive to districts outside NCR, the CAQM asked brick kilns to co-fire paddy straw-based pellets, setting a deadline of co-firing 50% of such pellets by November 1, 2028. The deadline is 20% co-firing of paddy straw-based pellets by November 1, 2025, and 30% by November 1, 2026, it said. The initiative aims to power such facilities, rather than relying on thermal plants. 'The state Governments of Punjab and Haryana have been instructed to issue requisite directions in this context mandating the above stipulation for use of paddy straw-based bio-mass pellets or briquettes in brick kilns located in non-NCR areas,' CAQM said in a statement, adding action taken in compliance with these directions will be apprised to the commission every month.

Supreme Court seeks Telangana's response to petition on local quota in MBBS admissions
Hyderabad: The Supreme Court has directed the Telangana govt to file its response to a petition regarding the local quota in MBBS admissions in the state. The court issued these directions on Monday while hearing petitions filed by a few aspirants who urged to be accommodated in the counselling under the local quota. The matter was posted for further hearing in four weeks. The aspirants were challenging the state govt's orders amending the local quota provisions. A bench of Justices Prashanth Kumar Mishra and Augustine George Masih, while directing all parties to file their responses by the next date of hearing, also allowed the aspirants to mention their case during the partial court work during the vacation in case of any urgency. The bench provided this relaxation when the aspirants claimed that counselling for MBBS admissions would start immediately after the results are declared on June 14. During the hearing, the aspirants claimed that they were born in Telangana and that their parents were also born in the state. The petition challenges the Telangana Medical and Dental Colleges Admission (Admission into MBBS & BDS Courses) Rules, 2017, as amended in 2024. According to the amended rule, students seeking admission to Telangana medical colleges must have studied in the state for four consecutive years before taking their qualifying exam. The petitioners claimed that despite being born in Telangana and having completed most of their education in the state, the applicants became ineligible because they studied classes 11 and 12, or Intermediate, outside the state. They also claimed that the govt passed the amendment after the academic year had started, at a time when they had already been admitted to courses outside the state. When the Supreme Court advised applicants to approach the high court for redress, they argued that the high court could not rule on the matter as their case was now before the Supreme Court.

Stalin: Fear of litigation prompts Ravi to give assent to bills; still 14 bills pending
Chennai: Chief minister M K Stalin on Tuesday said governor R N Ravi could have given assent to the two bills that reserved seats in local bodies for people with disabilities (PwD) for fear of litigation. The governor's office is still sitting on 14 bills, including the Kalaignar University Bill, which proposes establishing a university named after former chief minister M Karunanidhi, sources told TOI. Asked for his response to the governor giving assent to bills passed by the assembly in its last sitting, Stalin told reporters here, "That was expected. Not a big issue. It was passed by the legislature and sent. Maybe he gave assent because he was afraid that we would go to court. Nothing else." The Supreme Court had on April 8, set a timeline for governors and the President to decide on bills. Sources told TOI that governor Ravi had since then given assent to eight bills, including four appropriation bills. Among the bills awaiting assent are the Tamil Nadu Fiscal Responsibility (Amendment) Bill and the Tamil Nadu Cooperative Societies (Amendment) Bill. These were passed by the legislature in Feb and Dec 2024, respectively. Other pending bills include one to protect economically weaker sections, especially farmers and women self-help groups, from coercive recovery of loans by microfinance institutions. A bill to amend the Goondas Act to punish dumping of biomedical waste in Tamil Nadu from neighbouring states is also pending. When asked about the pending bills in light of the Supreme Court's ruling on timelines, DMK MP P Wilson stated: "Anyone who has faith in the judicial system and believes in the Constitution and the rule of law must respect the Supreme Court's verdict, as it is final. If the governor chooses to defy the court's order, the law should take its own course. However, I want to know whether the Prime Minister is encouraging such defiance of the court's order. Can the President of India remain silent to such a contemptuous act? The governor should have been sacked when the Supreme Court indicted him for malafide actions."
