Syrian minister shares plans for new economy, commends UAE's support in rebuilding efforts

MAYS IBRAHIM (DUBAI)Syria is exploring the introduction of a new national currency, said Dr. Muhammad Nidal Al-Shaar, Syria's Minister of Economy and Industry, at the Arab Media Summit in Dubai.Syria is entering a transformative economic period following the lifting of US and European sanctions, according to Dr. Al-Shaar.The minister described the country's current phase as a "historic turning point" that marks the beginning of Syria's recovery and reconstruction."The sanctions were the primary obstacle facing the Syrian economy," Dr. Al-Shaar stated, noting that their removal has already triggered strong interest from international investors.In the two weeks following the announcement, Syria received investment commitments exceeding $1.2 billion.These include an $800 million investment by the UAE to develop the port of Tartous; a deal Dr. Al-Shaar described as the "starting point of a new era of cooperation."He commended the UAE for its support in rebuilding efforts and promoting sustainable development across key sectors.With sanctions withdrawn, the government is prioritising the creation of a stable and transparent investment environment.Dr. Al-Shaar stressed Syria's commitment to attracting investors while protecting them from the kind of "investment chaos" seen in earlier phases of instability.He noted the government's selectivity in choosing investment partners, aiming to maintain strategic alignment and avoid disruption.Moreover, a new investment law is currently being prepared to guarantee a safe environment for both Syrian and foreign investors, Dr. Al-Shaar said.The law seeks to protect private ownership in line with the constitution and offers financial and regulatory incentives, as well as technical and administrative support.Tourism is also emerging as a key pillar of Syria's economic strategy.Al-Shaar announced the upcoming release of a comprehensive national investment map for the tourism sector. "Tourism will be one of the main foundations of the Syrian economy," he said.
The government is working with specialists to reshape the sector in a way that reflects Syria's historical and cultural identity, he added.

The Spanish Foreign Ministry said one year after the official recognition of the State of Palestine by Ireland, Norway, Slovenia and Spain, in the framework of the 'Madrid+' Group of the meeting, we have met to renew and reinforce the international commitment for the implementation of the two-State solution and to the principle that only a viable, contiguous Palestinian State, with internationally recognised borders, comprised of Gaza and the West Bank and with East Jerusalem as its capital, can fully satisfy the legitimate national aspirations and the needs of peace and security of both the people of Palestine and Israel. This commitment has had an undeniable impact on the international dynamics regarding the conflict in Gaza, creating momentum for the implementation of the two-State solution. After many years of stagnation, implementation of the two State solution and recognition of Palestine is not only morally right, but it also produced the necessary momentum to revive the spirit of the implementation of the two-State solution. In September 2024 in the United Nations, the international community agreed on the creation of the Global Alliance for the Implementation of the Two-State solution. Its meetings have, in this spirit, strived to make the two-State reality possible. The Spanish Foreign Ministry said, 'The momentum that was created in May last year, ultimately culminated on 10th December 2024, when the General Assembly of the United Nations adopted Resolution A/RES/79/81, which called for a High Level Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution. We believe that this High Level Conference, to be held on 17th June 2025 under UN auspices and co-chaired by France and Saudi Arabia, represents not only the occasion with the highest degree of international legitimacy, but also the appropriate framework in which to finally advance the implementation of the two-State solution.' 'We have committed, along with all the participating countries in the meeting 'Madrid +: for the Implementation of the Two-State solution', to engage substantially in the work of the Global Alliance and to ensure a meaningful participation in the High-Level Conference. We remind that recognition is another step for the implementation of the two-State solution, and we call on all members of the international community to take the necessary steps to make it reality, including individual recognition of Palestine and Israel by those who have not yet done so, UN membership of Palestine and support of an agreement between the parties, with eventual mutual recognition between Palestine and Israel.' Spanish Foreign Ministry concluded, 'It is up to the parties to bring peace to the region, but the international community has the obligation to change the ongoing dynamics on the ground that have created an endless cycle of violence and devastation.'

The UAE and European Union have held talks on the Comprehensive Economic Partnership Agreement (CEPA) that will deepen trade ties and open opportunities for investment and innovation. The proposed UAE-EU CEPA aims to remove trade barriers, enhance market access for goods and services, and create investment in priority sectors. During the investment roundtable, representatives from the UAE and the European private sectors explored mutual investment opportunities, particularly those aimed at fostering innovation and sustainable development. Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of State for Foreign Trade, emphasised the importance of the CEPA with the EU, adding that it "represents an extraordinary opportunity... to enhance trade and investment ties that will foster greater collaboration and create mutual benefits and prosperity". "By working together, we will strengthen our supply chains, drive innovation, and create jobs that will benefit our communities and economies for many years to come." Commenting on the negotiations, EU Commissioner for Trade and Economic Security Maroš Šefčovič said: 'A bilateral FTA would unlock tremendous business opportunities for European and Emirati businesses alike. Our aim is to reach an ambitious deal — one that brings lasting benefits and commercial predictability.' The EU currently accounts for 8.3 per cent of the UAE's non-oil trade, which reached $67.6 billion in 2024 - an increase of 3.6 per cent from the previous year. Foreign direct investment between the two is strong, with recent UAE partnerships spanning data centres in Italy, solar energy in Spain and urban redevelopment in Budapest. Looking ahead, the CEPA could facilitate further high-impact deals, including a proposed $50 billion AI data centre collaboration with France and a $40 billion investment in Italy's energy and defence sectors. The UAE's CEPA programme is central to its foreign trade strategy, designed to boost economic diversification through open, rules-based trade. In 2024, the initiative contributed to record non-oil trade of $816 billion — a 14.6 per cent year-on-year increase.
