Officials told to deliver all govt services through ‘Mana Mitra'

Vijayawada: Making it clear that people should not make rounds to government offices for their works, Chief Minister N Chandrababu Naidu ordered the officials to ensure that people get all the services online through Mana Mitra WhatsApp governance.
Conducting a review meeting on Monday at the State Secretariat on the activities of Real Time Governance, the Chief Minister told the officials to take the WhatsApp governance to the people on a massive scale to create better awareness among them. Steps should be taken to see to it that the people receive all kinds of government services online without any kind of obstacles. All the departments should improve their activities to this end, he added.
CM Naidu said that better services can be provided to the public through drones and steps should be taken to ensure that the public extensively utilise the drone services.
Also, a workshop be conducted with the government wings and the companies that are extending use services to bring awareness among the officers of various departments on this, the Chief Minister said. Chandrababu directed the officers of Municipal Administration and Public Health to use the drones to the maximum extent possible for checking the mosquito menace. The CM is also keen that steps should be initiated so that the 'work-from-home' programme too should be implemented at a faster pace. It should be promoted continuously and the officers should move ahead in a planned manner, he added. Also, a comprehensive exercise should be held on how many jobs will be made available in the next three years, employment opportunities can be created to how many people and what sort of skills they need.
If necessary, a consultancy be appointed for this purpose, he said. Skill training should be provided to human resources, who are readily available for 'work-from-home', the Chief Minister said.
Secretary (RTG) Bhaskar Katamaneni, informed the Chief Minister that the Data Lake works are almost complete and that 273 various kinds of services are presently available on WhatsApp governance while 370 to 380 various services will be made available before June 12. He also said that Aware Hub will be created in RTGS to study the the climatic changes from time to time and extend necessary services to the public.
Chief Secretary K Vijayanand, the Chief Minister's Secretaries, Muddada Ravi Chandra and PS Pradyumna, the Director of Information and Public Relations Himanshu Shukla, the Secretary (Revenue), Prabhakar Reddy, the RTGS CEO, Prakhar Jain, t Deputy CEO, Ms M Madhuri along with others were present.

Chief Minister N. Chandrababu Naidu announced that the establishment of Vision Action Plan Unit offices at all district and constituency levels marks a formal launch of the 'Swarna Andhra 2047' vision. Until now, MLAs had no dedicated government office at the constituency level, and that gap has now been filled through these units. Each unit will be staffed with a team of nine members, and ₹10 lakh has been allocated per office for its operations, he said. Addressing MPs, MLAs, Collectors, and officials during a virtual inauguration from the State Secretariat, the Chief Minister called on them to drive the implementation of this vision forward. This initiative is a valuable opportunity for MLAs. The public representatives can make citizens active participants in the transformation journey, he said. Mr. Naidu said that 'Talli Ki Vandanam' programme will be launched this month and free bus travel scheme for women from August 15. 'Our goal is to ensure 15 lakh Golden Families are adopted by mentors by August 15. A referral system will be introduced, and officials who facilitate more mentor-families will be rewarded,' he said. Focus on services sector MSME parks will be set up in each constituency and Ratan Tata Hubs in Amaravati. The government is focusing heavily on the services sector. As incomes grow, more welfare schemes can be implemented. Technology is being integrated into governance, which should be rooted in a humanitarian outlook, the Chief Minister said. Mr. Naidu interacted via video conference with public representatives and officials across the 26 districts and 175 constituencies. He assured that each Vision Action Plan Unit will function in full capacity with proper funding and staffing. Each Constituency Vision Action Plan Unit will be chaired by the local MLA. A Special Officer will serve as the Executive Vice-Chairperson. Other members will include the local MLC, Municipal/Urban Panchayat Chairperson, RDO/Sub-Collector, Tahsildar, MPDO, and Municipal Commissioner. The MPDO will act as the Convener. CM praises Union Minister Union Minister Rammohan Naidu, who participated in the Vision Action Plan launch, announced that he would adopt 10 Golden Families under the P4 – Zero Poverty initiative. Mr. Naidu appreciated his commitment and urged other public representatives to follow suit and become mentors. Ministers, MLAs, Collectors, and senior officials also took part in the event.

Chief Minister N. Chandrababu Naidu told the officials in a review meeting on the Amaravati Quantum Valley on Monday to ensure that it gains a distinct identity akin to the Silicon Valley of the U.S. and that it leads the way in quantum technologies and Artificial Intelligence (AI). Mr. Naidu announced that a workshop on Quantum Mission, which was proposed to be implemented with an investment of ₹4,000 crore in two phases, would be held in Amaravati on June 30, and stressed the importance of paying meticulous attention to every aspect of the Quantum Valley development with due focus on building iconic structures, drawing a parallel to the Hitec City in Hyderabad. Officials said the objective of the mission was to position Andhra Pradesh (A.P.) as a Quantum Innovation Hub, make the State a key partner in the National Quantum Mission, and strengthen the knowledge economy. The focus of the Quantum Mission would be on quantum computing, quantum communication, quantum sensing and metrology, and quantum materials and devices. The Chief Minister would lead the mission alongside the IT Minister, Chief Secretary, IT Secretary, Finance Secretary, Mission Director, and an expert committee. Phase-I (2025–2027) would focus on infrastructure development, education and research, and pilot programs and Phase-II on propelling A.P. towards global leadership, boosting commercialisation and export capabilities. The government would soon appoint a Director for the Quantum Mission, which would be anchored by IBM.
