
Municipal sweep targets illegal property modifications in Kuwait
KUWAIT: Kuwaiti municipal authorities are stepping up inspections of residential and investment properties, targeting violations that officials say threaten public safety and distort the city's urban landscape.
Among the most common violations found are converting basements — originally designed for parking or building services — into makeshift storage areas, said Ibrahim Ayad Al-Azmi from the municipality's Engineering Audit and Follow-up Department.
'These spaces are meant to serve residents, either as parking or service facilities, but we're finding them packed with furniture, chemicals, paints, and even food products stored without refrigeration,' he told KTV news channel. 'All of this violates safety regulations.' Al-Azmi warned that such storage practices heighten fire risks, especially when flammable materials are involved. Even food storage poses hazards, he said, due to lack of cooling and fire safety systems.
A KTV news report last week showed a basement designated for car parking in an investment property used for storing construction materials, including wood panels and ceramic doors.
'Wood in particular poses serious risks in case of fire, making it difficult for firefighters and municipal authorities to protect residents,' Suleiman Al-Otaibi, an engineer from the same department at the Mubarak Al-Kabeer Municipality, told a KTV reporter at the scene.
'The misuse of the basement also affects the building's residents, forcing them to park their cars in the street or the sidewalk, causing congestion.' Al-Azmi said the parking situation puts extra pressure on traffic authorities, who must issue citations for illegal parking, 'and compromises safety for everyone.'
The municipality is working closely with the General Fire Force to address the problem. 'About 80 percent of owners respond to warnings and remove violations immediately to avoid penalties,' Al-Azmi said. The remaining 20 percent either apply for corrective permits or are ordered to remove the modifications entirely.
The basement issue is part of a wider set of violations the municipality regularly encounters in both private housing and investment properties.
Private residential areas are low-density zones reserved for single-family housing, primarily intended for Kuwaiti citizens, where land is distributed through the country's housing welfare program. In contrast, investment housing areas feature multi-unit buildings — such as apartments, duplex villas, and studios — designed for rental or ownership across all floors. In private housing, the most common infractions include exceeding the permitted building size, adding extra floors and dividing properties into multiple rental units — sometimes renting them for single men — which Al-Azmi said can pose social and security concerns. The issue was glaring in Sabah Al-Salem, where Mubarak Al-Kabeer Municipality officials uncovered a rooftop converted into six apartments for single men. 'Older properties frequently have such rooftop encroachments, with unauthorized partitions made from light materials,' said Saqer Al-Enezi, another municipal official.
In investment housing, basement conversions top the list, along with unlicensed construction of extra apartments in ground-floor parking areas.
Al-Azmi also pointed out a common violation: barricading sections of government-owned desert lots to use for private parking. The practice reflects a shortage of designated spaces for tenants, even though law requires each apartment in investment properties to have at least one parking spot, Al-Azmi reminded.

In a related development, sources indicated that the total number of Kuwaiti employees in the corporation and its subsidiaries reached 20,336 in the first quarter of 2025 — down from 20,812 during the same period last year due to retirements. Meanwhile, the total number of Kuwaiti nationals appointed by the end of March 2025 reached 365; indicating the biggest number was recorded last year – 1,087 citizens by the end of 2024. Sources denied rumors about the large-scale recruitment of expatriates at the expense of national talent, clarifying that only 31 expatriates were hired until March 2025 — and only in essential and specialized roles. Sources added Kuwait National Petroleum Corporation (KNPC) remains focused on its strategy to achieve operational excellence and to invest in national talent, which it views as the country's most valuable resource. With ongoing expansion projects in the oil sector, the corporation is equally committed to maintaining a healthy and supportive work environment for its national workforce, sources concluded.

Kuwait's CAPT Bans Nine Firms Over Tender Violations
KUWAIT CITY, Aug 17: In line with the principle of accountability and as part of efforts to address shortcomings and negligence in development projects, the Central Agency for Public Tenders (CAPT) has banned nine companies from participating in future tenders, under the provisions of Law No. 49/2016, reports Al-Seyassah daily. The penalties, approved by CAPT's Board of Directors under Article 85 of the law, varied in severity. They included deletion from the contractor registry and bans from participation for periods of one, two, or three years. Some companies were also barred from entering any future tenders until disputes related to previous tenders are resolved, whether due to nonperformance or failure to meet required standards. In more serious cases, the penalties extended to permanent deletion and ban from participation, in line with Clause c of the same article. The penalties outlined in Article 85 of the Public Tenders Law include actions taken by the council against contractors, suppliers, or service providers, such as warnings, category reductions, removal from the register, deprivation of participation for up to five years, or permanent removal from the register. The article also emphasizes that these penalties do not affect the contractual rights of the concerned parties as per the contract terms. Also, the procedures include summoning the contractor, supplier, or service provider by registered letter, based on a decision from the authority or a request from the relevant party. The penalty is imposed only after summoning the contractor, supplier, or service provider, hearing their statements, and investigating their defense. If the individual refuses to appear before the council after being summoned by registered letter, the council may issue its decision in absentia. The tenderer who is subject to a penalty decision has the right to appeal within thirty days from the date of issuance, before the Grievances Committee, based on the procedures outlined in the regulations.

Complex saga of Kuwaiti nationality exposed
KUWAIT CITY, Aug 17: The 'hysterical' confession of an individual led to the discovery of a complex citizenship forgery case involving a falsely naturalized Gulf national who used a forged Kuwaiti identity card to defraud his own brothers. The Nationality Investigation Department received a report from a man who arrived at a police station in a highly agitated, hysterical state. Overcome with distress, he declared that his nationality was forged, saying: 'I am a forger… I am not my father's son.' The department handled the matter with utmost seriousness and in full compliance with established procedures. A DNA sample was taken from the complainant and compared with a preserved sample of his deceased father. The test confirmed that his claims were false, as the DNA fingerprints matched, proving he is indeed his father's biological son. Sources told the daily that the incident prompted investigators to re-examine the entire file. It was discovered that, as far back as 2011, the department prepared a report on a Kuwaiti citizen who registered a son under his file, who was not biologically his. That son owned Gulf identification documents, and the report included copies of the documents he used to enter and exit Kuwait. According to the sources, further inquiry into that son revealed a court ruling issued against him in 2011. Records showed that the case involved four Gulf brothers who shared an inheritance in their home country. One brother persuaded the other three to entrust their inheritance to a Kuwaiti merchant, who would invest it through a company that would generate a monthly income. The brothers transferred their money to the company's account, but when months passed without any returns, they filed a lawsuit against the company. During the lawsuit, it was discovered that the company's legal representative was none other than their fourth brother, under the identity of a Kuwaiti citizen. The brothers were stunned to learn that he fraudulently obtained Kuwaiti citizenship and used it to deceive them and seize their money. After filing the complaint under his false Kuwaiti identity, the fourth brother managed to obtain a Gulf death certificate claiming that the 'Kuwaiti citizen' (himself) died in an accident abroad. With the court accepting the death certificate, the case was dismissed due to the defendant's death, and he subsequently repaid his brothers. The sources confirmed that Kuwaiti nationality authorities later contacted their Gulf counterparts to verify the authenticity of the death certificate. The shocking reply was that the certificate was forged, and that the doctor whose name appeared on it had left the Gulf country years earlier. The case is currently under review by the Supreme Committee, which is preparing to revoke his forged Kuwaiti citizenship, along with that of his 34 dependents.
