
Uzbekistan to Showcase Digital Reforms at the Un Public Service Forum

Today, Uzbekistan is demonstrating positive progress in the field of public service reform. Initiatives focused on digitalization, transparency, and professionalism are contributing to the overall improvement in the quality of civil service delivery. It is no coincidence that the United Nations Public Service Forum 2025 will be held in Uzbekistan from June 23 to 25.
Beyond its primary mission, the forum will also serve as a platform to present Uzbekistan's achievements and ongoing efforts in public administration, e-government, and digital transformation to the international community—an important milestone for the sovereign nation under the leadership of President Shavkat Mirziyoyev.
Observations show that since 2017, Uzbekistan has undertaken large-scale reforms aimed at modernizing and digitalizing the public service system. Public Service Centers (PSCs) have been established, and the 'one-stop shop' principle has been introduced.
By 2023, more than 13.2 million services had been delivered through these centers. Mobile public services were launched to serve citizens living in remote and rural areas.
Uzbekistan's journey in digitalizing public services can be divided into three key phases:
Initial Phase (2017–2018):
In 2017, the legal and institutional foundations for digital public services were established. The Unified Interactive Public Services Portal (my.gov.uz) was launched, and the 'E-Government' concept was adopted. Services that were previously offered only in paper format became available online.
Development Phase (2019–2022):
In 2019, the Law 'On E-Government' was adopted. The MyGov mobile app was developed, and electronic document circulation and digital signature systems were widely implemented. Many services were integrated, making access through PSCs more convenient for citizens.
Innovative Phase (2023–2025):
With the launch of the Digital Uzbekistan 2030 program in 2023, digitalization efforts entered a new stage. Solutions such as MyID, E-Imzo, the Unified Registry of Public Services, and service confirmation via QR codes have been widely adopted. Services have been integrated via APIs with various applications and web platforms. User-friendly features like personal accounts, notifications, and online tracking were introduced.
Over the years, significant investments have been attracted to enhance the country's ICT systems and digital infrastructure. As a result, by 2024, the number of users of public services reached 10.3 million.
Moreover, Uzbekistan has implemented a fully digital civil service management system. The State Agency for Civil Service Development under the President of the Republic of Uzbekistan introduced a unified electronic HR platform — HRM.ARGOS.UZ, which automatically forms the quantitative and qualitative composition of the civil service workforce. Thanks to this system, HR departments have been able to reallocate up to 40% of their workload toward employee development.

Uzbekistan's achievements in digitalization deserve only the highest praise. As part of the UN Forum, the 'IT Potential of Uzbekistan' exhibition will highlight the country's remarkable progress in this sphere. Additionally, the Forum—through high-level plenary sessions, practice-based workshops, and national case presentations—will provide an opportunity to showcase Uzbekistan's experience on a global platform.
Hosting this major event in the city of Samarkand stands as a clear testament to Uzbekistan's growing international reputation. At the same time, the country's digital reforms will be presented as a leading example in Central Asia.

Syria Reopens Damascus Securities Exchange After Six-Month Suspension
Rana Atef On Monday, the Syrian government reopened the Damascus Securities Exchange (DSE) after a nearly six-month suspension, aiming to stimulate economic activity in the financial sector. The Syrian Commission on Financial Markets and Securities announced the resumption of trading processes with today's session after the decision by Finance Minister Mohammad Yaser Barniya. Bill Gates to Direct most of Fortune for Improving Health & Education in Africa
Rana Atef On Monday, Microsoft founder Bill Gates said that most of his fortune will be spent on improving health and education services in Africa over the next 20 years. The 69-year-old said that "by unleashing human potential through health and education, every country in Africa should be on a path to prosperity". Speaking in Addis Ababa, Ethiopia, he also motivated Africa's rising innovators to think about how to build AI to improve healthcare on the continent. Gates announced last month that he would give away 99% of his vast fortune by 2045, by when his foundation planned to end its operations. "I recently made a commitment that my wealth will be given away over the next 20 years. The majority of that funding will be spent on helping you address challenges here in Africa," he said in an address at the African Union headquarters. Gates said his foundation would focus on improving primary healthcare. "What we've learned is that helping the mother be healthy and have great nutrition before she gets pregnant, while she is pregnant, delivers the strongest results," he described. "Ensuring the child receives good nutrition in their first four years as well makes all the difference." In a message to young innovators, the tech giant noted that mobile phones had revolutionised banking in Africa, therefore, AI should now be used for the continent's benefit. KOICA, GOEIC sign $11 m agreement to enhance Egypt trade facilitation
The Korea International Cooperation Agency (KOICA) and Egypt's General Organization of Export and Import Control (GOEIC) on Monday signed an $11m agreement to establish a digital platform aimed at enhancing trade facilitation in Egypt. The Record of Discussion (ROD) was signed in Cairo for the project, titled 'Establishment of the Digital Platform for risk-based inspection and tracking to facilitate trade in Egypt.' The initiative is set to run from 2025 to 2029. The signing ceremony was attended by KOICA's Deputy Country Director, Lee Myungshyn, and GOEIC's Chairperson, Essam El-Naggar. Also present were Mai Hassab El Nabbi Assal, Assistant Minister of Investment and Foreign Trade for Development Projects, International Relations, and Political Communication, and Eman Fakhry, Senior Manager of the Asian Cooperation Sector at the Ministry of Planning, Economic Development, and International Cooperation. The project aims to streamline Egypt's import cargo inspection processes and bolster the country's global trade competitiveness. Key components include the development of digital systems for cargo risk-based inspection, a laboratory information management system, and a market surveillance system. 'We believe this project will significantly enhance Egypt's trade facilitation capabilities, fostering economic growth and sustainability. Our collaboration with GOEIC marks a crucial step towards a more efficient and competitive trade environment in Egypt,' Lee Myungshyn, Deputy Country Director of KOICA Egypt Office, said. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, said that 'this project is a continuation of the coordinating efforts undertaken by the Ministry in collaboration with all concerned parties to enhance the utilization of Korean grant resources to support the Egyptian government's plans for digital transformation and promote inclusive and sustainable development.' She emphasised that through the digital platform for risk-based inspection and tracking, national efforts are supported to facilitate and develop trade flows through digital transformation. Dr. Al-Mashat also highlighted the project's importancein enhancing competitiveness by accelerating inspection and customs clearance processes, thereby reducing administrative barriers and ensuring compliance with international standards in foreign trade. Hassan El-Khatib, Minister of Investment and Foreign Trade, indicated that 'this project is part of the state's vision to govern ports, accelerate, simplify, and reduce the cost and time of conformity assessment procedures for goods at ports, aiming to decrease release times to reach global standards.' He added that this includes tightening control over the trading, importing, and exporting of low-quality goods, in line with Egypt's international commitments under the World Trade Organization's 'Trade Facilitation Agreement' regarding the implementation of integrated risk management systems in cross-border trade. Essam Al-Naggar, Chairperson of the General Authority for Export and Import Control, praised 'the support from the Korean government for implementing this project, which will contribute to establishing a modern integrated system for monitoring the import of industrial goods, including market surveillance, similar to practices in developed countries.' KOICA is a Korean government agency under the Ministry of Foreign Affairs, dedicated to implementing grant aid programmes designed to combat poverty and support sustainable socio-economic growth in developing countries worldwide. The KOICA Egypt Office, established in 1998, provides technical and technological education for youth in Egypt, supports the digitalisation of government services and systems, and carries out programmes to address gender-based violence, strengthen women's empowerment, and support vulnerable groups.
