7,000 killed since January in fighting in DRC, prime minister says
Some 7,000 people have died since January in fighting in eastern Democratic Republic of Congo (DRC), its prime minister told a high-level meeting of the Human Rights Council in Geneva on Monday.
Some 450,000 people are without shelter after 90 displacement camps were destroyed, Judith Suminwa Tuluka added.
The M23's advance is the gravest escalation in more than a decade of the long-running conflict in eastern Congo. The rebel group's capture of swathes of the east and valuable mineral deposits has fanned fears of a wider war.
Rwanda rejects allegations from Congo, the United Nations and Western powers that it supports M23 with arms and troops.
The prime minister urged the world to act and to impose 'dissuasive sanctions' amid mass displacements and summary executions.
'It is impossible to describe the screams and cries of millions of victims of this conflict,' she added.
In the opening remarks at the 58th UN Human Rights Council in Geneva, UN chief Antonio Guterres said that human rights around the world are being 'suffocated' and referred to horrifying human rights abuses in the DRC.
Since the start of the year, the DRC has faced back-to-back losses in North and South Kivu provinces, fueling criticism of the authorities' military strategy.

By Jessica Donati and Sonia Rolley (Reuters) -Rwanda-backed M23 rebels in Democratic Republic of Congo executed at least 21 civilians over two days in February in the eastern city of Goma, Human Rights Watch said in a report published on Tuesday. The report covers incidents on February 22-23 in a Goma neighborhood, offering a snapshot of the violence during the latest escalation of the decades-long conflict. 'Commanders and combatants who directly ordered or carried out abuses should be held criminally accountable,' Human Rights Watch said in the report. M23 rebels have seized eastern Congo's two largest cities, Goma and Bukavu, in an offensive that began in January. The unprecedented advance has killed thousands of people and forced hundreds of thousands to flee. The 21 slain civilians included six men and one woman shot in the head near Katindo military camp in Goma on February 22. HRW said M23 were responsible, citing a witness. In a separate incident, M23 killed people and dumped their bodies at a construction site less than 100 metres away from the camp. These included a 15-year-old who was taken from his home and later found dead at the site, HRW said, citing a relative and a neighbour. Goma's Kasika neighbourhood was targeted because it had previously housed Congolese army barracks, HRW said. The violence continued in the neighbourhood a day later on February 23 when M23 rounded up around 20 young men at a nearby sportsfield. A witness told HRW the rebels accused the young men of being members of the army. Three that tried to run away were shot. An M23 leader said the group would look into the allegations and publish the findings. 'HRW gives us an opportunity to mirror ourselves. We respect this organization despite its past accusations which proved to be false,' M23 leader Bertrand Bisimwa told Reuters. The overall toll in Goma is likely to be higher, HRW said, with medical workers reporting that over 50 bodies were collected from the Kasika area over the two-day period. Other organizations have previously reported grievous crimes committed in eastern Congo since M23 seized swaths of territory. Amnesty International in March said rebels had raided hospitals in Goma for wounded Congolese soldiers and taken 130 people including caregivers. Many were tortured and some are still missing. UNICEF reported a five-fold surge in rape cases treated across 42 health centers in eastern Congo, in February, describing it as the worst sexual violence seen there in years. Almost a third of the victims were children, UNICEF said. In one example, a mother reported that her six daughters, the youngest just 12 years old, were raped by armed men searching for food. The conflict in eastern Congo is rooted in the spillover of Rwanda's 1994 genocide and the struggle over Congo's vast mineral resources. UN assembly elects Germany's ex-foreign minister as next president after Russia demands secret vote
UNITED NATIONS (AP) — The U.N. General Assembly overwhelmingly elected Germany's former foreign minister Annalena Baerbock to be the next head of the 193-member world body in a secret-ballot vote demanded by Russia. Baerbock got 167 votes, almost double the 88 votes needed to win, while high-ranking German diplomat Helga Schmid received 7 votes as a write-in and 14 countries abstained. Germany had nominated Schmid for the assembly presidency but replaced her with Baerbock after she lost her job as the country's foreign affairs chief in the recent election. The decision drew some criticism in Germany. When Baerbock appeared before the assembly to discuss her candidacy on May 15, Russia's deputy U.N. ambassador Dmitry Polyansky lashed into her, saying: 'Ms. Baerbock has repeatedly proved her incompetence, extreme bias and lack of understanding of the basic principles of diplomacy.' Polyansky accused her of having pursued an 'anti-Russia policy,' which he said gave Russia reason to doubt that as General Assembly president she would be 'able to act in the interests of peace and dialogue.' Baerbock brushed off Russia's request for a secret ballot. 'I am grateful … the overwhelming majority of member states have voted in favor of my candidacy and I'm looking forward to work with all member states together in these challenging times,' she said. Baerbock will replace current assembly president Philemon Yang, a former prime minister of Cameroon, at the start of the 80th session in September. She will preside over the annual gathering of world leaders in late September and anniversary events marking the founding of the United Nations in 1945. The one-year presidency of the General Assembly rotates by region. The assembly, which is the U.N.'s most representative body, has taken the spotlight in reacting to the wars in Ukraine and Gaza. That's because any action by the U.N. Security Council has been blocked by the veto power of Russia on Ukraine and the United States on Gaza. Baerbock said in her acceptance speech that the theme of her presidency will be 'Better Together,' stressing that the world is 'walking on a tightrope of uncertainty' in very challenging times. The birth of the United Nations on the ashes of World War II 'reminds us: We have lived through difficult times before,' she said. 'And it is up to us to take up these challenges.' Baerbock pointed to more than 120 armed conflicts around the world today as another reminder that the U.N.'s primary mission, 'to save succeeding generations from the scourge of war,' remains unaccomplished. U.N. Secretary-General Antonio Guterres said Baerback will take the presidency as the world faces not only 'conflicts, climate catastrophe, poverty and inequality' but divisions and mistrust. 'Aid and development funding are drying up, and our institutions and structures still reflect the world of yesterday, not a vision of tomorrow,' he said.
