Here's what's open and closed on the Civic holiday in Windsor-Essex and Chatham-Kent.
Windsor-Essex
Open:
The Devonshire Mall is open from 11 a.m. to 6 p.m.
The Tecumseh Mall will be open from 11 a.m. to 5 p.m.
The Windsor Crossing Outlet Mall will be open from 10 a.m. to 6 p.m.
Most grocery stores operate on holiday hours.
The Beer Store will be open from 11 a.m. to 6 p.m.

City of Windsor holiday hours
The City of Windsor administrative offices will be closed on Monday, Aug. 4 in observance of the Civic Holiday.
The meeting of the Development and Heritage Standing Committee will be held on Tuesday, Aug. 5 at 4:30 p.m. in the Council Chambers.
The 311 Customer Contact Centre will be closed. The 211 information centre is available 24/7.
Garbage and recycling collections
Residential garbage, yard waste, and recycling collection services are not delayed by the holiday.
Night commercial, front end loader, and weekly recycling collections are not delayed.
Public drop-off and household chemical waste depots
Depots at the northeast corner of Central Avenue and North Service Road East will be closed.
Parks and recreation
Sandpoint Beach remains closed to swimmers indefinitely. The same area and park are open.
Community and customer care centres and arenas will be closed, except for already booked rentals or events. This includes all day camp programs and the indoor pools and fitness centre at the WFCU Centre and Gino and Liz Marcus Community Complex.
The WFCU Centre will be open for ice rentals from 7:30 a.m. to 3:30 p.m.
Atkinson, Central, Lanspeary, Mic Mac, Remington Booster, and Riverside Centennial outdoor pools will be open as scheduled for recreational swimming. Swim schedules are available here.
The indoor pool (Natatorium) at the Windsor International Aquatic and Training Centre will be closed. The fitness centre will be open from 10 a.m. to 6 p.m.
Park-based splash pads are open from 8 a.m. to 8 p.m.
The Lakeview Park Marina office and fuel dock will be open from 8 a.m. to 8 p.m. Launch ramps will be open from 6 a.m. to 8 p.m.
Adventure Bay Family Water Park
Adventure Bay Family Water Park will be open from 10 a.m. to 6 p.m.
Homelessness and Housing Help Hub (H4)
Programming at 400 Wyandotte Street East will be open regular hours, 24 hours a day, seven days a week, including Aug. 4, to offer services for those experiencing homelessness. Call 519-253-3806 for more information.
Parking Enforcement
Municipal ticket payment offices will be closed. Online payment is still available on the City of Windsor's website.
Windsor Public Library
All library locations will be closed.
Museum Windsor
The Chimczuk Museum and François Baby House locations will be closed. Streetcar No. 351 and Legacy Beacon will be open from 11 a.m. to 7 p.m.
Transit Windsor
Operating on the Sunday/holiday schedule. The customer service office will be closed.
Municipality of Chatham-Kent hours
Municipal offices and most services will be closed Monday, Aug. 5 in recognition of the Civic Holiday.
Arenas
Blenheim and Thames Campus Arenas are open for scheduled rentals. All other arenas are closed.
Arts and culture
Chatham Capitol Theatre, Kiwanis Theatre, CKTickets Box Office, Chatham Cultural Centre, Chatham-Kent Museum, Ridge House Museum, the Milner Heritage House, Thames Art Gallery and ARTspace will be closed.
Cemetery Operations
Cemeteries staff will be available on call for funeral homes needing at-need lot sales or internment orders.
CK Public Health
CK Public Health will be closed. Essential after-hours Public Health services are available by calling 1-866-446-8207.
Due to the Public Health lab schedule, well water samples will be paused as of Friday, Aug. 1 at 11 a.m. until regular office hours resume on Aug. 5.
EarlyON
All EarlyON programs are closed.
Employment and Social Services
Employment and social services will be closed. The Homeless Response Line at 519-354-6628 for homeless emergencies within Chatham-Kent is available 24/7.
Entegrus
Entegrus will be closed. The emergency call number is 519-352-6300.
Fleet Services
Fleet services will be closed.
Housing Services
Housing services will be closed. The Homeless Response Line is available at 519-354-6628 for homeless emergencies in Chatham-Kent. The Homeless Response Line runs 24/7.
Leaf and Yard Depots
All leaf and yard depots will be open.
Library services
All Chatham-Kent Public Library branches will be closed.
Pools
Pools will be open from 1:30 p.m. to 4 p.m. All other programming is unavailable.
Provincial Offences Court
The provincial offences court will be closed. Fines can still be paid online at www.paytickets.ca.
Public Utilities Commission
The PUC McGeorge building and the Records Department will be closed Friday, Aug. 1 and Monday, Aug. 4
Ride CK
All Ride CK transit services will not operate.
Riverview Gardens
Reception and administrative offices will be closed. Nursing staff can be reached 24/7 at 519-352-4823.
Service Ontario
Both the Chatham and Dresden locations will be closed.
Tourism
CK Tourism will be closed. Visitor information can be found at www.visitck.ca.
Transfer Stations
All transfer stations will be closed.
Waste and Recycling
Waste collection will be delayed one day.
Chatham-Kent Health Alliance
The Chatham-Kent Health Alliance said some healthcare services offered in Chatham and Wallaceburg will be altered.
Some outpatient diagnostic tests will take place. If you have an appointment set, you are advised to go. The departments will be staffed to meet the needs of inpatients and emergencies.
Ambulatory care services, pre-surgical screening services, diabetes education centre, the TIA and CAD clinics, pulmonary function lab, outpatient lab services, health records, and patient appointment offices will be closed.
The Chatham-Kent Mental Health and Addictions Program Outpatient Department will be closed.
The Rapid Access to Addiction Medicine Clinic will also be closed. For immediate crisis, call 1-866-299-7447 or go to your closest emergency room.
Elston Pharmacy at the Chatham site will be closed.
The Oncology/Chemotherapy Department will be closed.
The Business Office and Cashier's Office will be closed. Two bill changers are available in the building for coins.
Hemodialysis care will be open.

Social Sharing The Port of Prince Rupert has confirmed a "propane release event" at its Ridley Island export terminal prompted a shutdown of operations this morning. "I can confirm that earlier this morning all terminal operations were suspended on Ridley Island while a propane release event was being investigated and addressed," the port's corporate communications manager, James Cain, said in an email. "Since then, the situation has stabilized, access to Ridley Island is underway, and terminal operations are in the process of resuming." No injuries have been reported. Ridley Island is home to the AltaGas propane export facility, which the company says is the first of its kind in Canada, processing an average of 112 rail cars of propane a day, and capable of storing 1.2 million tonnes of the gas annually. Photos posted to social media show what appears to be a white fog surrounding the facility, with some commenters expressing concern about their safety. The nearby District of Port Edward put out a statement on its Facebook page saying that "the leak is under control, and there is no risk to Port Edward at this time." AltaGas says the images depict a vapour cloud above the facility, as an "unintended release of propane" took place at 6:20 a.m. PT, which was contained at 8:47 a.m. "Our priority remains focused on the safety of people, communities and the environment. We are continuing to monitor air quality and have not seen any levels of concern," the statement says. "Winds in the area are further helping dissipate the vapour cloud, and we do not expect further emergency response or evacuation." According to Natural Resources Canada, propane is highly combustible, but it requires higher concentrations and higher temperatures than gasoline to combust, making it relatively safe. It can also be a suffocation risk in enclosed spaces.
