A Liverpool fan from the Isle of Man has described being 'inches away' from the car that struck pedestrians during the victory parade.
Stephen Rea had travelled from the Isle of Man to the Liverpool FC parade with a friend, before witnessing the incident on Water Street.
A 53-year-old man was arrested after the 'horror' incident and four children were among 65 who were injured – including one child who was seriously hurt.
Stephen said: "All of a sudden we heard some beeping. And then next thing, if it wasn't for myself telling my friend to get in, we would have been hit by the car unfortunately. It came six inches away from us.
"It was chased by a group of people. I initially went to chase and then I got told by my friend to think better off it, so I stopped.
"There was a bunch of people chasing the car, trying to get to the driver, trying to stop the driver. As the car went past or it went into another mass of people, so we couldn't see anything.
"But what we did hear was about four or five thuds of him hitting other people behind us."
Footage of the incident circulating online appeared to show people in the crowd following the Liverpool Football Club celebrations attempting to get close to the driver of the car, with one managing to open the driver's car door.
Videos then appeared to show the driver close the car door before suddenly speeding up and veering into pedestrians on both sides of the crowded street.
"After that we sort of stood to the side and tried to understand what we witnessed as to why was there a car driving down? You couldn't make sense of it.
It is understood the car made its way onto Water Street after a roadblock was lifted to make way for an ambulance attending a member of the public suffering from a suspected heart attack.
"So as we walked towards our hotel and we were seen, unfortunately, we've seen people that were hit on the side of the pavement and there was a couple on the road and the emergency responders were all running down chasing after the car.
"And yeah, just, you know, it was horrible. It was really horrible."
The force said the suspect was the driver of the car was white, British and from the West Derby area, adding that it was not being treated as terrorism.
He has been arrested on suspicion of attempted murder, dangerous driving offences and driving while unfit through drugs.
On Tuesday morning a police cordon remained in place at the scene, with a large police van parked in front of a blue tent on the road and officers stationed along the street.
Stephen concluded by saying: "I just hope everyone's ok - I know there's some people in hospital seriously ill - I hope they get a full recovery and we can all move past it."

The alarm was raised just before 7am on Wednesday, with news of the incident only emerging today. ‌ Respected Portuguese daily Correo da Manha reports the tourist was 'completely naked' when he was found at the bottom of the steps in an avenue called Avenida da Libertade. An autopsy has already taken place but the results have not been made public. Portuguese police are understood to have ruled out any link to a crime and are said to be treating the death as a tragedy linked to excessive alcohol consumption. It was not immediately clear today where the tourist had been heading from and to and whether he was staying at a hotel in Albufeira. No explanation has been given as to why he might have been naked, although police have not yet confirmed he had no clothes on. It comes after the body of Greg Monks was discovered in the Cerro de Aguia area on Wednesday. The 37-year-old, from Glasgow, had been missing for seven days after vanishing following a night out on a stag do. ‌ He is thought to have jumped over a wall and fallen down a steep cliff after becoming disoriented as he tried to head back to his holiday hotel. Police in Portugal said earlier this week he is likely to have died after falling into a ravine from attempting to scale a fence. Albufeira has increasingly been coming under the spotlight over the way it has gone from a family-focused resort to a partying Mecca that has reportedly brought more violence, drugs and loutish behaviour. British tourists holidaying in the resort were warned at the start of the year local town hall chiefs were planning on bringing in fines of up to £1,250 if they got caught walking along the street in their bikinis or swim shorts. Albufeira's mayor Jose Carlos Polo said he also wanted to tackle street drinking and the problem of holidaymakers urinating in public by introducing new penalty fees. Last summer a group of partying British tourists put on a shocking display of public nudity which led to locals questioning the type of visitor the town attracted. Footage of their drunken antics, showing them starkers on their knees in a line on top of a bar counter, went viral as Mr Rolo called the display 'deeply negative' and said he would call for police reinforcements. Eight British holidaymakers were later identified by cops. The GNR police force is understood to have discovered who they were following an investigation after failing to catch them in the act with their pants still down. The jaw-dropping scenes happened at Route Caffe 66 on the Oura Strip, Albufeira's equivalent of the infamous Punta Ballena party strip in Magaluf. One of the revellers was seen slapping the bare backside of a pal who was part of the bizarre party train the holidaymakers formed on the bar top on their knees. It was not immediately clear today what action had been taken against them following an investigation which was announced at the time.

More info A Scottish drugs mule who flooded the UK with millions of pounds worth of heroin has been ordered to pay back just £42k. Christopher Heaney, from Anstruther in Fife, was jailed for nine years for his involvement in a cross-border heroin conspiracy as he and four others were busted by cops following the arrest of a former police officer in 2022. Ex-cop Steven Creasey was stopped while driving to Fife having already travelled from his home in Cardiff to Liverpool on the same day. A dog then sniffed out a professionally installed hide under the passenger seat, reports WalesOnline. It contained a 5kg stash of heroin and one kilogram of adulterant. A burner phone also found in his possession revealed he had been operating as a professional courier engaged by the heads of a Liverpool-based gang. Fife-based Heaney was involved in the distribution of onward supply across the UK along with three others. Raids were then carried out at homes in Cardiff, Liverpool, Scotland and Northumberland towards the end of 2022. Significant items were found at the addresses, including expensive jewellery, heroin, cocaine, adulterants, opium, cannabis grows, and metal moulds for pressing powder into blocks. All five defendants pleaded guilty prior to trial at Cardiff Crown Court in February last year. The gang members were jailed for a combination of 57 years and 2 months. A Proceeds of Crime Act (POCA) hearing was held at the same court earlier this week. It heard how despite profiting around £125,000 as part of the operation, Heaney was ordered to pay back a fraction of £42,000. Judge Lucy Crowther ordered him to pay the sum within three months. "The success of Operation Solon demonstrates strong partnership working between Police Scotland, Tarian ROCU and other partner agencies. It also reinforces our commitment to the UK's Serious and Organised Crime Strategy. "Organised crime has no place in our society and we will continue to work relentlessly to bring those responsible to justice."
