Maha jails cramped at double capacity amid 40% staff shortage, HC gives 2-week ultimatum
A division bench of Justices Nitin Sambre and Vrushali Joshi, while hearing a criminal writ petition filed by Nanded-based undertrial Sachin Lone, took exception to the incomplete affidavits filed by the state's principal secretary (appeals & security) and the special inspector general of prisons.
The court warned that it was "compelled" to consider issuing contempt notices, observing that officials "intentionally avoided" complying with its March 20 order directing submission of prison-wise staffing data, vacancy percentages, and details of the last official review of staffing needs.
The judges flagged the systemic understaffing plaguing prisons, noting that "almost every prison in Maharashtra is overcrowded" and in some facilities, "the number of inmates lodged is double the sanctioned capacity". They said this burden severely compromises prison administration and leads to delays in decision-making, especially on prisoners' applications.

"Recruitment underway will only address 25% of the vacancies. Still, around 15% will remain unfilled, for which immediate steps are necessary," the bench said, referring to the state's own affidavit that cited a 40% shortfall in sanctioned staff strength.
Justice Sambre also referred to his recent official visit to Nagpur Central Jail with Supreme Court judge and SC Legal Services Authority chairman Justice Bhushan Gavai. "We found the staff-to-inmate ratio alarming. The number of sanctioned staff itself is inadequate, and vacancies only worsen the situation. Prisoners were found to be suffering from skin ailments and infections. We were told medical staff was insufficient, forcing reliance on govt hospitals," he said.
The judges stressed that all jails must have 24x7 availability of medical personnel, including physicians and psychiatrists, and cited Supreme Court's landmark Sunil Batra versus Delhi Administration judgment affirming prisoners' fundamental rights.
Citing the India Justice Report-2025, petitioner's counsel Ratna Singh, assisted by Arpit Wagide, pointed out that Maharashtra reportedly spends just Rs47 per inmate daily, compared to Rs733 in Andhra Pradesh. While the court said it was not accepting those figures as accurate, it directed the state to disclose its actual per-prisoner expenditure.
The court also criticised the state's failure to provide cadre-wise vacancy data and called for urgent attention to the health and living conditions of inmates in overcrowded prisons.
By way of a "last chance," the bench directed the additional chief secretary (Home) and the additional director general (prisons) to file a fresh affidavit by May 5. The next hearing is slated on May 6.

Slapped, punched and bitten: The horrific assault of a 15-month-old inside a Noida daycare centre
A 15-month-old girl was brutally assaulted by a nanny at a Noida daycare, with the incident caught on CCTV. The daycare owner allegedly did nothing to intervene. Police have arrested the nanny read more The parents also allege that despite their daughter's cries, the daycare owner, Charu, made no attempt to help or protect her. Image for Representation A 15-month-old girl was brutally assaulted by a nanny at a daycare in Noida's Sector 137, in an incident that has left parents across the city horrified and questioning the safety of childcare facilities. The assault, which was caught on CCTV, shows the toddler being slapped, bitten, dropped to the ground twice or thrice, and beaten with a plastic bat. Shockingly, the daycare owner was allegedly present but did nothing to intervene. STORY CONTINUES BELOW THIS AD Here's what happened The shocking assault at Noida daycare Monica and Sandeep Kumar, parents of the 15-month-old girl, had been sending their daughter to the daycare in Sector 137 since May 21. Sandeep, who works in the IT department of a UK-based multinational company, had made sure to check the safety arrangements himself before enrolling her, including confirming that five CCTV cameras were installed across the premises. The daycare, run by the residents' association, is one of many such facilities operating in residential complexes across Delhi NCR. Charu, the daycare's owner, personally assured the couple of their child's safety. 'Before sending our daughter, we had checked all safety measures at the daycare. There were five CCTV cameras in all rooms, the hall, and kitchen areas. The owner assured us during admission that it's the daycare's responsibility to keep every child safe,' Sandeep told The Times of India. But on Monday, when Monica went to pick up her daughter, something felt wrong. The toddler was crying uncontrollably and seemed unusually distressed. Later, while changing her clothes, Monica spotted circular marks on both of her thighs. 'My wife asked the teachers about the bite marks, but was told she had some infection from home. She ran to a doctor immediately. The doctor confirmed it wasn't an infection, but marks of human teeth. He also told my wife that it appeared our daughter had been tortured because she was visibly scared. My wife came home and informed me. I left office without any delay,' Sandeep recalled. STORY CONTINUES BELOW THIS AD When they confronted the daycare owner, she flatly denied that any abuse had occurred. The couple requested CCTV footage to verify what had happened, but getting access proved to be an uphill battle. According to The Times of India, the staff claimed there were 'technical issues,' missing applications, and even snapped wires that delayed them from handing over the footage. The parents say the daycare kept stalling for four days until police intervened on Thursday. When the couple finally saw the recordings, they were horrified. The footage showed the attendant, Sonali, a teenager from Shahdara village, mercilessly punching the child, pushing her off a swing, dropping her onto the floor, beating her with a plastic bat, and even inserting a pencil into her mouth. A horrific video from a daycare in Noida has surfaced, showing a woman worker hitting and biting a 15-month-old toddler. A case against her was registered, and she was arrested. — Vani Mehrotra (@vani_mehrotra) August 11, 2025 STORY CONTINUES BELOW THIS AD The parents also allege that despite their daughter's cries, the daycare head, Charu, made no attempt to help or protect her. Instead, they claim both the maid and the owner hurled abusive language and issued threats when confronted. What's next? Following the parents' complaint, police from Noida's Sector-142 station registered a case, conducted a medical examination of the toddler, and arrested the accused maid. Charges have been filed under sections 115(2) (voluntarily causing hurt), 351(2) (criminal intimidation), and 352 (intentional insult with intent to provoke a breach of peace) of the Bharatiya Nyaya Sanhita (BNS). Following the parents' complaint, police from Noida's Sector-142 station registered a case, conducted a medical examination of the toddler, and arrested the accused maid. File image/PTI In a disturbing twist, Sandeep told NDTV that another family in the same residential complex has now come forward, claiming their child also suffered abuse at the daycare. They, too, plan to file a police complaint. STORY CONTINUES BELOW THIS AD 'I want action against the daycare owner and the attendant so that such an incident does not happen with another child. These were very tough days. I could not go to work. My wife could not sleep,' Sandeep said, describing the emotional toll of the ordeal. With input from agencies

Sanjay Raut writes to Amit Shah, seeks info on ex-VP Dhankhar's whereabouts
Raut said in his letter that rumours are circulating in Delhi that Dhankhar has been confined to his residence and is reportedly not safe ANI General News Shiv Sena (UBT) MP Sanjay Raut has written to Union Home Minister Amit Shah, seeking information about the whereabouts of former Vice President Jagdeep Dhankhar. "What exactly has happened to our Vice President (Jagdeep Dhankhar)? Where is he? How is his health? Is he safe? The nation deserves to know the truth about these questions," Raut said in his letter. Dhankhar resigned from his post on July 21, citing health reasons. Multiple Opposition leaders have repeatedly raised questions over the resignation of Jagdeep Dhankhar, claiming that the former VP might have been forced to resign due to differences between leaders. Raut said in his letter that rumours are circulating in Delhi that Dhankhar has been confined to his residence and is reportedly not safe. "On July 21, the Parliament session commenced. At 11 a.m., Rajya Sabha Chairman and Vice President Shri Jagdeep Dhankhar initiated the proceedings. During the session, he appeared normal and conducted the session in a usual manner," Raut wrote. "There was a verbal altercation between him and the Leader of the Opposition, Mallikarjun Kharge, after which the House proceedings were adjourned for the day. This suggests that the Chairman's health was fine at that time. However, after 6 p.m. on the same day, it was announced that the Vice President had resigned from his post, citing health reasons. This was shocking for everyone," he added. He said that what is even more shocking and disturbing is the fact that from July 21 till today, there has been no information about the whereabouts of Dhankhar. "What is his current location? How is his health? There is no clarity on these matters," he said. Raut claimed that some members of the Rajya Sabha attempted to contact Dhankhar but were unsuccessful. "There has been no communication with him or his staff, which is a matter of grave concern," he said. "In fact, some colleagues from the Rajya Sabha are even contemplating filing a writ petition of Habeas Corpus in the Supreme Court, as we are genuinely worried about the whereabouts of Dhankar and whether he is safe and healthy." "Before knocking on the doors of the Supreme Court, I thought it to be prudent to seek this information from you. I hope you will understand my sentiments and provide genuine information regarding Shri. Dhankhar's current whereabouts, his safety, and health," he said. Earlier on Saturday, Rajya Sabha MP Kapil Sibal said that the whereabouts of former Vice President Jagdeep Dhankhar have not been known since his resignation and demanded that Union Home Minister Amit Shah issue a statement on the matter. "After his resignation, we do not know anything about his whereabouts. I had previously heard about the 'Laapataa Ladies,' but this is the first time I have heard about the 'Laapataa' vice president," Sibal told reporters.
