
In public hearing, many allege discrepancies in SIR process
A panel of six eminent citizens, including former Patna high court judge Anjana Prakash; economist Jean Dreze; former chief information commissioner Wajahat Habibullah; former director of A N Sinha Institute D M Diwakar; social worker Bhanwar Meghvanshi and sociologist Nandini Sundar heard the people's views on the SIR.
The public hearing was jointly organised by Bharat Jodo Abhiyan, Jan Jagran Shakti Sangathan, NAPM, Samar Charitable Trust, Swaraj Abhiyan and Kosi Navnirman Manch.
Many of the participants, including one Phool Kumari Devi from Katihar, alleged discrepancies and listed the problems they faced in submitting the enumeration forms for the purpose. Some said Aadhaar card and EPIC were demanded by the BLOs, though the Election Commission (EC) has excluded these documents for the voter verification purpose.
Many married women complained that they had difficulty in obtaining documents of their parents and discrepancies in demanding documents to prove their eligibility.
In many families, they complained that some members got the forms while some did not. Some of them said BLOs also took a copy of the bank passbook, though it was not required. Some said the BLOs were under tremendous pressure.

Habibullah said the SIR process is neither according to the Constitution nor in accordance with the RTI Act. Dreze said the SIR should not be amended but repealed. "The ECI's own procedures have been violated many times. This will reduce the quality of the voter list and defeat the purpose," he said.

Bihar Voter List Trimmed By 52 Lakh By Election Commission
New Delhi: The controversial electoral roll revision in Bihar has weeded out 52 lakh voters who are dead or migrated, the Election Commission said today, assuring that "all eligible electors are included in the draft electoral roll to be published on August 1". Of the 52 lakh names removed, 18 lakh are reported dead, 26 lakh voters have shifted to different constituencies, and 7 lakh are enrolled at two places, the Commission said two days before the draft lists are expected. Amid Opposition concerns about a chunk of voters being left out -- that led to a massive row and a court case -- the poll body has assured that there will be time to tweak the lists to include anyone who need to be included. "As per the SIR order dated 24.06.2025, from August 1 to September 1, 2025, a full one-month will be available to any member of the public to file objections for any additions, deletions and rectification in Draft Electoral Rolls," the Commission said in a statement today. The Commission has said each voter who submitted the enumeration form with or without documents will be included in the draft roll that would be published on August 1. If any voter has been unable to submit his enumeration forms, they can be included in the final rolls once they submit a claim in the prescribed form along with the declaration. After the completion of the entire process, the final roll will be published on September 30, it added. And even after the publication, new voters can be enrolled up to the last date of nominations, the Commission has said. "The entire election machinery, including nearly 1 lakh BLOs, 4 lakh volunteers and 1.5 lakh BLAs appointed by the District Presidents of all the 12 major political parties in Bihar are working together to search those electors who are yet to submit their Enumeration Forms (EFs) or have not been found at their addresses," read a statement from the poll body today. The poll body has claimed that the Special Intensive Revision or SIR being conducted ahead of the assembly elections in Bihar, is its constitutional duty. In court, where the matter is pending, the Commission has argued that the entire process is being conducted in a consistent and jurisdictional manner, citing the powers conferred under Article 324 of the Constitution.

SC issues notice to Centre, states on president's reference about timelines for assent to bills
The Supreme Court on Tuesday issued notice to the Centre and all state governments on the reference made to it by President Droupadi Murmu about the court's April 8 ruling that set timelines for governors and the president to grant assent to bills passed by legislatures, Live Law reported. The notice was issued by a constitution bench comprising Chief Justice BR Gavai and Justices Surya Kant, Vikram Nath, PS Narasimha and AS Chandurkar. The matter concerning the appearances of the respondents will be heard on July 29. 'Tentatively, we propose to start [the hearing] somewhere in mid-August,' The Indian Express quoted Gavai as saying. In May, Murmu made the reference to the court under Article 143(1) of the Constitution with regard to its April 8 ruling. Article 143(1) allows the president to ask for the opinion and the advice of the court on matters of legal and public importance. In light of the reference, the court will have to set up a Constitution bench to provide answers. The ruling on April 8 had come on a petition filed by the Tamil Nadu government after Governor RN Ravi did not act on several bills for more than three years before rejecting them and sending some to the president. In its judgement, the court held that governors must decide on bills within a reasonable time and cannot delay indefinitely under Article 200. Similarly, it said that the president must act within three months under Article 201, and any delay beyond that must be explained and communicated to the state government. Both sections outline the process of assent to bills by governors and the president. The judgement had also introduced the concept of ' deemed assent ' in cases of prolonged inaction by the governor or president, allowing pending bills to be considered approved, Bar and Bench reported. Referencing the 14 questions, Murmu had asked whether the actions of governors and the president could be tried in court, and whether such timelines could be imposed on them in the absence of such provision in law.

"Chaitanya Baghel was in receipt of proceeds of crime worth Rs 16.70 crore. He had used his real estate firms to intermingle the said funds. "There is banking trail which indicates that during the relevant period of transactions, Trilok Singh Dhillon received payments from the liquor syndicate in his bank accounts," the ED said. Further, the ED alleged that Chaitanya "handled" more than Rs 1,000 crore worth of "proceeds of crime" generated out of the liquor scam . "He used to coordinate with Anwar Dhebar (the elder brother of Raipur Mayor and Congress leader Aijaz Dhebar) and others for transfer of proceeds of crime to the then treasurer of the Chhattisgarh Pradesh Congress Committee." "Investigation conducted by ED has revealed that the funds out of this liquor scam were also handed over to key associates of Baghel family for further investments. The end utilisation of this fund is being probed further," it said. The agency said that the alleged scam has paved way to a "massive loss" to the state exchequer and filled the pockets of the beneficiaries of a liquor syndicate with over Rs 2,100 crore. According to ED, the alleged scam was done between 2019 and 2022 when Chhattisgarh was governed by the Bhupesh Baghel-led Congress government. The ED in January arrested former minister and Congress leader Kawasi Lakhma, besides Anwar Dhebar, former IAS officer Anil Tuteja, Indian Telecom Service (ITS) officer Arunpati Tripathi and some others as part of their investigations in the case. An FIR was registered by the EOW/ACB on January 17 last year, about a month after the BJP defeated the incumbent Congress government in the 2023 assembly polls, and named 70 individuals and companies, including former excise minister Kawasi Lakhma and former chief secretary Vivek Dhand. According to the ED, the alleged commission generated through the illegal sale of liquor was shared "as per the directions from the highest political executives of the state".
