"Unfortunate incident": Odisha Law Minister after three die in Puri Rath Yatra stampede; Govt orders probe
Puri (Odisha) [India], June 29 (ANI): Odisha Law Minister Prithiviraj Harichandan on Sunday described the stampede during the Jagannath Rath Yatra in Puri that left at least three people dead as an 'unfortunate incident.'
He said Chief Minister Mohan Charan Majhi has ordered an inquiry and assured that strict action will be taken against those responsible.
'It is an unfortunate incident. Three people have died. Chief Minister Mohan Charan Majhi has already ordered an inquiry. He has already spoken about the incident on social media and has personally apologised. He has asked Director General of Police (DGP) YB Khurania to visit the spot. Action will be taken against those responsible for this,' said Harichandan.
Meanwhile, Congress leader and party in-charge for Odisha, Ajay Kumar Lallu said, 'The incident is very unfortunate. Millions of people took part in the Rath Yatra. The state government should have made proper arrangements to prevent a stampede.'
'There has been a lapse in security and arrangements. May the departed souls rest in peace and the injured recover soon,' he added.
Speaking on the circumstances that led to the tragedy, Puri District Magistrate Siddharth Swain said, '... Today, there was an incident in which due to a sudden surge in crowd at our high density points, people complained of suffocation, so from around 4:20 am to 5:40 am, around 15 devotees were transferred to the hospital, out of which 12 devotees were discharged after general treatment, but 3 of them died.'
'The cause of death will be confirmed after the post-mortem...' he said.
Earlier in the day, Odisha Director General of Police (DGP) YB Khurania reached the Gudicha Temple to assess the situation after the stampede during the Rath Yatra.
Following the incident, Odisha Deputy Commissioner of Police (DCP) Vishnu Pati and Commandant Ajay Padhi were suspended for negligence of duty.
According to a press note by the Odisha Chief Minister's Office, a tragic incident occurred during the world-famous Rath Yatra in Puri, as overcrowding led to the unfortunate demise of three devotees.
Expressing deep sorrow, Odisha Chief Minister Mohan Charan Majhi announced a financial assistance of Rs 25 lakh for the next of kin of each deceased devotee.
The Chief Minister ordered a detailed administrative inquiry under the supervision of the Development Commissioner and instructed the transfer of the District Collector.
SP Chanchal Rana has been appointed as the new District Collector, while Pinak Mishra has taken charge as the new Superintendent of Police.
The Chief Minister reaffirmed that Rath Yatra is a source of pride for Odisha and assured strict action against those responsible for the mishap. He emphasised that such incidents must not recur, ensuring the safety and sanctity of the festival in the future.
CM Mohan Charan Majhi apologised and sought forgiveness from the devotees, directing the authorities to initiate action against those responsible.
Posting on social media platform X, Chief Minister Majhi said, 'Due to the intense eagerness among devotees to have a glimpse of Mahaprabhu at Sharadhabali, an unfortunate incident occurred because of the resulting jostling and chaos. Personally, my government and I seek forgiveness from all devotees of Jagannath. We express our condolences to the families of those devotees whose lives were lost at Sharadhabali and pray to Mahaprabhu Jagannath to grant them the strength to bear this profound sorrow.'
He added that an investigation will be conducted into the security lapse, and action will be taken against those responsible.
'This negligence is unforgivable. An immediate investigation into the security lapse will be conducted, and I have directed that necessary steps be taken to initiate exemplary action against those responsible,' Majhi's X post read.
The stampede, in which at least three people died and several were injured, occurred early this morning near the Gundicha Temple in Puri.
During the annual Rath Yatra, a massive crowd of devotees pull the holy chariots of the three deities - Lord Jagannath, Lord Balabhadra and Goddess Shubhadra, which are taken to the Gundicha Temple, a short distance from the Jagannath Temple.
The three deities spend a week at the Gundicha Temple before returning to Jagannath Temple. This year, the Rath Yatra commenced on Friday. (ANI)

"Break Their Legs": Odisha Police Officer's Instruction At Protest Goes Viral. "Out Of Context," He Says
Bhubaneswar: A senior police officer's very specific instruction to police personnel guarding a barbed wire barricade outside Odisha Chief Minister Mohan Charan Majhi's house during a protest by Congress party workers has gone viral on social media. The Congress workers came to protest against what they called crowd mismanagement and negligence after three people were killed and 50 were injured in a stampede in Puri on Sunday. The incident happened near Puri's Shree Gundicha temple during a ceremony linked to the ongoing Rath Yatra festival. A large police force was posted outside the chief minister's house in anticipation of the protest by the Congress workers. One of the officers who oversaw the deployment was Bhubaneswar Additional Commissioner of Police (ACP) Narasingha Bhol. In the video that went viral, Mr Bhol walked to the last barricade among a row of barricades and gave instructions to police personnel standing there. His index finger pointing towards a circular barbed wire that went in a loop around the barricade, the ACP said, "If anybody reaches here, break their leg. Don't catch them, just break their legs. We are standing there [some distance away] to catch them. Whoever breaks a leg, come to me and take a reward." "Yes, sir, yes, sir," the policemen behind the last barricade responded to the instruction given by the Indian Police Service (IPS) officer. After the video went viral on social media, Mr Bhol told NDTV on phone that his comment was taken out of context. "There is a place, time and context in everything. Where was it happening, when was it happening... If you see the video, I told the personnel that 'we are there to arrest them'," Mr Bhol said, referring to a spot some distance away from the barricade. "Before reaching the spot where I was standing, there were two barricades. The order was to detain unruly protesters at the first barricade itself. However, if somebody breached the two barricades and went beyond them, then that person has already broken the law. He is part of an unlawful assembly." The police officer added, "We are free to apply maximum force to stop unlawful assembly." The Odisha government has launched an administrative investigation into the Puri stampede. State Law Minister Prithiviraj Harichandan said Development Commissioner Anu Garg will submit a report to the chief minister within 30 days. "The state government will take stern action against those responsible for the tragic incident," the law minister said. Puri's Chief District Medical Officer Kishore Satapathy told news agency PTI that all injured people were discharged from a government health facility by 8 pm on Sunday.

After Cyberabad and Genome Valley, both set up around 25 years back when he was at the helm, Naidu has set out to surpass the legacy left behind in Hyderabad by building a Quantum Valley at Amaravati. Scheduled for inauguration on 1 January next year, Amaravati Quantum Valley (AQV) is a pioneering initiative aimed at establishing India's first dedicated quantum computing and deep tech ecosystem, officials say. Hyderadabad: A decade since his shift after the bifurcation of Andhra Pradesh, Chief Minister Chandrababu Naidu still grabs any opportunity to evoke his vision, effort in building the IT, bio and business hubs that turned a laidback Hyderabad into a major economic growth engine in the country. Seated in Amaravati, some 300 km from the HITEC city, bio-pharma centre that went to Telangana in 2014, Naidu is drawing up blueprints to find the Andhra Pradesh capital a good spot on the global business-innovation map. Much like the circular Cyber Towers, a widely recognised office space symbolising Hyderabad's IT prowess, AQV will feature an iconic building housing India's largest quantum computer, requiring highly specialised cryogenic labs and spotless rooms for quantum hardware. Officials say it allows establishment of a focused high-tech ecosystem dedicated to quantum computing, deep technologies, and research-intensive industries and a state-of-the-art quantum computing center, envisioned to be the largest of its kind in India. The valley's key components include a Quantum Valley Tech Park to be developed in collaboration with renowned players including IBM, Tata Consultancy Services (TCS), and Larsen & Toubro (L&T). IBM is set to install its 156-qubit Quantum System Two—the largest and most powerful quantum computer to date in India—while L&T will handle infrastructure development. TCS will provide quantum computing services and hybrid computing solutions, integrating quantum capabilities into sectors such as healthcare, finance, and manufacturing, a concept note accessed by ThePrint says. At the same time, academic integration is ongoing with Andhra Pradesh State Council of Higher Education (APSCHE) directing state universities to introduce quantum computing courses. For instance, the Visakhapatnam-based Andhra University plans to offer major and minor degree programmes in quantum computing from 2025–26, ensuring a skilled workforce for the emerging quantum industry. Aiming to secure a first-mover advantage in the quantum technology sector, the southern state aims to leverage the emerging tech to enhance public services, and 'to develop India's first quantum governance framework.' While the Naidu government has not disclosed the cost of developing Quantum Valley, it will be part of the broader NQM, 'which is allocated a budget of Rs 6,004 crore for 2023 to 2031 period'. 'Given its prominence in the mission, the Quantum Valley is expected to receive a substantial portion of this funding,' said a state official who did not wish to be named. The administration has set an ambitious target to complete construction of the main quantum facility, installation of the computing systems, and supporting ecosystem infrastructure by this year's end. The core partners already involved are IBM, TCS, and academic institutions like IIT Madras. Purdue University and University of Tokyo have accepted proposals to collaborate with the DeepTech Research Park, and the partnerships aim to foster international research collaborations and academic exchanges. Quantum Valley is also designed as a multi-disciplinary deep tech ecosystem, supporting, attracting a wide range of advanced tech sectors intersecting with or complementing quantum technologies like AI, semiconductors, high-performance computing (supercomputing), defense and space tech, and advanced materials and photonics. The AQV will support a full range of R&D activities including product design and algorithm development for sectors like healthcare, logistics, and finance advanced prototyping of quantum hardware and software systems and small-scale advanced manufacturing of specialised components like cryogenic devices. 'What makes Quantum Valley stand out is its integrated approach: combining quantum, AI, semiconductors, and advanced manufacturing; hosting MNCs, startups, and academia; and even applying quantum tech to governance. It's the first of its kind in India, and globally rare in its scale, planning, and openness,' the note mentions. Quantum Valley is in alignment with national missions like Atmanirbhar Bharat and Digital India by building deep-tech capabilities within the country, the note says. 'Precise daily/annual dollar value output is not available because quantum technology is nascent and the Valley's initial focus is R&D, talent development, and ecosystem building, not immediate commercial sales. Its primary output will be intellectual property, scientific breakthroughs, and skilled workforce,' says an official involved in the project. However, its economic impact will be substantial and indirect: creating high-end jobs, attracting global investment, driving efficiency and new revenue streams for industries adopting quantum solutions, and providing invaluable national security benefits. The Indian quantum computing market is projected to grow from $71.4 million (2024) to $500 million (2035), with Quantum Valley aiming to be a major catalyst in capturing this growth and establishing India as a global quantum leader, the note adds.
