Top European rights court finds Russia committed abuses in Ukraine, MH17 downing
STRASBOURG, France — A top European court on Wednesday ruled Russia committed human rights violations in backing anti-Kyiv separatists in eastern Ukraine from 2014, the downing of the MH17 flight that year and invading Ukraine in 2022.
The European Court of Human Rights, part of the Council of Europe rights body, is tasked with implementing the European human rights convention in the 46 signatory countries. — Agence France-Presse

Marcos orders creation of Office of the Presidential Adviser on Pasig River Rehab

Through Executive Order No. 92, Marcos underscored that the convergence of concerned government agencies is necessary to rehabilitate and develop the Pasig River, which is considered as a historically and culturally important waterway. Under the EO, the President also directed the reorganization of the inter-agency council for the Pasig River urban development. The OPAPRR shall be headed by the Presidential Adviser for Pasig River Rehabilitation (PAPRR), appointed by the President, with the rank and compensations of a Secretary. At present, the Presidential Adviser for Pasig River Rehabilitation is Jerry Acuzar. The said office will advise the President on all matters regarding the formulation and implementation of policies, plans, activities, and programs of the government towards the rehabilitation, development, and restoration of the banks and tributaries along the Pasig River water system and nearby water systems. It is also tasked to monitor, coordinate, and harmonize all policies, plans, activities, and programs of the implementing agencies in charge of the rehabilitation, development, and restoration of the banks along the Pasig River water system and nearby water systems. North Korea's Kim calls for rapid nuclear buildup amid US-South Korea exercises

South Korea and its ally the United States kicked off joint military drills this week, including testing an upgraded response to heightened North Korean nuclear threats. Pyongyang regularly criticizes such drills as rehearsals for invasion and sometimes responds with weapons tests, but Seoul and Washington say they are purely defensive. The 11-day annual exercises, called Ulchi Freedom Shield, will be on a similar scale to 2024 but adjusted by rescheduling 20 out of 40 field training events to September, South Korea's military said earlier. Those delays come as South Korean President Lee Jae Myung says he wants to ease tensions with North Korea, though analysts are skeptical about Pyongyang's response. The exercises were a "clear expression of ... their intention to remain most hostile and confrontational" to North Korea, Kim said during his visit to a navy destroyer on Monday, according to KCNA's English translation of his remarks. He said the security environment required the North to "rapidly expand" its nuclear armament, noting that recent US-South Korea exercises involved a "nuclear element". Efforts by the United States and its allies to tackle North Korea's development of nuclear weapons are expected to be discussed at an upcoming meeting between US President Donald Trump and South Korean President Lee Jae Myung in Washington. "Through this move, North Korea is demonstrating its refusal to accept denuclearization and the will to irreversibly upgrade nuclear weapons," said Hong Min, North Korea analyst at the Korea Institute for National Unification. A report by the Federation of American Scientists last year concluded that while North Korea may have produced enough fissile material to build up to 90 nuclear warheads, it had likely assembled closer to 50. Taiwan to rely on itself for security after Trump reveals China comment on invasion

REUTERS/ Ann Wang TAIPEI - Taiwan must rely on itself for its security, the island's foreign ministry said on Tuesday, responding to US President Donald Trump saying Chinese President Xi Jinping told him he would not invade the island while Trump was in office. Democratic Taiwan has over the past five years or so faced ramped up military and political pressure from China, which views the separately governed island as its "sacred" territory. Beijing has never renounced the use of force to bring Taiwan under its control. Asked about Trump's remarks, Taiwan Foreign Ministry spokesperson Hsiao Kuang-wei said the government closely monitored interactions between senior US and Chinese officials. "Taiwan's security must be achieved through its own efforts, so our country has been dedicating itself to raising its self defense capabilities and resilience. Our country will keep working hard to do this," Hsiao told reporters in Taipei. The United States is Taiwan's most important international backer and arms supplier, although there are no formal diplomatic ties. There is also no defense treaty so should China attack Washington is under no obligation to help. The United States, which is however bound by law to provide Taiwan with the means to defend itself, has long stuck to a policy of "strategic ambiguity," not making clear whether it would respond militarily to a Chinese attack on Taiwan. Trump made the invasion comments in an interview with Fox News, ahead of talks in Alaska with Russian President Vladimir Putin over Moscow's war in Ukraine. On Monday, China's foreign ministry said Taiwan was an internal matter that was for the Chinese people to resolve. Taiwan's government vehemently opposes China's sovereignty claims. —Reuters
