It's understood the Ibrox club's new American owners have been demanding £5million for his services.
And while AEK are keen to land the striker, a report in Greece has claimed the Athens outfit are trying to lower the fee they would have to pay.
That's led to a snag in talks, with Gers not willing to budge, reports Sportime.
AEK Athens don't want to pay more than £3.8m (€4.5m).
That would translate to a net loss for Rangers, who spent £4.5m to land the Nigerian international from Serie A side Cremonese.
Naturally, Rangers want to try and make a profit on a player who, while far from perfect, was the team's top scorer last season.
The hitch could slow Rangers down in their own pursuit of top targets, with the Light Blues linked to Israeli striker Dor Turgeman and veteran Premier League cult hero Jamie Vardy in recent weeks.
Russell Martin is desperate for fresh faces for his summer rebuild and with the club's first Champions League qualifier against Panathinaikos just a month away, the new recruitment team led by Kevin Thelwell and Dan Purdy will have to act fast.
Dessers' age is a stumbling block and will be a factor when all parties are discussing potential add-ons or sell-on clauses as part of the deal.
He has turned into something of a divisive figure at Ibrox despite netting 51 goals in 109 appearances for the club.
Tom Stoltman wants Rangers paint job
Meanwhile, Gers are hopeful of securing the signatures of winger Kwame Poku from Peterborough and full-back Max Aarons from Bournemouth.
Poku, 23, would be joining on a Bosman deal for a cross-border development fee in the region of £250,000 while Aarons is understood to be under consideration as a loan option.

I played for Rangers and PSG under one infamous Ibrox boss and now I am managing a team in France's seventh tier
Jeremy Clement spent a season with Gers in 2006/07 after arriving from Lyon in a £1million deal Paul Le Guen's ill-fated six month stint as manager of Rangers is one that fans of an Ibrox persuasion have tried hard to erase from their memory over the years. And as it turned out, one of the players that the Frenchman brought with him from Ligue 1 didn't last much longer. After taking up the reins in Govan from Alex McLeish in the summer of 2006, the infamous boss moved quickly to sign Jeremy Clement in a £1milion deal. The midfielder was a part of Le Guen's Lyon side that romped to the league title in 2005, the fourth of seven consecutive Ligue 1 crowns won by the club before rivals Marseille and now Pars-Saint-Germain established themselves as the most dominant force in France. However, much like his manager, Clement's spell in Glasgow was far from successful. The playmaker started the majority of his 23 appearances for the Light Blues but was sent packing back to France for £1.8m in the following January, linking up with Le Guen for a third time at PSG just weeks after he had been given the boot at Ibrox. Clement went on to win more silverware in the French capital, helping the club capture the now-defunct Coupe de la Ligue in 2008. After spells with Saint Etienne, AS Nancy Lorraine and minnows FC Bourgoin-Jallieu, the 40-year-old hung up his boots in 2020 to pursue a career as a manager with the latter. Clement held the role for two years before it was mutually decided not to renew his contract at the end of the 2021/22 season. But nearly three years on, the Gers flop is back in coaching after landing the job at amateur club FC Allobroges-Asafia in France's SEVENTH tier. Clement's experiences in the dugout next season will be a world away from some of the big nights he had during his playing career at Ibrox, the Parc des Princes and Parc Olympique Lyonnais. Speaking about his brief Rangers tenure back in 2020, the ex midfielder said: "I wanted to progress as a player so I decided to leave Lyon. "I had opportunities to sign for clubs in France, but I wanted to sign for a manager who knew what I could do, like Paul Le Guen, so I chose Rangers. "Rangers was a great adventure for me. It was my first experience abroad and a big change for me. "The country was beautiful, I met my future wife and Rangers are a legendary club, so I regard it as a great time for me. "I returned to France and went on to play for PSG, St Etienne and Nancy. I've had a great career. "Now I will take my coaching badges at Bourgoin-Jallieu and hope to become a manager one day when football returns to normal."

Former Celtic and Rangers talent spotter makes surprise move to Premiership rivals
Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) FORMER Celtic and Rangers scout John Park has returned to Scottish football to take on a surprise new role at a Premiership club. The experienced talent spotter, who was instrumental in bringing the likes of Virgil van Dijk, Victor Wanyama, Gary Hooper and Moussa Dembele to Glasgow, was most recently down south with Blackburn Rovers. St Mirren have confirmed Park has replaced Martin Foyle as their new head of recruitment and emerging talent after Foyle left the club to join Carlisle United. St Mirren chief operating officer Keith Lasley said: "We are sorry to see Martin moving on and wish him the best of luck in his new challenge. "His contributions have been key in the club's progression over the past few seasons and we thank him for all his efforts. "We have, however, moved quickly to bring John to the club and we are excited to welcome him to St Mirren. Park stirred up controversy when he moved to Rangers in 2022 following his success at their rivals across the city. He worked under the supervision of Ross Wilson at Ibrox and departed the club in December 2023, when Rangers wiped the slate clean of Michael Beale and his coaching staff. Nils Koppen took up the position when Philippe Clement replaced the Englishman in the dugout. On his latest move to Paisley, Park said: "I'm delighted to be joining St Mirren. "The club has a clear strategy in terms of its football operations and I believe my experience will help build upon that." FOUR to join Rangers before Champions League Plus Aarons impact on Tavernier REVEALED Manager Stephen Robinson added: "Martin has been an integral part of what we've done over the past three and a half years and he's been an integral part of what I've done as a manager over 10 years now. "He's a close friend of mine now and it's a sad loss for the club. "Another opportunity arose that was exciting for him and it's with regret that Martin is leaving. I'd like to put on record my thanks to him for his recruitment and for all he's done at the football club. "The club have appointed John and it's important that we get working together quickly, build a relationship, and I look forward to that."
